Jaitley sees GST rate cut on cement, ACs, TVsUnion Minister Arun Jaitley today exuded confidence that GST rates on cement, ACs and televisions will be cut as tax revenues increase, and only luxury and sin goods will attract the highest slab of 28 per cent.In a Facebook post, Jaitley termed the pre-GST indirect tax regime, during which most of the household items attracted a levy of 31 per cent, as "Congress Legacy Tax".The past one year, he added, has seen rate reduction in 384 commodities.Goods and Services Tax (GST), which subsumed 17 local taxes, was rolled out on July 1, 2017."Today, the 28 per cent category is being phased out. Bulk of these items remaining in this category are only luxury items or sin goods. The other items outside the luxury-sin goods category are cement, air-conditioners, large screen televisions and a handful of others," Jaitley said."Hopefully, with further expansion of revenues, these few items may also witness a change of category. Thus within a record period of thirteen months, the GST Council has almost phased out the 28 percent category. It is only a matter of time that the final obituary of the 'Congress Legacy Tax' is written. Only the luxury-sin tax would remain," he said.Referring to services sector, he said 68 different categories of services have witnessed their rate reduction."The net revenue loss which Government have suffered on account of the reduction of tax on goods and services is about Rs 70,000 crore. Since State Governments have been guaranteed a 14 per cent increase over their pre-GST revenues for the first five years, this burden has entirely been borne from the share of the Central Government," Jaitley said.The tax reduction has reduced the cost to the consumers, increased his purchasing capacity and added to the increased consumption in the economy.He said taxes on all household items stand reduced from 28 per cent to 18 per cent and 12 per cent."All items of construction, except cement, stands reduced. Most white goods stand reduced. There is no better opportunity for consumers to make purchases than in the environment which the GST has created. It is an opportunity to celebrate the biggest tax reform since Independence, which has replaced 'Congress Legacy Tax' with a 'good and simple tax'," Jaitley said.The GST Council in its meeting last week had decided to reduce taxes on 88 items, like sanitary napkins, fridge, small screen TV, washing machine, footwear, among others. The new tax rates became effective from today.As of today, only 35 goods, including cement, automobile parts, tyres, automobile equipments, motor vehicles, yachts, aircrafts, aerated drinks, betting and demerit items like tobacco, cigarette and pan masala, attract highest GST rate of 28 per cent.

Walmart plans to create 30,000 jobs in UPTagging Uttar Pradesh as a priority growth state, Walmart India said it expects to create at least 30,000 local jobs by setting up 15 stores in the state. Walmart India, which already runs four Cash and Carry stores in UP, recently launched a fulfilment centre (FC) in Lucknow, which created 1,500 new skilled jobs. In the UP Investment Summit held earlier this year, Walmart India had signed a memorandum of understanding (MoU) with the state government to open 15 wholesale Cash and Carry stores. "Each store is likely to create 2,000 direct and indirect jobs, thereby generating at least 30,000 local jobs in the state," Chief Corporate Affairs Officer Rajneesh Kumar who represented Walmart India in the Investment Summit, told from Mumbai. Walmart India will attend the ground breaking ceremony here on Sunday where Prime Minister Narendra Modi and Chief Minister Yogi Adityanath will take stock of the progress in implementation of the MoUs signed during the UP Investment Summit. The mega ground breaking event is billed to see launch of various projects worth Rs 60,000 crore by large companies like Walmart, Reliance, Adani, Mahindra, PayTm, TCS and GAIL. When PM Modi will lay one brick here in Lucknow, ground-breaking for the projects would be done digitally in the districts concerned, said UP Minister for Industries Satish Mahana. Kumar, who will be present at the ground breaking ceremony on Sunday, said, "UP is a priority growth state for us. Walmart is making deep investment in agriculture supply chain, enhancing small farmers capabilities and sourcing from them for its stores in UP and other states." All will almost certainly continue to deploy significant resources and a wide array of tactics to acquire intellectual property and proprietary information," said the report.China, according to the report, has expansive efforts in place to acquire US technology to include sensitive trade secrets and proprietary information.It continues to use cyber espionage to support its strategic development goals--science and technology advancement, military modernisation, and economic policy objectives, the report said."China's cyberspace operations are part of a complex, multipronged technology development strategy that uses licit and illicit methods to achieve its goals," it said, noting that Chinese companies and individuals often acquire US technology for commercial and scientific purposes.At the same time, the Chinese government seeks to enhance its collection of US technology by enlisting the support of a broad range of actors spread throughout its government and industrial base, it said.The report running into more than 15 pages said that while next generation technologies will introduce a range of qualitative advances in data storage, analytics, and computational capacity, they also present potential vulnerabilities for which the cybersecurity community remains largely unprepared.The solidification of cloud computing over the past decade as a global information industry standard, coupled with the deployment of technologies such as artificial intelligence and internet if things, will introduce unforeseen vulnerabilities to US networks, it said.Noting that cloud networks and Internet of Things (IoT) infrastructure are rapidly expanding the global online operational space, the report said threat actors have already demonstrated how cloud can be used as a platform for cyber exploitation."As IoT and AI applications expand to empower everything from 'smart homes' to 'smart cities' billions of potentially unsecured network nodes will create an incalculably larger exploitation space for cyber threat actors," it said.Building an effective response demands understanding economic espionage as a worldwide, multi-vector threat to the integrity of both the US economy and global trade.Of the view that China will continue to be a threat to US proprietary technology and intellectual property through cyber-enabled means or other methods, the report warned that if this threat is not addressed, it could erode America's long-term competitive economic advantage.An aggressive and capable collector of sensitive US technologies, Russia uses cyberspace as one of many methods for obtaining the necessary know-how and technology to grow and modernise its economy, it said.Russia uses cyber operations as an instrument of intelligence collection to inform its decision making and benefit its economic interests, it added."We believe that Iran will continue working to penetrate US networks for economic or industrial espionage purposes," it said adding that Iran's economy--still driven heavily by petroleum revenue--will depend on growth in nonoil industries."We expect Iran will continue to exploit cyberspace to gain advantages in these industries. Iran will remain committed to using its cyber capabilities to attain key economic goals, primarily by continuing to steal intellectual property, in an effort to narrow the science and technology gap between Iran and Western countries," the report said.Further new and enhanced cyber, national security, and import laws in effect in foreign countries are posing an increasing risk to US technology and propriety information, it said.For example, in 2017, China and Russia aggressively enforced laws that bolstered their domestic companies at the expense of US companies and also might allow their companies access to US intellectual property and proprietary information, it added.
