No silver lining in India's cloud plan for IT cosA panel working on the Indian government's cloud computing policy wants data generated in India to be stored within the country, according to its draft report seen by Reuters, a proposal that could deal a blow to global technology giants such as Amazon and Microsoft who offer such services.It could not only raise their costs because they will need to ramp up the number and size of data storage centres in India, where power costs remain high, but at least some of those increases are likely to be passed onto customers who include everyone from small start-ups to large Indian corporations.The policy will be the latest in a series of proposals that seek to spur data localisation in India, as the government finalizes an overarching data protection law. Local data storage requirements for digital payments and e-commerce sectors are also being planned.The authorities want the information stored locally so that they can more easily get access to it when conducting investigations.India's push for localisation comes at a time of heightened global scrutiny of how companies store user data. In July, India said its federal police had begun probing Cambridge Analytica's misuse of Facebook user data, which New Delhi suspects included information on Indian users.The draft report of the cloud policy panel, which is headed by the co-founder of Indian tech giant Infosys, Kris Gopalakrishnan, said a "forward looking" data protection regime was needed as India's IT laws framework was "not sufficient" for cloud computing."We recommend localization of cloud data and any data that is stored about Indian entities or data generated in India," it said, adding this data "must be available for investigative agencies and national security agencies."Gopalakrishnan declined to comment on the draft report, but said he hopes to submit it to the information technology ministry before month-end, or at least by September 15. Enterprise spending on data centre infrastructure software will rise 10 percent to $3.6 billion in 2018, research firm Gartner estimates.The government panel's draft listed Amazon, IBM and Microsoft among key companies already registered under a government initiative on cloud computing. It also listed Alphabet Inc's Google, Oracle and Salesforce.com Inc as those with "significant presence".Amazon, for example, says "tens of thousands of customers" in India use its AWS cloud service platform."Due to increasing requirements of data hosting, India would need rapid establishment of data centres," the report said.The report, however, highlighted infrastructure and connectivity challenges faced by cloud service providers in India - such as high power costs and the need to get various permits - which raise the cost of running data centres.More than 80 percent of India's data centre supply was concentrated in five cities, the panel said. It recommended conducting a study to identify 20 locations conducive for such infrastructure, while also looking at incentives and relaxed tax structure for the industry's growth.The panel also plans to recommend development of a "national cloud strategy" that could bring cloud service providers under a single regulatory and policy framework.The Indian government's data localisation push has already unnerved U.S. companies who fear it will drive up costs and unsettle businesses. Wipro to settle US lawsuit for $75 millionWipro said it has effected a settlement of the lawsuit filed by National Grid US for $75 million (Rs. 499 crore), which would impact its July-September results.The company, India's third largest software services exporter, said this settlement is for the release of all claims under the lawsuit with National Grid US. In this regard, a Stipulation of Discontinuance of the lawsuit has been filed in the U.S. District Court for the Eastern District of New York, said Wipro in a filing to the exchange.“The settlement has been effected for an amount of US$ 75 million and is without admission of liability or wrongdoing of any kind by the parties,” said the company in its statement.Wipro, which grew 0.3% in constant currency to $2.02 billion in the first quarter of this fiscal, had forecast a marginal rise in numbers for the second quarter.The lawsuit was filed in December last year by the American unit of British energy utility major National Grid Plc and it claimed damages amounting to $ 140 million and additional costs related to an enterprise resource planning for back office system implementation project. “National Grid has been a valued customer of Wipro for over a decade and both organizations have had a mutually beneficial relationship over the years. We believe that this settlement will be commercially beneficial for us and will help us remain focused on growth,” said Wipro.

GST slabs may reduce to 3 in long-term: Sanjeev SanyalIn the long-term, Goods and Services Tax (GST) slabs may come down to three, in addition to the exempted category, Sanjeev Sanyal, Principal Economic Adviser to the Finance Ministry, today said. The three slabs could be a low of 5 per cent, a central 15 per cent (merging 12 per cent and 18 per cent slabs that exist now) and a top rate of 25 per cent, he said here at an interactive session organised by the Bharat Chamber of Commerce. "In the long-term, the GST rates might be squeezed to three as more and more simplification will be done," Sanyal said. Presently, there are four GST slabs of 5, 12, 18 and 28 per cent, plus the exempted category which attracts 0 per cent GST. He said a bulk of the goods might get taxed in the 15 per cent slab. Earlier this week, Bihar Deputy Chief Minister Sushil Modi, who also heads high-level minister panel on GST, had said that the slabs may come down in the future. Sanyal, who was a renowned economist before joining the government, said that after indirect taxes (GST), the government is planning to undertake legal and administrative reforms. "The inability of the legal system to enforce contracts needs to be addressed and this require reforms. The administrative reforms is also on the government's radar," Sanyal added. He said there has been a slowdown in the Indian economy but now beginning to recover.

