One of the changes, which come into effect on September 11, allows US Citizenship and Immigration Services (USCIS) adjudicators full discretion to deny applications, petitions, and requests without first issuing a Request for Evidence (RFE) or Notice of Intent to Deny (NOID). Besides, a memo issued on June 28 switches the authority to issue Notices to Appear (NTAs) in most instances from US Immigration and Customs Enforcement (ICE) to USCIS. According to Nasscom, this could mean that USCIS can issue a NTA and initiate removal proceedings if someone's H-1B visa expires, even while they are waiting for an extension request to be adjudicated. "This policy memorandum, combined with others previously announced, will harm the US companies and discourage the best and brightest globally from wanting to work in the US and contribute to the US economy," it added. The industry body highlighted that this is particularly important at a time when the US labour market is tight within the technology sector, where there is a large skills gap. None were built, possibly because the Iranians feared being caught, or because a campaign by U.S. and Israeli intelligence agencies to sabotage the effort, with cyberattacks and disclosures of key facilities, took its toll.David Albright, a former inspector who runs the Institute for Science and International Security, said in an interview that the documents contained “great information.”“Iran conducted many more high-explosive tests related to nuclear weapons development than previously known,” he told Congress last month.But the archive also shows that after a burst of activity, a political mandate delivered at the end of 2003 slowed the program dramatically, just as U.S. officials had concluded in a 2007 intelligence report.Israel has long claimed that the program continued after 2003, and some documents show senior officials in the Iranian program â€" including two who were later assassinated, presumably by Israeli agents â€" debating how to split it into overt and covert elements.One of the scientists warned that work on neutrons that create the chain reaction for a nuclear explosion must be hidden. “'Neutrons’ research could not be considered ‘overt’ and needs to be concealed,” his notes read. “We cannot excuse such activities as defensive. But in this case, the Mossad chief, Yossi Cohen, ordered that the material be stolen outright. That would drastically shorten the time the agents spent inside the building. But the Israelis wanted to be able to counter Iranian claims that the material was forged and offer it up for examination by international groups.Clearly, the Israeli spies had inside help. They had learned which of the 32 safes held the most important information. They watched the habits of the workers. They studied the workings of the alarm system, so that it would appear to be working even though it would not alert anyone when the agents arrived around 10:30 p.m.For all the cinematics of the raid, the immediate aftermath was absent much drama. There was no chase, said Israeli officials, who would not disclose whether the documents left by land, air or sea â€" though an escape from the coast, just a few hours’ drive from Tehran, appears the least risky.Fewer than two dozen agents took part in the break-in. Fearing that some of them would be caught, the Israelis removed the materials on several different routes. At exactly 7 a.m., as the Mossad expected, a guard arrived and discovered that the doors and safes were broken. He sounded the alarm, and Iranian authorities soon began a nationwide campaign to locate the burglars â€" an effort that, according to an Israeli official, included “tens of thousands of Iranian security and police personnel.”The effort yielded nothing. And until Netanyahu’s speech, the Iranians never said a word in public about what had happened.

