  755. The steno whom Indira couldn't say no toHe was the ultimate gatekeeper, with powers to screen visitors and phone calls and often make decisions on behalf of the PM.Like MO “Mac” Mathai, Yashpal Kapoor, MF Fotedar and Vincent George, Rajendra Kumar Dhawan was in the league of those who came from rather humble backgrounds â€" stenotypists and personal assistants who enjoyed disproportionate power and prominence. There was nothing that Dhawan, aka RKD, could not do. In the Indira Gandhi era, he was the ultimate gatekeeper, with powers to screen visitors and telephone calls and often make decisions on behalf of the prime minister. Extremely hard working, Dhawan held a record of sorts from 1963 of not taking a single day off. Veteran political journalist Janardhan Thakur quoted him as saying, “I am with the prime minister [Indira Gandhi] since eight in the morning every single day to the time she retires [to bed], all 365 days of the year. No casual leave, no earned leave, no holidays…”This was perhaps the reason why Dhawan chose to marry at the age of 74 in October 2011 to his long-time associate, Achla Mohan. By this time, Dhawan had virtually retired from active politics, although he was still a permanent invitee to the Congress Working Committee. For many in the Congress circles, Dhawan and Achla had been a couple since 1990, following the latter’s divorce. They were seen together at all wedding receptions and social dos.Dhawan’s influence on Indira can be gauged from one episode when he made the prime minister offer namaaz sometime during the latter half of 1980.Prior to the January 1980 general election, when Indira was out of power, Dhawan used to bring in a range of gurus, maulvis, babas and munis to provide some kind of solace to Indira. One such visitor was Maulana Jameel Ilyasi, a Mewati who ran a mosque at New Delhi’s Kasturba Gandhi Marg. Illaysi, a glib talker, predicted a landslide victory for Indira in the seventh Lok Sabha election, provided she allowed him access to her bedroom! The unusual demand was met with Dhawan’s approval and Illaysi tied a ganda (charm) on the ceiling, instructing Indira to summon him immediately after securing 350-plus parliamentary seats. (The Indira-led Congress won 353 seats).Post victory, Indira forgot about Illaysi and his charm, but a tragedy occurred on June 23, 1980; her son Sanjay died in a plane crash. Indira was devastated. Illaysi was back in Indira’s court, lamenting why he was not allowed to remove the powerful charm that he claimed had an adverse impact on Indira’s life. The “wrong” had to be rectified immediately, declared Illaysi.A somewhat shaken and weak-willed Indira conceded. Illaysi went on to instruct her to pray to God. The physical drill was almost like offering namaaz. When Indira feebly said she did not know how to offer namaaz, Illaysi told her to follow what he was doing and she obliged under the watchful eyes of Dhawan. With the exception of Ambika Soni and Jagmohan, Dhawan was one of the last important players of the Emergency era. When many opposition leaders were jailed during the 21-month Emergency, Dhawan was instrumental in getting some concessions to the old and ailing. This was, however, not owing to any humanitarian consideration but in exchange for signing a paper that had a line written on it, “Hamein bees sutri karyakarmon par vishwas hai” (I/We have faith in the 20-point programme). The 20-point programme was Indira’s pet scheme, ostensibly, to accelerate the country’s agricultural and industrial productivity. In political terms, accepting the programme was a euphemism for surrender before Indira. In and outside Parliament, Dhawan often threatened to make the list of such “compromised” persons public. He had promised to share the list with this writer, but destiny willed otherwise.(Author-journalist Rasheed Kidwai is a visiting fellow at Observer Research Foundation)

  757. Government to wheel in a new industrial policy soonNEW DELHI: The government will shortly unveil a new industrial policy that aims to speed up regulatory reforms and lower power tariffs to make businesses more competitive and create more jobs, senior officials said. The policy, being given final touches by the Department of Industrial Policy and Promotion (DIPP), will be presented to Cabinet for approval in the next two weeks, they said. The proposals include establishing an overarching body with representation by the Centre and the states similar to the Goods and Services Tax (GST) Council to enable swift decisions on key changes such as the revamp of labour laws, taxation provisions and land leasing.Crucially, India’s industrial sector has a 29% share in GDP at current prices, well below 44% for China. The reform is being pitched as potentially the biggest overhaul of industrial policy in about 30 years and will come just ahead of national elections next year.“The proposed policy will be focussed on three pillars â€" competitiveness, sustainability and inclusion,” said a senior official with knowledge of deliberations on the policy. “Cost of doing business needs to come down if the industry has to become competitive.”
  758. L&T's power arm bags orders worth Rs 1,080 cr from NTPCLarsen & Toubro's power business has bagged an order worth Rs 1,080 crore, the engineering major said Thursday. L&T has received two orders from NTPC for setting up flue gas desulphurisation (FGD) systems at its supercritical thermal power plants at Khargone in Madhya Pradesh and at Lara in Chhattisgarh."With stringent pollution control measures in place, coal-fired power plants will play a major role in the country’s energy mix for years to come, and L&T is fully geared to cater to this new market of air pollution control systems," said Shailendra Roy, chief executive officer and managing director of L&T Power, said. The government has made it mandatory for thermal power plants to install FGD systems to curb sulphur dioxide emissions.
