1004. By Dean NelsonA few weeks ago I was invited to become a juror on ‘The Great Indian Jugaad Challenge,’ a celebration of ‘lateral thinking’ and ‘frugal innovation’, but I am in a pachranga pickle over whether to accept.  After several years of researching its impact on the Indian landscape for my book, Jugaad Yatra — Exploring the Indian Art of Problem Solving, I fear it has got under India’s skin and become a badge of identity that keeps it from becoming the world leader it could be.I saw many examples of inspiring jugaad solutions on my journey — from homemade air conditions and water coolers bring summer comfort to poor villagers to the story of a cycle rickshawala who invented a fruit-processor which lifted him and his fellow villagers out of poverty. They were stories of hope from people who found rough, creative solutions to ease their lives using the materials they had in hand. Some of these inventions have transformed lives — the Jaipur Foot which allows amputees to walk and work once again, a wind-powered pump which allows poor farmers to irrigate that their fields, cheap sanitary towels which allow women and teenage girls to resume their normal lives. And some of them have become a viral source of social media hilarity — the crazy things Indians do to ‘get shit done no matter what’ — often under the hashtag #JugaadNation. Another one of these did the rounds last week: A mobile ‘desi water park’ in which a group of apparently Punjabi men, stripped to their underwear, frolicked in a farm trailer lined with plastic sheeting and filled with water. It became a wave machine as the tractor drove across a bumpy field. These clips and images showcase an Indian genius for rough, improvised solutions in the face of great hardship and scarcity and draw on something many Indians recognize as part of their own experience or family history.Kamal Nath, the veteran Congress leader, described it well in his book India’s Century: The Age of Entrepreneurship when he described jugaad as a “survival skill for most Indians” which had emerged during Nehru’s ‘shortage economy’ in the early years of Independence.“Every obstacle became an opportunity, a showcase for ingenuity... I sometimes wonder whether jugaad, a form of scientific innovation, represents a suppressed Indian inventive gene,” he wrote. Some writers have gone further and packaged this pride as a management philosophy which can not only lift India out of poverty but lead lumbering Western corporates away from rigid thinking and to a new future of ‘breakthrough growth.’They overlook the darker side of jugaad-thinking I saw on my yatra and the havoc it has wreaked across India’s social and economic landscape. The same lateral thinking and circumvention which bypasses obstacles to help poor villagers, is also deployed by corrupt industrialists, officials, doctors, police officers, judges and politicians to subvert rules and flout laws made to protect people and improve civic life.Rivers are polluted with industrial waste or illegally mined for sand under the government’s nose. Medical qualifications are awarded for payment, fake colleges are licensed by corrupt officials. Landlords encroach urban space while chai-pani police and enriched patwaris waris bank the rewards of their ‘creative thinking.’For businesses looking at India as a potential investment destination, this genius for circumvention is a real concern and one I’m often asked about as a business intelligence consultant advising foreign firms on the risks of operating in India. The threat was highlighted in the downfall of Ranbaxy, once one of the world’s leading producers of generic medicines. In 2013, Ranbaxy was fined $500 million after pleading guilty to US felony charges that it had adulterated drugs and misled officials over inaccurate test results. Questions were raised over the expiry dates of some of its medicines. There is no scope for jugaad circumvention in the manufacture of medicines — making them to the highest standards of manufacturing excellence lence is a matter of life and death: some of the world’s leading heart doctors have raised concerns over the reliability of Indian generic heart failure drugs. But even here some believe India can cut corners and that rough approximations can help the poor. Professor Anil Gupta, one of India’s greatest champions of frugal innovation, told me the Western medicine makes a fetish of excellence and that many Indians would have a useful solution with a drug which was only 70% effective if it was available at the right price. "Nature will take care of the rest he said. Who would want to be in that doomed 30%? Today, India needs to