India's wait for 5G just got a bit longer NEW DELHI: The government is unlikely to hold the spectrum auction this fiscal year as the financially stressed sector will take some more time to stabilise fully and an early sale could affect demand for airwaves, including the prized 5G.âWe need to give some time to the telcos after announcing the auction prices. Right now, who has the money to pay? Let the industry stabiliseâ¦we will most likely have the auctions next fiscal,â said an official who did not wish to be identified.The deferment will be relief to the sector which sought that the auctions to be held late 2019 on account of the financial stress exacerbated by debt of nearly Rs 8 lakh crore. A little over a week back, the Telecom Regulatory Authority of India (Trai) recommended the starting prices for spectrum in the 4G bands of 700 MHz, 800 MHz, 900 MHz, 1,800 MHz, 2100 MHz, 2300 MHz and 2500 MHz, besides 5G airwaves in the 3300-3600 MHz bands.Trai suggested that at least 8600 MHz of airwaves be offered to Bharti Airtel, Reliance Jio Infocomm and the Vodafone India-Idea Cellular, estimated to fetch over Rs 5 lakh crore, if all bandwidth is sold at base price. The regulator, though, left the timing of the sale to the Department of Telecommunications (DoT) in a nod to the financial stress in the sector but also said the auction should not be delayed.The DoT will now take a final decision on the pricing and timing before sending it to the Union cabinet for approval.Industry watchers say the department would want to avoid a situation where airwaves, especially the 5G ones as well as the ones in the premium 700 Mhz band â" whose starting price was cut 43% from the last sale â" go unsold once again. That would mean a major embarrassment for the government which has been very vocal about its intent to introduce 5G in tandem with the rest of the world.The DoT had managed to sell just 41% of all the airwaves on offer in the October 2016 auction, fetching nearly Rs 66,000 crore out of the over Rs 5 lakh crore worth of airwaves on sale.The communication ministry would need to factor in the views of the finance ministry which needs funds to meet its fiscal deficit target of 3.3% for FY18-19 and for social sector spending in the run-up to the general elections in 2019.The government has budgeted in FY19 revenue from the sector at Rs 48,661.42 crore, a 58% rise from the year ago, but far lower than the Rs 78,715 crore it received in FY16-17 with the October 2016 bandwidth sales.âWe think that the auction should take place in the second half of 2019, and even then, these rates are going to be expensive,â said Rajan Mathews, director general of industry body Cellular Operators Association of India.Trai has pegged the base price of 5G airwaves at Rs 492 crore per unit, or Rs 9,840 crore for pan-India airwaves and suggested the band âshould be put to auction in the block size of 20 MHz.â For 700 MHz, the authority proposed cutting the base price to Rs 6,568 crore a unit, or Rs 32,840 crore for a block of 5 MHz.âBesides the cost of acquiring spectrum, the rollout of networks is also burdensome for the debt weary industry. 5G is still settling down as specifications and the ecosystem could take until 2020 to settle down, when it might be more appropriate,â said industry veteran Sandip Das, now a senior adviser at consultancy firm Analysys Mason. Jet Q1 results: What could have led to the delay? Though Jet Airways has tried to downplay the impact of the postponement of quarter results over the last two days, senior finance veterans and corporate governance experts believe that is clearly a governance issue here. And lack of clarity on the possible reasons leaves ample room for speculation.âThis is a governance issue. Comprehensive and timely disclosure of information is an important tenet of corporate governance,â says senior finance professional, Milind Sarwate who has been former CFO at Marico. âThe opacity of this development brings about some doubts as to how Jet Airways is governed. It is better if Jet Airways brings clarity to this matter at the earliest,â he adds.Other voices are in broad agreement that there is something serious at stake. âYou are not being able to communicate the bad news to investors that, tells that there is something amiss,â says Shriram Subramanian, Managing Director, InGovern.Sarwate and Subramanian are in agreement that it could not have been mere bad results that required the postponement of results. Good accounting disclosures and constant communication with stakeholders is adequate to share bad news with the market and other broader stakeholders.Subramanian believes âit raises a red flag. Investors are aware that the aviation sector is in a rough phase and it was expected that the numbers will not be good. We have seen Indigo has already declared its results showing 73% drop in profits. It is surely not an industry specific matter.âAsish K Bhattacharyya, Professor, Institute of Management Technology, Ghaziabad says that the âaudit committee in general may not recommend the results where say the accounting policy adopted by management is not acceptable to the committee or if the auditor points out some kind of lack in internal control systems or some information is not available.âJet Airways CFO & deputy CEO, Amit Agarwal merely says âthere are certain documentation issues which we are closing. That's it.â He did not comment on the specifics in a chat with ETCFO.Though postponement is not unheard of in India Inc, it is usually a signal of deeper distress especially in large companies such as Jet. This was seen in the recent case of Fortis Healthcare or in 2014 when United Spiritsâ audit committee sought additional clarifications of the management.Jetâs issues could be across a range. Sarwate can think of a few possibilities even as he believes âlack of information leads to intrigue. It would have been better for Jet Airways to elaborate on the reasons for the deferment of the meeting.âSome of the possible reasons could be:Contentious issue that came up in the discussion with statutory auditors, leading to a deadlock. The meeting could have been postponed to get time to sort it outSome internal audit finding that is material in the context of the financial results, such as a large irregularity, or there could be some issue relating to governance that is complex and needs time to resolveOr some issue between the Jet promoters and Etihad that has created a deadlock on accountsIn sum, postponement of results does not augur well. As Pranav Haldea, Managing Director at Prime Database points out that there is no reason for Jet not to declare its results on time. âAs an investor, you feel more comfortable if there is certainty. Markets just donât like uncertainty, the stock price will get hammered.â It did on Friday too as the share prices closed near 9% down.âGoing forward, the company should not only declare the financials but should explain the investors why it did seek an deferment in terms of declaring the results,â says Haldea.An early attempt at bringing clarity to the situation will certainly help as Sarwate points out that such episodes leave a lasting adverse impact on shareholder value. âAfter all, the Audit Committee and the Board meetings can not be postponed for long.