ATMs are the only all-time money for aam aadmi hereBENGALURU: Automatic teller machines (ATMs) remain a mainstay of India’s financial inclusion drive and need the central bank’s support to stay relevant amid the government’s push for digital payments, consultancy firm PwC said in a report.Digital payments haven’t kept pace with the requirement for financial services in far-flung areas and a lack of ATMs there could prove disastrous for the economy, Vivek Iyer, partner for financial services at PwC, told ET.“India cannot suddenly become like Estonia, where all payments are digital,” said Iyer, who authored the PwC report titled ‘ATM Industry: Changing Landscape and Emerging Trends.’ There is still strong demand for cash and if banks do not invest in the ATM infrastructure, especially in rural areas, people might opt to hoard cash instead, he said.“The ATM industry requires strong support from the (Reserve Bank of India) so that innovation can help bring the (operating) cost down and encourage banks to keep deploying ATMs,” Iyer said. “The cost of running an ATM infrastructure is around 50% more than the cost of running a digital infrastructure. Hence, banks will tend to move towards digital.”To maintain a balance between the two modes of payment, there is a need to open up regulatory sandboxes for ATMs to allow manufacturers to collaborate with financial-technology startups, he said. Transactions at ATMs have dropped 0.76% month-on-month since demonetisation in November 2016, and the amount of cash withdrawn has fallen 3.3% per month, PwC said in its report. Before demonetisation, ATM transactions were increasing at 1.16% month-on-month and the amount of cash withdrawn at 1.04%, it said.Demonetisation pulled out over 85% of the cash in circulation, forcing people to embrace digital payments. Since then, cash in circulation has reverted to its pre-demonetisation days but digital payments have come to stay.PwC also said in its report that postdemonetisation, the number of credit and debit card payments at merchant outlets had increased by 5.5%, and the amount paid through these cards by 4%, indicating faster adoption of digital payments against ATM usage.Iyer said the ATM industry needs to innovative by using blockchain for reconciliation of ATM transactions, automating cash logistics processes, and using machine-learning and artificial intelligence to more efficiently predict cash requirements at terminals.Blockchain is a collaborative digital ledger that powers crypto-currencies and is increasingly being adopted by various industries for its robust and transparent book-keeping.PwC highlighted factors like mobile wallets and cryptocurrency as the two major threats to the ATM industry.“Further, RBI has proposed interoperability among digital wallets… this poses a major threat to the ATM industry,” Iyer wrote in the report. Beginning to nibble into corrected midcaps: Jonathan SchiesslThere are plenty of midcaps that are down 40-50-60% in a very short period of time and one can look there if willing to wait for a longer term, Jonathan Schiessl, CIO, Ashburton Investments, tells ET Now.Edited excerpts:In general, the view with some of the emerging market capital allocators is that emerging markets will be in a spot of bother. It is time to say goodbye or reduce our exposure to emerging market assets. India will outperform but will also feel the pain of emerging markets. Do you think there is an all-round bearishness in emerging markets or is that slightly overstretched? I do not agree with you. It was not that long ago when most allocators if were looking around the world for value and the broader emerging market complex was about the one area. As we have seen the dollar strengthening recently and all the concerns over trade in China, clearly there have been massive redemptions by a lot of big emerging market funds and emerging market ETFs, out of the US. So, sentiment is pretty cool. Some of the strategists are definitely sniffing around for a buy but they are not quite there yet. One space that you have been very closely monitoring has been IT. About a year back, it was a positive call on IT and IT has played out beautifully year to date. While there is no denying that TCS is really the leader of the pack, the same cannot be said about the other IT stocks. Infosys has not been at par with say TCS’ performance. How are you positioning yourself in IT now? It is very interesting seeing the difference in performance in as you right said the same sector. We are still sticking with Infosys and HCL Tech. The Infosys numbers leaves a bit of scratch although I guess the good news is the deal wins that they were talking about and obviously the outlook in that particular segment looks a bit more rosy. The market as a whole, the winners seem to be getting bigger and drawing most of the market’s attention. Certainly in IT, TCS is that stock and it is similar across multiple other sectors. What are your thoughts on ICICI Bank? It is available at a three-year low. The book value of ICICI Bank is now less than two times and the retail book is more than 50% of the total book. Their subsidiaries are also doing reasonably well. But someone out there is really in a mood to sell ICICI Bank down on a daily basis. Will you be a buyer in this fall? We used to own the stock. We sold the stock three or four months ago. It has value support. Unfortunately, there are quite a few stocks that are reaching areas where you think you have a valuation buffer. For us, the issue with ICICI was clearly what was going on in the board room and whilst that seems to be slowly resolving itself, we felt this risk reward was not favourable. It just was not the right place to