  650. by Ellen MilliganDiscounts, bartering and smuggling are among the tactics Iran may lean on to keep almost 800,000 barrels a day of its oil exports flowing after U.S. sanctions resume in November.Iran’s Oil Minister Bijan Namdar Zanganeh alluded to this toolbox, which was used in the past, when he said Iran will find “other ways” to keep its crude in the market. The measures won’t be enough to blunt the full impact of sanctions on oil exports, which have already slumped to the lowest level since March 2016.In the last era of oil industry sanctions, the OPEC nation disabled tracking systems on its fleet of tankers, concealing destinations and volumes of oil exports. Millions of barrels of Iranian oil were unaccounted without the trackers.Almost 200,000 barrels a day of the country’s post-sanctions oil sales could be undisclosed, according to Robin Mills, chief executive officer of consultancy Qamar Energy in Dubai. “Exports at these levels will be important in cushioning the financial blow to Iran, but will not have a major impact on the world market.”China, Turkey and India will likely continue to buy Iranian oil after the resumption of sanctions on November 4, with China’s smaller refineries taking some of the murky, undisclosed shipments, according to Iman Nasseri, managing director of the middle east at FGE London. In total, Iran could export 800,000 barrels of oil a day well into 2019, including some 20,000 barrels sent by trucks to Iraq, Afghanistan and Pakistan, he said.History shows that Iran can keep exports going, albeit at a far lower rate, even as Japan, South Korea and most European countries shun its oil months before the resumption of sanctions in November. Many buyers won’t be able to resist steep discounts, and some may revamp a barter trade that was effective earlier this decade.“Barter trade and special funding mechanisms are among ways that could allow payments to Iran to continue within the framework of the sanctions,” said Ehsan Khoman, head of Middle East and North African research at Mitsubishi UFJ Financial Group Inc. He said India devised agreements between 2012 and 2016 to buy Iranian oil with rupees, and then Iran used the proceeds to import goods from India.
  651. By Uma ShashikantNot too many years ago, stock broking in India was predominantly a family business. While those who were good in maths handled the numbers, and those with attitude did the trading, the families also had a laggard who ended up working as the “Patavat boy.” This was an extremely responsible position, though the job itself was menial in its description. One had to carry bundles of share certificates to the stock exchange, sit down on the floor, verify the lists and hand over physical share certificates as settlement.This was how things worked before 1996 when NSDL was set up as the first depository for dematerialised shares. Those were very risky times. Someone who bought shares on the stock exchange paid good money as settlement, but could end up with bad delivery of shares. Bad delivery was a long listâ€"over 100 situations had been listed by then. Unscrupulous operators simply printed fake share certificates, or offered torn, patched up, or grievously altered pieces of paper in exchange of good money. There were too many instances of fraud and manipulation, especially if there was an IPO that was popular. Investors would pay for their shares and get an allotment, but the share certificates that were dispatched to them would be stolen by a cartel working in collusion with various agencies, and sold off in the market place. The buyer would lodge the certificate for transfer in his name, and at that time it would be found that the signatures were forged, and that the seller was a fraud. Meanwhile, the original buyer would be lodging complaints about not getting allotment of shares. It was a mess, to say the least.The idea of converting equity shares into book entries and doing away with physical certificates was not new. Phiroze Jeejeebhoy, after whom the BSE Tower in Mumbai is named, had proposed a bank account type of facility for equity shares long ago. However, it took the scam of 1992 and the opening up of the markets to foreign investors to bring about the much-needed reform to replace physical shares with electronic entries.In a country like ours, with its diversity and democracy, it is tough to introduce legislation that mandates how private citizens would hold their assets. If the problem was the risky and poor quality settlement on stock exchanges, and the unscrupulous practices of fraudsters accessing certificates, the law stipulated that such transactions will become electronic, once the depositories were established.The law did not preclude investors from holding shares in physical form if they so desired. It also allows investors to remat, or reconvert electronic entries into physical shares if that is the mode they would want to hold it in. However, they cannot transfer or sell such shares on the stock exchange, where the rules of settlement require an electronic transfer of securities.An initial list of highly traded stocks was mandated for demat settlement only, and slowly expanded to include most actively traded stocks. If one desires to sell or buy these shares on the stock exchange, one had to provide or accept securities in the demat form alone, as valid settlement. Companies joined the depository, enabled the creation of a unique identity number for their issued securities, and dematerialised into electronic entry all physical certificates that were surrendered to their registrars. New issues were made in demat mode.Soon enough, unscrupulous operators began applying for IPOs by opening multiple demat accounts in the names of retail investors, who were “renting” their accounts for the purpose of getting an allotment in the retail investor quota. This scam was unearthed and plugged. However, there continues to be instances of fraud and manipulation, especially of physical shares, where the record of share transfers and the trail of transactions are difficult to trace.While many investors chose to convert to demat, many decided to stay put with physical shares. These include legacy shares held by many families, where certificates have been inherited from forefathers; investors who have changed their names and addresses; investors who have moved abroad and become NRIs; joint holders and combinations created for IPO subscription now difficult to bring back together; and joint holders who are no more, with no nomination or paperwork to claim the shares.Sebi has now mandated that after 5 December 2018, no transaction for transfer of securities of a listed company, at a stock exchange or as an off-market transactions between buyers and sellers, can happen in physical certificate form. Exceptions have been made for transmission (transfer of shares after the death of the original shareholder) and transposition (change in the order of joint holders of securities).This renders all paper shares held after 5 December 2018 illiquid. It primarily prevents fraudulent acquisition and transfer of these securities. They can still be bequeathed, but the new owners will have to convert them to demat if they wish to sell or further transact in such shares. This is an opportunity to clean up the paper and unlock their value.Investors can consolidate the paperwork when they make a request for dematerialisation, in a two-step process. The first step is to open a demat account if they already do not have one. At this stage, all the KYC verification procedures will be completed, incorporating the new name, contact details, address, email, bank account for electronic transfer of dividends and such details of the investors. The second step is to complete the Dematerialisation Request Form (DRF) for each of the physical shares, along with all the required documents.If the company whose shares are being held has not joined the depository, and therefore does not have a unique number (ISIN), such shares cannot be dematerialised. Except these, all other physical shares can be converted into electronic entries, which make it easy to sell, pledge, transfer and otherwise easily transact with them.Many conversations go back to the past and delve in nostalgia, and proclaim the lost pleasures of the good old days. Such indulgence sometimes misses the marvels of progressâ€"especially mindful progress like dematerialisation that made stock transactions fair, efficient and qualitatively better. No shareholder will miss the days of patavat and physical delivery of shares. Do not let those paper shares of yore lie in the trunks and attics; utilise this mandate to demat them so you and your family can actually make use of the wealth locked in them.(The author is Chairperson, Centre for Investment Education and Learning.)