create eight million new jobs per year for its soaring working population and for that it needs foreign investment — companies who believe they can successfully Make in India to the highest global standards. Narendra Modi, India’s Prime Minister, clearly sees this. When India’s space scientists put their Mangalyaan satellite into the orbit of Mars — its greatest scientific triumph — he seized on their success as a lesson for all Indians: “Our space programme has been an example of achievement, which inspires the rest of us to aspire to excellence ourselves,” he said.A few days after my invite to celebrate jugaad thinking, Indian industrialist Anand Mahindra posted a video clip of a jugaad street sweeping device. Indians should never settle for jugaad, they should aim for brilliant, but there should be a museum for these fascinating devices, he said. He’s right. India’s millennials are looking for a Mangalyaan future in which India leads the world and the jugaad products of a frugal past are where they belong — in museum cases.(The writer is author of Jugaad Yatra)

1006. Gujarat State Petroleum Corp (GSPC) will commission a 5 million tonnes a year liquid gas (LNG) import terminal at Mundra in Gujarat in next two to three months, its Managing Director Jagdip Narayan Singh said. Mundra will be the third import terminal in Gujarat to import super-cooled natural gas (liquefied natural gas or LNG) in cryogenic ships and then re-converting the liquid fuel into its gaseous state before transporting it by pipelines to customers. GSPL LNG Ltd, a GSPC group firm which is implementing the project in partnership with Adani Group, will look at inducting a strategic partner like Indian Oil Corp (IOC) once the terminal is fully operational, he told here. "We will commission Mundra terminal by August-end or mid-September. It will operate at 1.5 million tonnes a year capacity for first one and a half years before scaling up to full capacity," Singh, who is also the Chief Secretary of the state, said. The Mundra terminal, whose capacity will be expandable to 10 million tonnes per annum in future, is designed to have a berth for receiving LNG tankers of sizes 75,000 cubic metres to 2,60,000 cubic metres, two LNG storage tanks of capacity 1,60,000 cubic metres each, facilities for regasification and gas evacuation. Gujarat already has a 15 million tonnes a year import facility operated by Petronet LNG Ltd at Dahej and another 5 million tonnes terminal at Hazira that is run by Shell. Besides, Dahej and Hazira, India currently has two more LNG terminals - Dabhol in Maharashtra and Kochi in Kerala, both with 5 million tonnes a year capacity. More import terminals are planned on the east coast as well as on the west to meet the fast growing energy needs of the country. Singh said the Gujarat state government owned company has decided to commission the import terminal first and then look at a strategic partner. "We have been in talks with IOC but as partnership was delayed we have now decided to first commission the terminal and then see who can we get as a partner," he said. IOC had in August last year stated that it will acquire up to a 50 per cent stake in the Adani Group-backed Mundra LNG import terminal in Gujarat for an estimated Rs 750 crore. The board of India's largest oil firm gave "in-principle approval for acquiring up to 50 per cent equity in GSPL LNG Ltd, which is setting up a 5 million tons per annum LNG terminal at Mundra Port in Gujarat, the company had said in a statement. GSPL LNG is a joint venture of Gujarat State Petroleum Corp and Adani Enterprises. GSPL LNG will hold the remaining 50 per cent stake in the LNG terminal. Adani and GSPC are equal partners in GSPL LNG. While the company had not given the acquisition cost, an official said roughly 30% of the Rs 5,040 crore project cost is equity and IOC would pay half of it. "Once the project is complete, we can command a premium," Singh said. He said Mundra will be connected to Gujarat State Petronet Ltd's (GSPL) existing pipelines network at Anjaar, Gujarat. When GSPL LNG put up on offer stake in the Mundra LNG project four years back, eight firms including GAIL had expressed interest in buying the stake but only three were shortlisted. Besides IOC, India Gas Solutions, the equal joint venture between the Mukesh Ambani-led Reliance Industries and Europe's second-largest oil firm BP, and state-owned Oil and Natural Gas Corporation (ONGC) were shortlisted. Singh indicated that the company may run a new process to select a strategic partner. "Once the terminal is complete we can start looking at who can come in... lets see its too early to say," he said.