be. ICICI is clearly a high beta play. It is interesting on a valuation basis, but in this phase of the market, valuations really aren’t that important for the short term. What is your view on some of the other PSU banks? LIC board has finally given its okay to 51% stake purchase of IDBI Bank. As a strategy. are you staying away from the government owned banks? Yes, we were into SBI about six months ago. It has been a little bit painful. We have decided to play some corporate bank exposure via SBI and Axis Bank. We do have some corporate bank exposure. Clearly the issue for the PSU banks remains the capital position. What the government does with that is obviously widely important and also some mergers and all the other issues that have been delving the pack for some time. Our view would be there is that is not much is going to happen there between now and the election, The PSU space will continue to lose market share. We prefer the private sector. So for someone who is is convinced that he can digest a 15% volatility and a 10% upside but is eager to get a 20% to 25% return in next 12 to 18 months, which are the three or four stocks you would like to buy in that portfolio? That is a very difficult one. We are in a phase where the winners just continue to outperform the market, the TCSes, the Hindustan Unilevers, the HDFC Banks. At the moment, it is difficult to see beyond the pack still outperforming for the next few months, whilst the oil price remains high and global markets volatile. Plus whatever is going on the US still remains uncertain. In the very short term, it is difficult to see leadership changing and breadth improving. But when you start looking beyond just those four or five stocks that have clearly held the narrow indices out, then some of the midcaps really are getting quite interesting here. There are plenty of midcaps that are down 40-50-60% in a very short period of time. Some of these midcaps have been trading at very high valuations at the beginning of the year but for anybody who can look a little bit longer term than that, these are pretty reasonable valuations in the midcap space. But is it a bottom now? It is difficult to say. When you put up a little bit of a downside, there could be still a bit more to come. I am beginning to nibble into certain sectors. For example, we have begun nibbling into a stock called Future Consumer which is being coming off considerably recently and then some of our longer held midcap names have actually held up quite well. We are still very positive on Endurance Technologies and there are quite a few stocks out there which are turning interesting into this selloff.

The way the broader end of the market has fared vis-à-vis the frontliners, has sent investors in a tizzy. There has been a significant amount of underperformance. Do you see this continuing or do you believe that we could see some sort of an incremental turnaround within the mid and the small cap universe because a lot of investors have already burnt their fingers?The market is at a very interesting point today. On one hand, Nifty is up 4.5% calendar year to date and on the other hand, the broader universe and mid and smallcaps which are down anywhere between 14-15% and 20% in terms of indices. The micro part -- which is more of a long term indicator of the performance of mid and smallcap -- is improving. In the fourth quarter if you take out the corporate banks and the PSU banks, the profit for a larger universe grew in mid teens, which is quite healthy from the time we have seen in the last couple of years. Do not forget in the context of anti-fragility, Nasser Talib has once compared the fire in a forest and the economy and the markets. And he went on to say that small fires in a forest is very healthy because it cleanses up the system rather than having no small fires and having a big fire which leads to destruction. Similarly, in markets and economy, stability is not what is warranted which we saw last year. There was no volatility at all, there was complete complacency. This correction is a healthy one because it is weeding out weaker businesses. But do not forget that over the last 12-18 months, three structural changes have happened in the economy, which is GST, Insolvency and Bankruptcy Code’s execution and RERA. The all three in our view, will go a longer way in creating a corporate environment which will be much stronger and healthier and hence we believe in the next six months you will get a lot of good opportunities to invest in good businesses which have been good capital allocators, where the management has demonstrated the skill to scale up significantly. They have strong cash flows and balance sheet. We believe that these opportunities seldom come once in many years and incrementally we have started advising investors that this correction in mid and smallcaps use it as an opportunity with a three to four-year view in mind and to start investing in SIP or an STP mode.You are advising investors that the next six months is a ground work to buy and make a long term portfolio for small and midcaps. Do you believe that this underperformance will last that long?It is very difficult to say that. Nifty is now outperforming midcap index. So, what you did in two years, the last six months has taken it away. In a way, midcaps have had their share of correction. I think one more leg could be pending because largecaps still have not corrected. Nifty still is positive year to date and one of the best performing indices globally now in local currency terms. So, probably the next leg could be largecaps correcting where midcaps, small caps take one more brunt and probably that is where the markets may bottom out. But