Health ministry likely to ban over 300 combo drugsNEW DELHI: The health ministry may soon ban over 300 fixed-dose combination (FDC) medicines, accepting recommendations of a sub-committee of India’s apex drug advisory body. The move, which is expected to impact top MNCs such as Abbott as well as domestic players such as Piramal, Macleods, Cipla and Lupin among others, could be challenged in the courts once again.If the initial draft ban notification that ET has viewed are implemented, the ban would cover popular cough syrups, pain killers and flu medicines like Phensedyl, Saridon and D’Cold Total. The draft lists out 343 FDCs that the ministry plans to ban manufacture, sale and distribution of and has been prepared based on recommendations of the Drug Technical Advisory Board (DTAB).The Supreme Court had last year asked the DTAB to recommend to the health ministry which FDCs should be regulated or restricted or banned outright along with reasons for doing so. This followed an extended legal battle between the government and drug companies over the FDC ban issue.The final notification is expected in the coming week, said officials in the know. “The health ministry will duly ban 343 FDCs,” confirmed one official.However another senior health ministry official cautioned that the draft will get amended before the final version is presented. “The matter is still under examination,” he said.FDCs are cocktail drugs that consist of two or more therapeutic ingredients packed in a fixed dose. The FDCs in this draft include combinations like paracetamol + phenylephrine + caffeine, chlorpheniramine maleate + codeine syrup and paracetamol + propyphenazone + caffeine. The FDCs that could be banned account for about two per cent of India’s over Rs 1 lakh crore drug market, according to market research firm AIOCD PharmaTrac.

The government feels that India is such a big market that these products should be made locally.“There are suggestions that consumer durables, like electronics and telecom, should be brought under the phased manufacturing plan (PMP) and import duties be raised on some finished products,” a senior government official told ET.Such a move would appear to reverse the policy of lowering trade barriers and may lead to higher prices of goods but is in line with the government’s Make in India initiative, which is aimed at promoting manufacturing, creating jobs and raising incomes.A panel chaired by the cabinet secretary is looking at ways to reduce India’s import dependence.

Personalisation of scale: Let's get over client bucketing firstBy Vinit Sahni Take note, there is a big push towards personalisation taking hold.This marks a watershed moment for the financial services industry, with big implications for providers and customers alike. Client engagement evolves, but it’s time to enter an important phase marked by personalisation at scale.Personalisation has been mooted for decades, but has proved elusive so far. First came segmentation, in which clients were bucketed according to salient features. Next came the rise of personas, which aimed to personify segments to get under the skin of clients and understand their psychology and behaviour. The final evolutionary phase is characterised by high quality, meaningful personalisation, serving the Right Product to the Right Client at the Right Time, tailored solutions not even offered to the ultra-high net worth clients.But this is where things break down.Most financial institutions are stuck in the second gear, building personas. This means bucketing people up and pushing (supposedly) relevant content, products and advice at them. Robo-advisors are starting to do this quite well and it’s an approach with benefits and several drawbacks as well. It doesn't help. But it’s the dominant way â€" till date, the only way â€" that advisors have been able to get anywhere close to personalised service in terms of scale. Personas fail clients because it’s actually very hard to bracket people into groups as everyone’s different. It’s hard to source appropriate information to push to them since taste is highly subjective -- even in supposedly monolithic demographics. The result: A lacklustre user experience and even more lacklustre return on investment.The problem is a foundational one. Before talking about innovative new technologies that can facilitate personalisation, we need to go back to the beginning. We need to talk about clients. Who are they? Where are they? What do they believe? How do they behave? Financial institutions seeking to scale up their operations tend to club individuals with groups. To make personalisation a reality and reap any attendant commercial benefits, advisors need to take a step back and start thinking about clients, not as statistical groupings with salient characteristics, but as individuals.Other industries have been doing this for years. E-commerce, for example, has become adept at personalising online experiences, tailoring content, products, even experiences and interfaces according to the characteristics of individual users. While this began with simple cookies and user profiles, it’s now being optimised with machine learning by giants like Amazon, Google and Tencent. The rewards are obvious, and big dollars are flowing into this effort.So is music. Spotify beat Apple and YouTube to become the dominant streaming product of our age because it leveraged machine learning to nail personalised recommendations. Outstanding curation makes the experience of using Spotify far more rewarding than that of its peers. Other players had far more financial muscle, but Spotify deployed its resources more effectively by focusing on what matters most to its customers.The success of machine learning in other domains is significant. It proves that personalisation is possible with right focus and investment from management. And, perhaps more crucially, it demonstrates that personalisation actually works and people want it. The success of mass-market consumer products driven by AI has normalised tailored experiences and pushed up expectations. Personalisation is something clients expect, and it won’t be long before they begin to reject those who cannot offer it.You would assume that financial institutions will get this. But they have been slow to adopt new technologies that lead to personalisation and the commercial opportunities that come with it. That’s understandable. We’re talking about a big leap, not a small step. Thankfully, this is now changing. The first move is acknowledging the problem -- or, as I prefer to term it as opportunity. The next is taking