Made in India fighter jets on Modi's 2025 listNEW DELHI: The government is likely to unveil a major policy next month outlining a roadmap to build a robust defence production industry and make India one of the top five manufacturers of military equipment and platforms in the next 10 years. Official sources said the final touches are being given to the policy before it is being placed before the Union Cabinet for approval. They said a significant focus of the defence production policy (DPP-2018) will be to invest adequate resources to develop critical technology for manufacturing state-of-the-art military platforms including fighter jets, attack helicopters and weaponry indigenously. The DPP-2018 is likely to be released next month, the sources said. According to the draft policy, the government is looking at achieving a turnover of Rs 1,70,000 crore in military goods and services by 2025. A Swedish think tank, in a report in March, said India remained the largest importer of military hardware in the world in the last five years, adding Indian imports of major weapons rose by 111 per cent in the last five years compared to 2004-08. Officials said the aim of the DPP would be to indigenously develop all major platforms which are being imported since in the last six decades. According to official figure, India inked 187 contracts worth Rs 2.40 lakh crore with foreign and domestic firms for various military equipment and weapons in the last four years. However, majority of the projects are yet to take off due to procedural delays. Officials said the DPP is also likely to simplify the procurement process by cutting several layers of approval which often cause delays. They said the policy aims to make India one of the top five manufacturers of defence platforms with active participation of public and private sectors. The draft policy released in March listed as major objective export of Rs 35,000 crore in military equipment and services by 2025. The government identified 12 military platforms and weapons systems for production in India to achieve the aim of "self-reliance". They are fighter aircraft, medium lift and utility helicopters, warships, land combat vehicles, missile systems, gun systems, small arms, ammunition and explosives, surveillance systems, electronic warfare (EW) systems and night fighting enablers, among others. According to the policy, the government aims to make one of the top five manufacturers of military equipment and platforms in the next 10 years as well as to fulfil demand of other friendly countries. The draft policy says the licensing process for defence industries will be liberalised and the list of items requiring licences will be reviewed and pruned.

The authority, in turn, has asked these MNCs why they could not adjust the quantity so that the benefit of GST rate cut could be passed on to the consumers. The authority, sources said, asked the Multinational Companies (MNCs) to follow the rules laid down in The Legal Metrology Act while fixing the price to the nearest decimal point. Some companies have argued that they reduced the prices of large packets but could not do the same for smaller packets and sachets, in some cases, as the quantum of price reduction was very low in decimal points, sources told . In a lot of cases the reasoning given by the MNCs for not passing on the rate cut benefit did not cut ice with the authority, which is looking into such cases post the investigation submitted by the Directorate General of Anti Profiteering. According to sources, some companies have said they had reduced prices of certain brands of the same commodity but did not cut price for other brands. It was also pointed out by some companies that they have reduced the prices of certain brands of the same product, but failed to explain why the prices were not reduced on other brands. Section 171 of the Central GST Act says that any reduction in rate of tax on any supply of goods or services or the benefit of input tax credit shall be passed on to the recipient by way of commensurate reduction in prices. To ensure that the prices are reduced, the anti-profiteering authority was set up in November last. Goods and Services Tax was rolled out on July 1, 2017. The GST Council, chaired by the Union Finance Minister, has in the last one year reduced tax rates in 384 commodities. As per the structure of the anti-profiteering mechanism in the GST regime, complaints of local nature will be first sent to the state-level 'screening committee' while those of national level will be marked for the 'Standing Committee'. If the complaints have merit, the respective committees would refer the cases for further investigation to the Directorate General of Safeguards (DGS). The DGS would generally take about three months to complete the investigation and send the report to the anti-profiteering authority. If the authority finds that a company has not passed on GST benefits, it will either direct the entity to pass on the benefits to consumers or if the beneficiary cannot be identified, will ask the company to transfer the amount to the 'consumer welfare fund' within a specified timeline. According to anti-profiteering rules, the authority will suggest return of the undue profit earned from not passing on the GST rate cut benefit to consumers along with an 18 per cent interest as also impose penalty. The authority will have the power to cancel registration of any entity or business if it fails to pass on the GST benefits, but it would probably be the last step against any violator.
  93. Air Deccan restarts flight services in MaharashtraScheduled commuter air operator Air Deccan today said it has restarted its flight services in Maharashtra. The airline had suspended its services in the state a month ago due to shortage of pilots and aircraft issues. Significantly, the airline had started services under the government's regional connectivity scheme UDAN only last December after getting an SCO flying permit from the Directorate General of Civil Aviation ( DGCA). It will be connecting Nashik with Pune, Mumbai, Jalgaon and Kohlapur with six times a week services to destination, the airline said. "We are happy to announce the relaunch of our new routes in Maharashtra connecting Mumbai with Pune, Nashik, Jalgaon and Kohlapur. The UDAN scheme is an excellent scheme initiated by Prime Minister Narendra Modi to make flying more affordable for the common man," Air Deccan Managing Director Shaishav Shah said in a statement. Air Deccan which resumed operations after a gap of almost five years in 2017, had bagged 34 routes to operate in the the first round of the bidding. "In this context commencement of regional connectivity scheme in towns of Maharashtra will continue to demonstrate Air Deccan's growth," it added.
