Which is why dynasties are coming under severe stress, because regardless of what you do, or how effective you may be, the family of the party patriarch will always be your glass ceiling.While this isn’t the first time that family-based parties are up against challenges, what’s new this time is that there’s an alternate avenue available for political talent. BJP under Prime Minister Narendra Modi and party president Amit Shah is a renewed entity that has shed a lot of its baggage, quite eager to accept new talent for better gains.Membership of any old clique, like being a Vajpayee favourite or an Advani acolyte, no longer works. Revamp of coal auction rules: Business-friendly reforms on cardsNEW DELHI: The coal sector is poised for a round of business-friendly reforms after being opened up for private commercial mining.An high-power committee, headed by former Central Vigilance Commission Pratyush Sinha, has recommended a complete overhaul of regulations governing mine auctions â€" including bidding on revenue share basis, allowing captive mines to sell part of the output in the market and easing of bank guarantees â€" sources familiar with the matter said. The committee has also suggested linking the value of to-be-auctioned blocks with a proposed monthly coal index, which is to be developed on the basis of the prevalent spot price and rates for captive mining, international markets and Coal India.Experts see the recommendations as investor-friendly for a sector that has always been strictly governed by the state.The committee, whose members include former SBI chairperson Arundhati Bhattacharya and former Union Bank of India CMD Arun Tiwari, was set up in December last year to examine challenges of the current rupees per tonne bidding system and suggest changes for conducting future auctions.In its report submitted to the coal ministry last week, the committee has sought to allow captive miners to sell 25% of their output in the open market. At present, captive miners have to sell any excess production to Coal India at a notified price. The report has also suggested flexibility in coal mining to captive bidders in line with requirements of the attached end-use plants. Currently, owners are penalised if the captive mines do not reach the production milestones as per schedule.Queries sent to the coal ministry on Saturday were not answered. Debasish Mishra, leader (energy, resources and industrials), Deloitte Touche Tohmatsu, India, said, “These would be welcome improvements to the earlier coal block auction guidelines. However, given a negative global outlook on coal and challenging overground conditions in India â€" land acquisition, clearances and financial stress in user industries such as power and steel â€" it’s unlikely that future auctions would evoke similar euphoria as in 2015.”

Maharashtra, Foxconn may sign deal for plant, finallyMUMBAI: After many false starts, the Maharashtra government and Foxconn are likely to sign a deal under which the world’s biggest contract manufacturer of consumer electronics will finally set up a manufacturing hub in the state. Executives of Taiwan-based Foxconn held meetings with state government officials on July 4 in Nagpur and subsequently went on to meet Maharashtra chief minister Devendra Fadnavis, ET has learnt.Foxconn, the assembler of iPhones, has told the state that its plant will be set up in the special economic zone of the Jawaharlal Nehru Port Trust and that it has already bid for 45 acres there, according to sources. Foxconn officials said that they would eventually need another 200 acres.Sensing the company’s intent this time, Fadnavis has written to road transport & highways minister Nitin Gadkari, asking him to allot 200 acres to Foxconn, formally known as Hon Hai Precision Industry. The company is also seeking hundreds of acres of additional land outside JNPT from the state.Foxconn said in 2015 that it would invest $5 billion in Maharashtra to set up a plant to make mobile phones and components and help create 50,000 jobs by 2020. While the Taiwanese company makes televisions and Xiaomi and Nokia-branded phones in India at factories in Andhra Pradesh and Tamil Nadu, there’s been little progress in its plans to invest in Maharashtra.While top Maharashtra government officials acknowledged that Foxconn’s investment did not materialise even after several announcements in the past, they claim that things are different this time.“We would not have written the letter to Mr Gadkari if we were not hopeful of things moving positively. We have met with officials from Foxconn Chairman Terry Gou’s office. If things fall into place, then in August we may even have a ground-breaking ceremony,” a state government official said.Sources said Gou is slated to visit India next month, when a formal agreement may be clinched. Signing a deal with Foxconn would be a huge boost for the state government and Fadnavis.When the Maharashtra CM signed an MOU with Gou in 2005 for the manufacturing facility, it was considered a coup, given that other Indian states were also trying to attract the company.The state government has wooed Foxconn after the initial MOU was signed. Upon learning that Foxconn wanted a waiver of the 11.5% import duty on cell phone parts, the state proposed in February 2017 that it would compensate the Taiwanese company by giving it a grant or subsidy. However, the deal still did not go forward.
