The letter that debunks Cong's Rafale claimsBillionaire Anil Ambani has written to Congress President Rahul Gandhi refuting allegations of his Reliance Group lacking experience to get the Rafale fighter jet deal and said the government had no role in French Group Dassault picking up his company as a local partner. In a two-page letter written on December 12, 2017, Ambani explained to Gandhi, who has been attacking the government over the Rafale deal, why his Reliance Group bagged the multi-billion dollar project. Invoking his family's "respectful relationship" with the Gandhi family over generations, Ambani said he was "personally saddened" by the "unfortunate statements" against him and his group by several functionaries of the Congress party. "Not only do we have the necessary experience but we are also the leaders in several important areas of defense manufacture," he said in the letter written on the last day of campaigning for the Gujarat assembly polls that was marked by political mud-slinging over the Rafale fighter jet deal. He said Reliance Defence has the largest shipyard in the private sector at Pipavav in Gujarat and is currently building five Naval Offshore Patrol Vessels (NOPVs) for the Indian Navy and 14 Fast Patrol Vessels for the Indian Coast Guard. "The decision of the Government of India to purchase 36 Rafale fighter jets from France was made through an inter-governmental agreement signed between the two countries. "Also, all these 36 aircraft are being manufactured in France and will be delivered on a 'fly away' basis from Dassault manufacturing facilities in France to the Indian Air Force and no Indian company has any role to play," he said. Dassault choose Reliance Group as its joint venture partner to meet the 'offset' or export obligation component of the deal and this was "an independent agreement between two corporate private sector entities, and Governments had no role to play in this matter," he wrote. Gandhi has been attacking the government on the deal which he claims was inked at a much higher price than the one the previous UPA regime had negotiated. Last week during the debate on the no-confidence motion in the Lok Sabha, he accused the government of changing the deal to benefit "one businessman". Ambani, in the letter, said his group's joint venture with Dassault was to make components and systems primarily for the aerospace and defence sectors. "This joint venture with Dassault Aviation will lead to creation of thousands of jobs in India, imparting of valuable training and skill-sets to Indian engineers in aerospace/ defence manufacturing sector, and will also provide large scale business opportunities to hundreds of MSMEs, SMEs and start-ups in the country, and will further enhance our experience and skills," he wrote. Also, Dassault would significantly contribute to high technology transfer and enhance overall defence manufacturing experience. Ambani said his father Dhirubhai built the world's largest integrated petrochemicals and refinery complex in India without even having a formal education, much less any experience or legacy. "In his words, 'you have to be given an opportunity to perform. It's not experience but the mindset, dedication, and the purpose, of a strong India that should engage us all'," he wrote, adding that the facts he has brought out would be "helpful" to Gandhi. Similar letters also went to other senior Congress leaders, including the party's communication department in-charge Randeep Surjewala. In his letter, Ambani asserted that not only did his firm have the experience but "we are also the leaders in several important areas of defence manufacture". He said statements by Congress leaders have saddened him. "I fully appreciate that in the midst of the heat and dust of political campaigning, as in the recent context of elections in Gujarat, a lot has often been said. "Nonetheless, considering that my entire family and I, starting with my respected father, have had the privilege of enjoying a very respectful relationship with the Gandhi family over generations as well as the Congress party for the past more than four decades, these statements have saddened and hurt our sentiments," he said in the letter.