  759. Pharma companies bag 40% of US genericsThe volume share of Indian pharma companies in the US generic market has grown to nearly 40% in August despite regulatory woes and pricing pressures. A steady increase in drug approvals and portfolio rationalisation by MNCs resulted in India’s volume share rising by 5% over the last few months, though value is still impacted due to price erosion. The US, the most lucrative generics market valued at around $60 billion, accounts for 40-60% of revenues of most domestic companies â€" including Sun Pharma, Cipla, Lupin and Aurobindo â€" with an overall share of around $10 billion. Over the last couple of years, channel consolidation and deep pricing pressure has hit generic companies, leading to biggies like Teva, Mylan and Sandoz recently rationalising their portfolio. This has given ground for Indian companies to increase their hold in the US market and it can continue to rise as the portfolio rationalisation is far from over since new (domestic) companies are still awaiting approvals in base products, according to an analyst from DSP Merrill Lynch India. Planned portfolio exits from large MNC firms have taken India’s volume share up 4 percentage points in the last six months. Around 100 generic drug discontinuations have already been registered with the American regulator USFDA till now, largely from these MNCs, with their share in the US market plummeting to all-time lows â€" dropping to the level of Indian generic makers. For example, Mylan’s latest rolling four-week marketshare at 6.1% is already neck and neck with Lupin and Aurobindo, while market leader Teva is at 12.6% share â€" down 140 basis points y-o-y (100bps = 1 percentage point). The volume-led upside in certain companies is not well reflected as yet, but will soon drive growth in the near and mid-term, and drive earnings 5-7% higher in FY19-20, the analyst adds. Not only have drug approvals of ‘plain-vanilla’ generics surged in the US, but an increasing number of domestic companies are manufacturing ‘complex first generic’ products. AT Kearney partner (healthcare and pharma) Abhishek Malhotra says, “The first stage of growth was based on leveraging India’s high-quality and low-cost manufacturing base, and primarily focused on generic drugs. Given the pressure on pricing, increased competition and higher regulatory scrutiny, many leading Indian companies have embarked on the second leg of the growth journey. This includes moving up the value chain and developing more complex and specialty drugs and acquiring US companies to have manufacturing and R&D assets in the US.” PwC India leader (pharmaceutical & life sciences) Sujay Shetty says complex generics and speciality products, which are difficult to manufacture, and niche drugs could add value for domestic companies in the near to mid-term as they are more resilient to pricing pressure.

  761. Facebook plans to change functioning of India BrassFacebook is planning a major change of face for its India operations, which oversees 250 million users. The US-headquartered social network major will rework how its top management in India will function, according to internal emails reviewed by ET.A new country head, the search for which is on, will be designated managing director and vice president (MD & VP), India and, to begin with, will report to David Fischer, Facebook’s global VP of business and marketing partnerships, who’s based in the company’s US headquarters. Fischer is leading the headhunt for a new chief in India.Earlier India heads were designated as MD, India and they reported to Facebook’s Asia-Pacific head in Singapore. Facebook has been without an India head since October 2017.The new VP & MD will be responsible for global marketing sales, partnerships, policy (except content policy), and communications. These moves may eventually lead Facebook’s India operations to get delinked from its Asia Pacific setup, some people familiar with the thinking inside the company said.Currently, Facebook India’s functional heads for communications, partnerships, marketing, sales reported to Asia Pacific office executives in Singapore. The company’s previous two India MDs â€" Umang Bedi and Kirthiga Reddy â€" were mostly responsible for sales, without much of a say in the other functions, people quoted earlier said. Facebook did not respond to a detailed ET questionnaire.A company internal mail written by Joel Kaplan, Facebook’s vice president of global public policy, says: “India is our fastest-growing market and we’ve concluded as a company that we need to change our organisational structure to set us up for the greatest success”.Kaplan also writes: “There is significant complexity in the market across multiple functions and operating as an integrated business externally in India has proved challenging.”Ankhi Das, Facebook’s director of public policy, India, South and Central Asia, and her team, will “report directly to this new VP”. Das, who joined Facebook in 2011 from Microsoft, is regarded by many as Facebook’s most power ful official in India currently, given the market’s growing importance from a policy point of view, as compared to product or even sales, where it contributes less than 1% to Facebook’s overall revenue. As of March 2017, Facebook India Online Services Pvt Ltd earned about Rs 341.8 crore in revenue for FY 2016-17, a 93% year-on-year increase from FY 2015-16, when it earned a revenue of Rs 177 crore.“Ankhi [Das] will have a dotted line to me [Kaplan], and her team will also remain connected to me and our global team â€" continuing to participate in all of the leadership and other policy meetings â€" to ensure our strategy in India is aligned with our overall policy objectives,” the email said.Facebook is currently battling perception and policymakers over multiple allegations of misuse of data and privacy.Last week, Ravi Shankar Prasad, India’s IT minister, told Parliament that the Central Bureau of Investigation has been asked to investigate this matter “with regard to possible misuse by Cambridge Analytica.”In May, ET and other news publications had reported that several candidates had been interviewed for the job for India head, including Hotstar CEO Ajit Mohan, Star India MD Sanjay Gupta, Tata Sky CEO Harit Nagpal, and former Karnataka IT Secretary, Srivatsa Krishna.
