Govt to monetise land lying with sick PSUs NEW DELHI: The government is looking to pool land owned by lossmaking public sector companies and hand it over to state run developers such as NBCC (India) Ltd to develop it and realise value or sell it through a bidding process.A senior government official said a cabinet note is being prepared by department of public enterprises (DPE) on status of loss-making firms, their assets and closure approvals. The govt had come up with guidelines on closure of loss making companies in 2016 under which a land management agency (LMA) was to be appointed by the administrative ministry or the CPSEâs board to assist in disposal of land.âThe land management agency will also be a CPSE such as NBCC and will get a fee of 0.5% of value realised from disposal of such land subject to a cap of Rs 1 crore,â the guidelines said, adding the LMA will determine the current land use and its suitability for industrial, manufacturing or some other purposes.âThis firm could be on the lines of Public Sector Land Development Authority (PSLDA), which will maximise the value of excess land with sick units that can be sold for commercial use,â he said.DPE has already sought information from administrative ministries and the status report on any litigation holding up closure among other details the above quoted official said, adding that most central public sector enterprises (CPSE) have given details of both movable and immovable assets. Major boost for 'Make in India' in defence mfg The Defence Ministry today approved key guidelines for implementation of an ambitious policy under which select private firms will be roped in to build military platforms like submarines and fighter jets in India in partnership with foreign entities. The guidelines for carrying out various procurement projects under the Strategic Partnership (SP) model were approved by the Defence Acquisition Council (DAC), the ministry's highest decision making body, officials said. Unveiled last year, the SP model aims to create a vibrant defence manufacturing ecosystem in the country through joint ventures between Indian corporates and global defence majors. The officials said the government is looking at achieving a turnover of Rs 1,70,000 crore in military goods and services by 2025. According to the guidelines, all procurements under the SP Model would be executed by specially constituted Empowered Project Committees (EPC) to provide focussed attention and ensure timely execution. The guidelines also specified norms for carrying out various sector specific manufacturing projects. The DAC, chaired by Defence Minister Nirmala Sitharaman, also approved platform specific guidelines for procurement of Naval Utility Helicopters, the defence ministry said. The officials said the the "amplifying guidelines" lay emphasis on incentivisation of transfer of niche technology and ensure higher indigenous content in military platforms to be produced in India. They said global defence majors, which are ready for collaboration with Indian partners and can help the country become a manufacturing hub for military production, will also be incentivized. "This will give a major fillip towards encouraging self-reliance and aligning the defence sector with the 'Make in India' initiative of the Government," the defence ministry said. It said SP model aims to revitalise defence industrial ecosystem and progressively build indigenous capabilities in the private sector to design, develop and manufacture complex weapon systems for the future needs of the armed forces. The DAC also accorded approval for the acquisition of eight Fast Patrol Vessels (FPVs) for the Indian Coast Guard at an approximate cost of Rs 800 crore. The ministry said the vessels will undertake day and night patrolling and policing of the Maritime zones of India. Officials said the government is likely to unveil a major policy next month outlining a roadmap to build a robust defence production industry and make India one of the top five manufacturers of military equipment and platforms in the next 10 years. OnePlus wins Q1 in battle for premium smartphone market KOLKATA: For the first time a Chinese online-sales focused company â" OnePlus â" has emerged as the market leader in the Rs 30,000-plus Indian smartphone market toppling Samsung and Apple and signalling the start of Chinese dominance in the premium segment as well, analysts said.OnePlus gained significant share in the April-June quarter on the back of a new model launch, expansion in offline retail and Apple losing ground due to restructuring of its sales network and the usual price drop of iPhone not happening due to hike in import duties.According to Hong Kong-based tracker Counterpoint Research, OnePlus reached over 40% share in the premium segment in the April-June quarter compared to 9% in the same period last year. Samsung was pushed to the second spot with 35% share and Apple has, for the first time, reached the third slot in India with a record low of less than 14%.The Chinese brands are now trying to control the premium segment with Huawei, Oppo, Vivo and Xiaomi launching devices this year.In the overall market, Samsung and Xiaomi are fighting a close battle with the former regaining leadership by 1% margin after two quarters, as per Counterpoint.