individually, rather than markets, we believe that bottom-up stock picking will be the way to go ahead. We have started finding good opportunities from a bottom up perspective. If you take a 2-3 year view, there are businesses which have been good capital allocators in the past which are available now at a decent valuation.If you take a slightly longer term view, the share of unorganised to organised is a larger opportunity which these guys will occupy and capture. Hence, we believe that probably we do not know what the last two months, three months, six months meant but individual stocks will be very open minded and be looked at from a bottom up stock picking approach.At an index level, how gruesome could the next wave of selling be when you say that largecaps will try and align with broader markets and broader markets thereby will fall some more?It is difficult to take a call on the markets but individually, one should focus on companies rather than only the indices itself. One does not make money by investing in indices but one makes money by investing in good businesses and that has been our approach in the last so many years. If we maintain that discipline going ahead, in the next three to five years we have to find companies which can multiply their profit at least seven to 10x and we have seen that even in the last decade which has not been a great one, many businesses have multiplied more than 10x their profit and market caps have multiplied more than that. Our entire effort is try to find those 100-150 companies which probably could be wealth creators in the next five to seven years when India will add another India. That means the GDP which is $2-2.5 trillion now will multiply to more than $4-4.5 trillion in the next seven to eight years. And there will be many-many companies which will create wealth for investors going forward. So, rather than worrying about the indices per se that how that will span out in the short term our focus is to focus more on the medium to long term on the businesses which are showing structural changes, which are probably growing better than the industry average, which are taking away market share from the other players or the unorganised industry and that is where we believe a lot of wealth creation can happen in many of the sectors.

Extra visa power for US officers to hurt ITBENGALURU | NEW DELHI: The Donald Trump administration’s decision to give arbitrary powers to officials to reject requests for fresh H-1B work visas or extensions could dent the revival in business that Indian outsourcing companies are witnessing in their main market.Tata Consultancy Services, India’s largest technology services provider, and rival Infosys have said that the US market is reviving as clients begin spending on large technology projects so they can compete with new-age companies.Indian firms earn over two-thirds of their revenue from the US market.The United States Citizenship and Immigration Services’ (USCIS) updated policies allow officials the discretion to deny a visa application without first issuing a request for evidence (RFE) or a notice of intent to deny (NOID).The new policies, to be effective from September 11, will also give discretionary powers to immigration officials to deport a person if they are not satisfied with the documentation provided by a visa-seeker.Another notification released a few weeks ago empowers authorities to issue a notice to appear (NTA) to a person waiting for renewal of their visa. Issuance of an NTA could commence removal proceedings against the visa-holder.“It will be difficult for someone on (H-1B visa) extensions; either they apply for extension six months in advance or do premium processing, which will mean an increase in the cost,” said Shivendra Singh, vice-president, Nasscom. He added that the person can contest an NTA but will not be able to work during that time, making the situation more challenging.In 2016, the US approved 3,45,262 H-1B visa petitions, of which only about 33%, or 1,14,503, were for initial employment or first jobs on the work visa. The remaining 67% were for visa extensions beyond the first three years, or applicants in the US seeking change of employer. In 2017, the number of approved petitions for H-1B visas stood at 3,64,584, the USCIS said.US immigration rules allow H-1B visas to be held for a maximum of six years. Indians account for about 70% of H-1B visa-holders.Fresh H-1B visa requests by IT services firms such as Infosys, Wipro and Tata Consultancy Services are already at their lowest, with Indian companies getting only 12% of the visas issued, Nasscom president Debjani Ghosh told ET in a recent interaction. The biggest benefactors have been American technology companies, she said.Nasscom said the Trump administration’s new policy would affect US innovation and the ability of US companies to remain competitive.“All this is suggesting that increasingly it will be difficult for legal skilled talent to fill the skills gaps, which will make it more difficult,” said Singh.“And it is coming at a time when the US labour market is tight and there are three million STEM (science, technology, engineering and mathematics) jobs available than the number of people available.This will mean less growth in innovation and in the ability of US companies to remain competitive.”Immigration analysts said previous rules allowed visa petitioners additional chances if their documents did not meet the expectations of immigration officials.“Let’s say we have an H-1B worker and the person is transferring (his or her work authorisation) to another employer â€" the individual can start working with the new employer on the day his petition is received by the USCIS.