determined action to address that problem, or capitalise on the opportunity. As more and more financial institutions hop on to this road, it will set off fierce competition. Forward-thinking firms will capture market share from those who fail to adapt.The move to personalisation is a game-changer when it comes to client engagement. We’re talking about a paradigm shift in financial services, one that most firms will struggle to exploit because they lack the necessary expertise in machine learning to graduate from age-old client segmentation and effectively deliver personalisation at scale. Codifying sophisticated and nuanced understanding of client psychology and behaviour into algorithms is a big ask. It requires gathering, analysing and delivering huge quantities of data in real-time, by someone with deep domain knowledge.It’s no exaggeration to say meaningful personalisation doesn't currently exist in any financial institution, anywhere in the world. Demand for personalised financial services far outstrips supply. So, the first-mover advantage is huge. We have had a hectic activity in terms of earnings; you have had new stocks make it to the one lakh crores rupee market cap club and then you have had five central banks come out with policy action?Mayuresh Joshi: Absolutely. I think the central bank policy action was at the forefront in the week gone by. But a large element in terms of the action mandated by the central bank were on expected lines. Again the governor, specifically in the Indian context, drawing out the inflation trajectory. I think the markets are also of the view that even though it is a neutral policy and even there might be a pause in the next policy, a 25 bps hike can still be seen with the 4.8 inflation projected for the second half and 5.1 for the first quarter in the next fiscal. Having said that, I think the mixed results that have come through, the results in terms of positive numbers outweigh the weak numbers. That gives us reasonable amount of confidence that the second half should probably see reasonable expectations of earnings recovery carried well into FY20. How the private capex plays out, divestments, what happens on the fiscal deficit front, with elections coming up over the next few months, I think these can act as overhangs for the market. But the market is climbing wall of worries and the US economy looks in fine fettle. What happens with trade war fears on the global front will also probably be something on the market’s mind over the medium term. In my opinion, I think results are something that will keep our markets on a good footing and that will show a reasonable amount of growth. So our own premise in terms of having a stock specific approach is going after good names that valuations are not too expensive still continues. ET Now: There are concerns around the two-wheeler pack ever since Bajaj Auto talked about that pricing pressure. So one really wonders whether they have set the cat among the pigeons or not. You have seen that underperformance play out for TVS as well as Hero MotoCorp along with Bajaj Auto. There are fresh concerns around Eicher as well on whether Harley is going to bring about any damage to the segment that is currently dominated by Royal Enfield. A slew of downgrades coming in on Eicher, purely citing all the concerns around the rich valuations and the monthly sales data as well. First, I want to get in your take on what should one do with two-wheelers now?Mayuresh Joshi: I think, ever since Bajaj Auto’s numbers were announced and what the management displayed in terms of going after the market share, sacrificing margins, had a trickle down effect on most companies within the space. But, a large element in terms of demand is still holding up for the better part of the second half of this financial year and the year after that. The expectations of good monsoon and MSPs may have a significant positive say in terms of discretionary spending, specifically from the rural and the semi-urban side, and it should hold volumes up. On the other hand, in terms of the inflationary pressure that we have seen, I think all managements have probably alluded in terms of taking these hikes. So, I think all these hikes will probably mitigate the pressures that you have seen on the EBITDA margins and along with stable volumes, create the necessary leverage that one really needs to see on their balance sheets. So, I think from an entire rural perspective, with the assumption of government spending, MSPs and good monsoon, Hero MotoCorp still remains one of our preferred picks. Bajaj has been very-very resilient, specifically in terms of the export numbers, and what it has done in terms of Pulsar sales and in terms of cuts of two-and-a-half or three odd thousand rupees for the entry bikes, whether it is the CT 100 or the Platina in terms. But, Hero MotoCorp stays one of our top picks within the two wheeler space. For Eicher in particular, the news surrounding the stock in terms of Harley coming in, I think that is a long way away at least at this point of time. The volume will normalise as per the management and the expectations, in terms of realisations holding up and the bottlenecks that they have seen in terms of productions, I think that should normalise in terms of waiting periods coming down. So the hold rating on Eicher continues with clear disclaimer. ET Now: It is going to be hectic earnings week as well. Anything in particular where you think there could be some major outperformance or underperformance?Mayuresh Joshi: A large element of how the public sector undertakings have reported numbers will be very interesting to watch.State Bank’s numbers will be important, with the drill down of their watch list, and the expectations of a large element of their subsidiary mergers behind them. Asset quality pressure should also start coming off, reflecting in better credit cost management. So, I think SBI’s numbers will be very-very interesting. A few pharma companies, I think, what Cipla does with its domestic formulation growth and the expectations in terms of the respiratory inhaler, specifically for the British or the European markets, and any launch date lines would be interesting to know. And the OMC pack, I think, what you have seen in terms of crude price hikes and what happens in terms of inventory gains or losses are something to be watched out for, along with the management commentary in terms of their capex plans, where crude moves and their sensitivity to earnings and cash flow. So, OMCs, few pharma companies and State Bank of India will be on my radar.
