Major boost for 'Make in India' in defence mfg The Defence Ministry today approved key guidelines for implementation of an ambitious policy under which select private firms will be roped in to build military platforms like submarines and fighter jets in India in partnership with foreign entities. The guidelines for carrying out various procurement projects under the Strategic Partnership (SP) model were approved by the Defence Acquisition Council (DAC), the ministry's highest decision making body, officials said. Unveiled last year, the SP model aims to create a vibrant defence manufacturing ecosystem in the country through joint ventures between Indian corporates and global defence majors. The officials said the government is looking at achieving a turnover of Rs 1,70,000 crore in military goods and services by 2025. According to the guidelines, all procurements under the SP Model would be executed by specially constituted Empowered Project Committees (EPC) to provide focussed attention and ensure timely execution. The guidelines also specified norms for carrying out various sector specific manufacturing projects. The DAC, chaired by Defence Minister Nirmala Sitharaman, also approved platform specific guidelines for procurement of Naval Utility Helicopters, the defence ministry said. The officials said the the "amplifying guidelines" lay emphasis on incentivisation of transfer of niche technology and ensure higher indigenous content in military platforms to be produced in India. They said global defence majors, which are ready for collaboration with Indian partners and can help the country become a manufacturing hub for military production, will also be incentivized. "This will give a major fillip towards encouraging self-reliance and aligning the defence sector with the 'Make in India' initiative of the Government," the defence ministry said. It said SP model aims to revitalise defence industrial ecosystem and progressively build indigenous capabilities in the private sector to design, develop and manufacture complex weapon systems for the future needs of the armed forces. The DAC also accorded approval for the acquisition of eight Fast Patrol Vessels (FPVs) for the Indian Coast Guard at an approximate cost of Rs 800 crore. The ministry said the vessels will undertake day and night patrolling and policing of the Maritime zones of India. Officials said the government is likely to unveil a major policy next month outlining a roadmap to build a robust defence production industry and make India one of the top five manufacturers of military equipment and platforms in the next 10 years. MPB MPB RT RT HC notice to Flipkart, Amazon on FDI violation PIL NEW DELHI: The Delhi High Court has issued notices to Flipkart and Amazon besides the Centre in a public interest litigation (PIL) filed by Telecom Watchdog, which alleged the ecommerce giants had violated FDI norms and circumvented them by routing popular products at much cheaper rates through proxy âcontrolled sellersâ and pushing out small businesses and brick-and-mortar retailers.â⦠to circumvent the PN-3/2016 (Press Note 3, the document which spells out the FDI norms for ecommerce), both Amazon and Flipkart have created multiple entities and/or created âname lendingâ companies and/or âcontrolled sellersâ through which they route such hot-selling stocks,â the petition filed by the NGO said.The petition added that âthrough the name lending companies, they buy the branded goods in bulk (at discounts) from manufacturers, rendering small sellers uncompetitive by a wide margin, thus influencing the prices in violation of FDI norms.âAmazon and Flipkart, which have foreign funding, operate through a marketplace model under which they are not allowed to influence the prices of products sold on their website or hold inventory.Through these sellers, Amazon and Flipkart have complete control on influencing the price of goods sold on their platforms, a practice that violates FDI norms of the country, the NGO alleged.Citing the example of one such seller, Cloudtail, which sells on Amazon.in, the petition said: ââ¦FDI is not allowed in an entity operating on the inventory based e-commerce modelâ¦. Cloudtail buys goods in bulk from many manufacturers and sells them on the online platform of Amazon Seller.âThe petition alleged that to circumvent FDI norms, Amazon has created a company called Prione Business Services, a joint venture between Amazon group and Catarman Advisors LLP. This entity is the owner of Cloudtail.Flipkart and Amazon did not respond to queries were sent by ET.After the new FDI norms came into force with the issue of Press Note 3, Flipkart devised a new method under which it looked for some âname lendersâ who would form companies and through them the invoicing for goods would be routed. - Fresh wave of Maratha quota protests near Pune, at least 20 vehicles set afire
