Hereâs an irony: when itâs easy for Gandhi to appear credible, itâs thanks to BJP, when itâs tough for him to do so, itâs thanks to Congress. And, further irony, the impact of the second outweighs that of the first.Letâs explain.The weekend following Fridayâs parliamentary debate saw Gandhi chairing his first Congress Working Committee (CWC) meeting, and yet another terrible lynching incident, this time in Alwar, Rajasthan. CWC let everyone know that in the event Congress commands the most number of seats in general elections, Gandhi will be applying for the PMâs job. You can hardly get more underwhelming than this when trying to market a potential prime ministerial figure.The statement betrayed the well-recognised reality that Congress is in absolutely no position to (a) command anything close to a national electoral majority, and (b) ensure fealty from regional political overlords whom it seeks as allies. Congress, or Gandhi, at this point doesnât seem to have a story that can lift him â" or, at least, appear to lift him â" above this brute reality.The Alwar tragedy, in contrast, afforded Gandhi a ready platform to critique BJP and Narendra Modi. Congressâ president appears more convincing when he takes on BJP leaders for their inability and/or unwillingness to respond in time and adequately to Alwar-like incidents.Think back to Gandhiâs no-confidence motion speech in the Lok Sabha. He appeared more convincing when he positioned himself and his party against what he described as BJPâs wink-wink, nudge-nudge approach to the uglier manifestations of majoritarian politics. In contrast, when he listed those jumlas, supposed to be a critique of the Modi governmentâs performance, Gandhiâs own performance was tepid.That tepidness comes from a fundamental weakness in Gandhiâs and his partyâs politics: neither he nor Congress has anything close to an alternative policy vision that challenges Modi-led BJPâs.Build a Better Mousetrap In earlier comment in these pages, we had argued that Modi needs a new narrative if heâs to lead BJP to another majority in general elections (Read here). The PMâs speech didnât give enough evidence that heâs started fashioning such a story. But he has the political talent and just about enough time to execute a major rewrite.Gandhi is nowhere near as talented as a politician, and given that Congress has done little to brand-differentiate itself from BJP on policy, there may be very little time. Thatâs why Congress is a weak point for Gandhi when he tries to come across as a credible political challenger.One can, of course, appreciate Congressâ difficulties. On policy, Modi-led BJP has frequently repackaged and relaunched a bunch of Congress ideas and reworked a traditional Congress political economic approach to make it appear grander.Modiâs message is that heâs for high welfare spending for the poor and against iniquitous behaviour by the rich. That used to be a default Congress message. Congressâ messaging, and indeed policy execution, was poorer than Modiâs is. But the fact remains, Modi has cleverly repackaged a largely Congress story and basically left Congress with no story.Gandhiâs and his partyâs policy critiques consist of carping about execution and results. GST could have been better implemented. More jobs should have been created. Growth should have been faster. China could have been better handled.All of that, at some level, is true. But they donât tell voters what Congress wants to do sharply differently. True, Congressâ performance bar for next general elections is set lower than BJPâs. Modi is seriously aiming for nothing less than another majority. Congress will be beside itself if it gets around 130 â" provided anti-BJP, non-Congress parties get enough to start talking about government formation.But even with this lower bar, Congressâ lack of an alternative policy story is a serious weakness in part because it makes the man Congress wants to project as a prime ministerial candidate appear less credible.Arenât there votes in Congressâ critique of BJPâs inadequate responses to Alwar-like incidents? Especially because Gandhi looks more convincing when he takes on BJP in this fashion? Itâs by no means certain that there will be a counter-reaction from a sizeable section of Hindu voters to past and future Alwars.Voters mostly dislike law and order breakdowns and punish incumbents. But awful incidents like the last weekendâs havenât, in their cumulative impact on perception, coalesced into a popular feeling that BJP canât be trusted to maintain order. If that remains the case, Congress will receive limited electoral dividends from BJPâs anaemic responses to Alwars.Who Moved My Cheese? So, maybe, while BJP knows that every time it doesnât confront an Alwar head on, it makes Gandhi look better.It also knows thatâs not enough for Gandhi and Congress. And, perhaps, BJP reckons there are dividends to be earned from their current approach. Of course, in a volatile democracy like ours, thereâs no iron-clad guarantee that future Alwars wonât change public perception about BJP and maintaining order.But unless that happens, Rahul Gandhi will be handicapped by a double irony. IIT-H develops AI to catch bikers without helmets In what could reduce the number of fatalities of motorcyclists, researchers at Indian Institute of Technology (IIT) Hyderabad have developed a solution using Artificial Intelligence (AI) for automatic detection of motorcyclists driving without helmets in surveillance videos.Recently, the institute signed a memorandum of understanding (MoU) with Hyderabad City Police to gain access to video data from the cityâs CCTV network. The technology is in the ready-to-be-deployed stage and the institute has already filed for its patent rights.This is how it works: The solution is partially installed in cameras and partially on the servers of the central police control room. A software is also installed on an embedded card attached to CCTV cameras which helps detect violators (motorcyclists without helmets) by sending out an alert to the central alert database.âIt will be fully automatic along with a web interface to verify the alerts by the operators (traffic police, etc.). From there, it will be connected to the existing RTO website to generate challans (fines) and send a notification to the riders through SMS,â explained Dinesh Singh, one of the research scholars behind this solution.Number of road accidents due to bike riders without helmets has been alarming. A Delhi Police annual report (released in 2017) revealed that of the total number of fatal accidents in the city in 2016, 35-40 per cent of the deaths were due to riders ânot wearing helmetsâ or âpoor quality helmetsâ.âWe have done significant lab experiments on sparse traffic at the IITH campus as well as dense traffic from Hyderabad city CCTV network. The results are motivating us to develop the complete software to deploy the system for realworld use,â said C Krishna Mohan, associate professor, IITH. Krishna along with research scholarsâ"Singh and C Vishnuâ" are the trio behind this technology.This solution can be deployed at the entrances of cities like toll bridges or on the selected checkpoints, especially road intersections.Next step for the researchers is to get an industry partner on board for making the technology commercially available.The solution uses convolutional neural network technology (applied to analyse visual images) which primarily mimics the human brain using AI. The proposed system can easily be extended to other kinds of traffic applications, like detection of tripling, zigzag bike driving, traffic violations by other kinds of vehicles, according to Mohan.âRecent studies show that human surveillance proves ineffective, as the duration of monitoring of videos increases, the errors made by humans also increases,â Mohan said.The research team has also developed a novel framework for automatic detection of road accidents in the surveillance videos.