In front are open fields with grazing cattle, to the left are under-construction residential societies and to the right is its existing facilty - this where Samsung has set up what is the world's largest mobile factory. Not China or South Korea -- and certainly not the US -- the tag of housing the world's largest mobile factory has straight away put Noida on top of the world manufacturing map when it comes to consumer electronics. The new 35-acre Samsung Electronics facility at Sector 81 in Noida, Uttar Pradesh, will see Prime Minister Narendra Modi and South Korean President Moon Jae-in landing together at a quickly-prepared helipad adjacent to the factory to officially inaugurate it on Monday. One of the first electronics manufacturing facilities set up in the country in the early 1990s, the plant started by manufacturing TVs in 1997. The current mobile phone manufacturing unit was added in 2005.In June last year, the South Korean giant announced a Rs 4,915 crore investment to expand the Noida plant and, after a year, the new facility is ready to double production. The company is currently making 67 million smartphones in India and with the new plant being functional, it is expected to manufacture nearly 120 million mobile phones. Not just mobiles, the expansion of the current facility will double Samsung's production capacity of consumer electronics like refrigerators and flat panel televisions, further consolidating the company's leadership in these segments.According to Tarun Pathak, Associate Director at Counterpoint Research, the new facility gives Samsung an advantage by reducing the time to market."This will help Samsung bring some local features to the devices powered by R&D here. Apart from this, the company can also bring in export opportunity for Samsung to SAARC and other regions," Pathak told IANS.Samsung has two manufacturing plants -- in Noida and in Sriperumbudur, Tamil Nadu -- five R&D centres, and one design centre in Noida, employing over 70,000 people and expanding its network to over 1.5 lakh retail outlets.Established in 1995, Samsung India laid the foundation stone of Noida plant next year. In 1997, production commenced and the first television was rolled out. In 2003, refrigerator production began.By 2005, Samsung had become market leader in panel TVs and in 2007, the existing Noida facility started manufacturing mobile phones. In 2012, Samsung became the leader in mobile phones in the country and the Noida facility rolled out the first-ever "Galaxy S3" device. Today, Samsung is the market leader across mobile segments. The company currently has over 10 per cent of its overall production in India and aims to take it to 50 per cent over the next three years."For Samsung, India is among the top five smartphone markets globally. The US is saturated and Korea and Brazil are not growing significantly. India is a big opportunity across price segments, including 2G feature phones. It makes sense for Samsung to build a bigger manufacturing base here," Jaipal Singh, Senior Market Analyst, IDC, told IANS."They are now looking at building a complete ecosystem. After smartphones, they can go into building top-of-the-line products in other categories like TVs, refrigerators as advance manufacturing in India still lags behind. With the new facility, Samsung is going to have an edge over its rivals," Singh noted.According to HC Hong, President and CEO, Samsung India, a bigger manufacturing plant will help them cater to the growing demand for Samsung products across the country.Samsung India, that registered 27 per cent growth in mobile business revenue for the financial year 2016-17 -- accounting for a whopping Rs 34,300 crore of its reported Rs 50,000 crore sales - won't be able to hide the smile when the new facility kicks off production from July 9.
1009. With tax reforms leading to IT driven systems, majority of CFOs and tax professionals feel that over the next three years the core competencies will move from tax and technical skills to managing new technological challenges, an EY Survey said."As per the Indian survey, over 90 per cent of the respondents believe that core competencies of the professionals will move from tax and technical skills to process and technological skills over the next three years. Similarly, most of the companies (98 per cent) in our global survey believe the same," EY said. The 'EY Tax Survey 2018 - Reimagining the tax Function' had invited views from the leading CFOs (Chief Financial Officer) , tax leaders and senior executives across 15 sectors and industries in India, including public and private organisations as well as global corporations. Vast majority of these have turnovers of more than Rs 1,000 crore. The survey said while 15 years ago the tax functions may have been focused almost exclusively on tax technical and planning skills, organisations today are in search of tax people who are able to manage new technology challenges. With rapidly changing and transparent global tax landscape and advent of technology, it is imperative for the organisations to hire the right mix of talent who can equally manage process and leverage technology to improve consistency, quality and efficiency, it added."This topic becomes even more relevant from an India perspective owing to the large scale tax reforms powered by technology (more specifically GST) that have been and continue to be undertaken by the Indian Government," the survey said. The findings highlight how the tax function is evolving to keep pace with digital advances and helping companies in their transparency and compliance journey.78 per cent of the respondents believe they are not adequately prepared for the new avatar of tax function and consider that there is an urgent need for tax functions to better leverage people, process and technology to effectively deal with the external environment and add value to the business, it said.Globally, a vast majority of organisations are finding that attracting and retaining appropriate talent is a challenge in today's tax function.A digital skillset (e.g. proficiency in basic technology tools such as business intelligence tools, automation, data governance and analytics) in a tax professional is a rare find, it said.Around the globe, 89 per cent of the tax and finance function is grappling with the evolving talent needs and shortages of the right skills. In India, the percentage notably stands lower at 67 per cent, the survey said. The reason for higher confidence in India can be attributed to higher agility, larger talent pool and a generation that has leapfrogged, it added.EY India Partner and National Leader (Business Tax Services) Garima Pande said with the increasing demand for transparency across board, the tax function needs to not only be agile, but also invest in technologies and tools to keep pace with the fast pace business environment."Essentially, there seems to be a valid business case for the tax function to revisit the operating model particularly from the people, process and technology aspects, and organisations with inertia or lack of will to move on it fast are likely to be left behind in today's highly competitive environment," Pande added.
