In a first-of-its-kind move for PSBs, State Bank of India (SBI), Punjab National Bank (PNB) and Bank of Baroda (BoB) are planning to introduce performance-linked salary structure for the senior management, according to a Business Standard report."The bank is seriously thinking of introducing a system of performance-based incentives for officers above the general manager grade. There will be a component of fixed and variable pay. But it will evolve slowly,â PNB Managing Director and Chief Executive Officer Sunil Mehta told the paper. SBI and BoB may also follow a similar model and are working on a compensation framework, says the report. Performance-linked pay is widely used in the private sector to reward the better performers in the system. The absence of any incentives in the government along with time-bound promotions, irrespective of performance, are seen as major dampeners in the current system.In 2015, the government approved payment of performance-related pay to executives and non-unionised supervisors of Coal India Ltd (CIL) and its subsidiaries. The Seventh Pay Commission (SPC) recommended performance-linked pay for all central government employees, but suggested that each department be given the flexibility to work out its own matrix. The panel suggested that the incentive could be in the form of a "non-additive cash component" of their current pay, paid at the end of the fiscal year and should not be linked to savings. Performance-linked pay has been proposed by previous pay panels aswell as the administrative reforms commission.The PSBs would need approval from the government for introducing performance-linked salary structure. The pay and allowances of different levels of employees at PSBs are usually decided through settlements between the Indian Banksâ Association, the bankâs management and trade union body United Forum of Bank Unions. The report was keenly awaited by all for its implications on data handling and processing practices by both Indian as well as foreign companies along with government departments. Justice Srikrishna handed over the report to union minister for electronics and IT, law and justice, Ravi Shankar Prasad. Prasad said that government will go through the draft bill and apply its mind, take stakeholder comments along with taking Cabinet approval before finalizing the legislation. âThe entire Parliamentary process will be followed,â he said without setting a timeline for it. The government had set up the committee under the chairmanship of retired Supreme Court judge Srikrishna in August last year. We are almost in an uncharted territory. Is there more room for bulls to move?Absolutely and this is coming at a time when there have been lot of the confusion and missed by a lot of traders because most of the focus was on midcaps. All of a sudden there was capitulation and carnage in the midcaps while the largecaps kept standing tall. Over the last one week and especially this week, a lot of midcaps bounced back. When you see rise of 15%-20% in individual stocks and even sectors, that means a trend reversal is in process. This implies that the bull trend is continuing and that comes at a time when the world market and especially the emerging markets are still in a wobbly zone. This trend for our market should continue on the back of some strength in individual sectors, especially Bank Nifty.What is your view on Hindalco? There was a steady decline in Hindalco stock and prices came down to a one-year level under Rs 200. Subsequently, there was a very smart bounce back?Last week played out pretty well for the stock price. There was a good bounce back and more intriguing was the volume patterns in the last six -seven days. When the fall got into the final stages in terms of short-term trading, there was a sudden pick up in terms of volumes. Then there was a sharp, almost a V-shape reversal in prices. Whenever you see such patterns in a short-term time-frame, you can probably bring in a case of a short-term bottom in place. The stock could gradually get into a mean reversion process. What is worrying for the prices of many metal stocks is the weekly breakdown because many of these stocks have shown clear signs of weekly chart patterns breakdown.In order to reverse those kind of weekly breakdowns, you need to have a more powerful move. This is a very short-term signal for Hindalco. You might see the stocks coming back to Rs 230-225 range but on weekly charts, there is a lot of resistance that the stock has to clear to come back in the full swing it had at the end of 2017.Give a few technical recommendations which could be profitable?A couple of them look very attractive. One is Gas Authority of India (GAIL). Price patterns in the last three-four weeks show that it is going to a steady sort of an uptrend. Last week, it closed almost at its weekly highs and the price patterns are now suggesting that the stock should continue to ride higher. From a positional play, in may be one or two weeks, you could look at even Rs 400 as a possible target on GAIL. I am suggesting a buy with a stop loss at Rs 365. The second would be PFC. Both PFC and REC have managed to come back quite strongly last week but if you look at the price patterns, there seems to be a bigger reversal happening in these names. They are coming back after multi-weeks of downtrend. Any sort of reversals last for a longer duration and that is what I am anticipating could happen for PFC.