Pak polls: Imran Khan leads, Nawaz trailing at 46Cricketer-turned-politician Imran Khan's Pakistan Tehreek-e-Insaf () was leading on 64 parliamentary seats today while its main rival Pakistan Muslim League-Nawaz (PML-N) was ahead on 46 seats in the initial round of the counting in an election marred by a deadly suicide attack and allegations of manipulations by the powerful military. The Pakistan Peoples Party (PPP) of former president Asif Ali Zardari was leading on 28 seats, indicating that he could play a 'kingmaker' in case of a hung parliament, according to media reports. Independents were leading on 20 seats. The Muttahida Majlis-e-Amal (MMA) - an alliance of traditional religious parties such as Jamaat-e-Islami led by Qazi Hussain Ahmed, Jamiat Ulema-e-Islam-Fazl headed by Maulana Fazlur Rehman, Jamiat Ulema-e-Pakistan led by Maulana Shah Ahmad Noorani and Tehreek-e-Jafaria led by Allama Sajid Naqvi - was leading on 11 seats. A party can only form the government if it manages to clinch 172 seats in total. Pakistan's National Assembly comprises a total of 342 members, of which 272 are directly elected whereas the rest - 60 seats reserved for women and 10 for religious minorities - are selected later through proportional representation among parties with more than five per cent of the vote. Earlier, the voting ended at its scheduled time despite calls by several major parties, including PML-N, PPP and , to extend the polling time by an hour. They had complained of "a slow voting process" and thus sought more time to facilitate voters - a request that was rejected by the Election Commission. Hours after polling began for the general elections, an Islamic State suicide bomber blew himself up outside a polling station in Bhosa Mandi area of Balochistan's provincial capital, Quetta, killing 31 people, including policemen. In separate incidents, four persons were killed in poll-related violence. Clashes erupted between rival parties outside several polling stations, reports said. Nearly 10.6 crore people are registered to vote for members of the lower house of parliament and four provincial assemblies. The election marks the second democratic transition of power in the nation's 70-year history. While polling stations officially opened for voting at 8 AM, enthusiastic citizens queued up outside their respective stations as early as 7 AM. Pakistan Army chief General Qamar Javed Bajwa cast his vote in Rawalpindi. Shahbaz Sharif, the PML-N president who is hoping to become the next prime minister, was among the first to cast his vote in Lahore. Former prime minister Shahid Khaqan Abbasi, former Sindh chief minister Murad Ali Shah, MQM-P's Farooq Sattar, Pak Sarzameen Party (PSP) chairman Mustafa Kamal, chief Khan, PPP co-chairman Bilawal Bhutto and JUI-F chief Maulana Fazlur Rehman also cast their vote in their respective constituencies. The two Bhutto sisters - Asifa Bhutto Zardari and Bakhtawar Bhutto Zardari - also cast their votes. Bakhtawar posted a picture after casting a vote with her sister. According to the Election Commission, 3,459 candidates are in the race for 272 general seats of the National Assembly, while 8,396 candidates are running for 577 general seats of the four provincial assemblies - Punjab, Sindh, Balochistan and Khyber-Pakhtunkhwa. More than 30 political parties have fielded their candidates for the elections. For a smooth polling process, the ECP had deployed around 1.6 million staff at polling stations across the country. About 4,49,465 policemen and over 3,70,000 military personnel were deployed for security. A public holiday was declared across the country today in order to facilitate the voting process. The run up to the elections has seen a massive crackdown on the media and allegations that the military has secretly backed the campaign of Khan while targeting his political opponents. The military has ruled Pakistan through various coups for nearly half of the country's history since independence in 1947. Even during the civilian rule, the generals have wielded enormous power, setting the agenda for the country's foreign and security policies. The ECP was also criticised for deploying the Army both inside and outside of polling stations. Former prime minister Sharif, the supremo of the PML-N who was jailed this month after being convicted in a corruption case, also accused the military of pressuring the judiciary to convict him. Both institutions deny the charge. Controversy has also arisen over allowing militant groups to participate in the elections. Some of the infamous Pakistani extremist leaders, accused of spreading religious hatred and instigating sectarian violence, are among hundreds of candidates contesting the elections. The leading among them are Mumbai-terror attack mastermind Hafiz Saeed-led banned Jamat-ud Dawa's candidates who are fighting with an aim to make Pakistan a "citadel of Islam." His party is leading on one seat. In the run up to the elections, the country also witnessed a series of deadly attacks targeting candidates and campaign rallies, including one that killed 151 people in Balochistan.

Tax havens account for highest increase in FDI inflowsForeign direct investment (FDI) inflows from tax havens such as Cayman Islands, the Bahamas and Liechtenstein have jumped leaps and bounds in the last one year, official data showed.While FDI from Cayman Islands sharply rose 1,640% on year in 2017-18, in absolute terms the FDI inflow was $1.2 billion from $71 million in 2016-17, as per a Lok Sabha question answered by the commerce and industry ministry on Monday.Bahamas showed a 475% rise in foreign inflows but the increase was from $0.24 million to $1.38 million in FY18. For Liechtenstein, the 392% increase was from $2.04 million in FY17 to $10.04 million last fiscal.Overall, there was a 3.17% rise in FDI inflows into India at $44.8 billion in FY18 from $43.4 billion in FY17.The FDI increase from Mauritius was 1.3% to $15.9 billion from $15.7 billion in FY17.“Though Luxembourg, Switzerland and Ireland are not strictly tax havens, their favourable tax environment has given them this reputation,” said an expert on investment issues.Luxembourg showed a 54.69% rise in FDI but that from Switzerland was flat at $514 million.