  652. There is no end to the rise in fuel prices. Petrol price hit a peak of Rs 79.15 in Delhi and Rs 86.56 per litre in Mumbai, the highest ever for any metro city, on Monday. While the government is hoping the rally in global rates declines soon, it is also looking at alternatives to lessen future pinches. This explains its current interest in rotten potatoes. You heard it right. India often overproduces potatoes which find no buyers. The common spectacle of protesting farmers throwing potatoes on roads after over-production can now become a rarity as the government plans to turn rotten potatoes, besides other plant waste and residue, into biofuel.The idea doesn't seem far-fetched if you consider what happened a week ago. On August 27, no-frills airline SpiceJet operated India's first test flight powered by fuel made from nuts of jatropha plant. In 2008, a Virgin Airlines plane had flown on oil made from coconut and Brazilian babassu nuts. Biofuel can be produced from various types of plant residue and waste. Now the government sees rotten potatoes as another potential source of biofuel. What is biofuel?Biofuel is produced from renewable resources and used in place of or in a blend with diesel, petrol and other fossil fuels for transport and other uses such as household cooking and power production. The biofuel falls in three categories. Basic biofuels are called 'first generation (1G)' and include bioethanol and biodiesel. These are made from sugars and vegetable oils found in food crops. Advanced biofuels include 'second generation (2G)' ethanol which is made from municipal solid waste and drop-in fuels, which can be straightaway used in place of petroleum and petrol products without the need for blending. 'Third generation (3G)' biofuels are made from non-food biomass such as bio-CNG. Why India needs biofuels?In India, diesel constitutes 72% of transportation fuel followed by petrol at 23%. The remaining fuels are CNG, LPG, etc. The domestic crude oil production is able to meet only about 18% of the demand. The rest of crude is imported. Being import-dependent, India's fuel economy is greatly sensitive to international trends. Though India can produce only a limited amount of crude, it has a large potential for producing biofuel. The Spicejet biofuel flight holds out great promise for India's energy needs. According to the government, mixing of one crore litre of bio-ethanol in petrol saves Rs 28 crore of foreign exchange on oil imports. The ethanol supply year 2017-18 is likely to see a supply of around 150 crore litres of ethanol which will result in savings of over Rs 4,000 crore of forex, the government says. India spent $87.7 billion (more than Rs 6 lakh crore) on importing 220.43 million tonne of crude oil in 2017-18. For 2018-19, the imports are pegged at almost 227 MT. Biofuel will not help India cut its dependence on oil import but also contribute to preserving the environment as it causes less emissions than fossil fuels. What India has done so far ?Though the Spicejet flight brought the biofuel potential to the fore, the government has been promoting biofuel for more than a decade. Ethanol-Blended petrol (EBP) programme was launched by the government in 2003. The programme focused on 5 per cent blending of molasses-based ethanol with petrol. In the same year, the Planning Commission came up with National Biodiesel Policy which proposed a two-phase strategy for biodiesel production from jatropha seeds to achieve a 10 per cent blending mandate by 2012.In 2008, the blending target for EBP programme was pushed to 10 per cent. National Biofuel Policy in 2009 proposed the blending target at 20 per cent. However, ethanol blending percentage in petrol is around 2 per cent and biodiesel blending percentage in diesel is less than 1 per cent. That's mainly because limited production of biofuel.The future roadmapIn May, the Union Cabinet approved the National Policy on Biofuels 2018 which includes several steps to boost biofuel production and blending. It proposes an indicative target of 20 per cent blending of ethanol in petrol and 5 per cent blending of biodiesel by 2030. A major step towards boosting production is the permission to make biofuel from sugarcane juice, sugar-containing materials like sugar beet, sweet sorghum, starch-containing materials like corn and cassava, damaged food grains like wheat, broken rice and, of course, rotten potatoes. So far, India has produced ethanol for petrol blending from molasses, a byproduct of sugar industry. However, there is a limit to how much molasses we can produce. Moreover, molasses are also used to produce alcohol and chemicals. At the present levels of cane and sugar production, the maximum quantity of molasses available is about 13 million metric tonnes, which can produce about 300 crore litres of ethanol or alcohol. Allowing a large variety of raw materials to produce ethanol is likely to boost production as well as help farmers who suffer losses due to over-production and consequent lack of demand for their produce. The new measure will also help with the problem of a lot of foodgrain going waste due to various factors. However, the use of crop waste and surplus foodgrain for ethanol production will also require a well-oiled biomass supply chain. Another challenge would be storage. Most crops and their residue are available on the seasonal basis and cannot be stored for long.
