The committee is open to feedback and comments from all companies including foreign ones, one of its members told ET, requesting anonymity. “It’s a democratic country and all companies are welcome to give feedback. Even in the last round, foreign companies were represented through bodies such as Nasscom,” he said. The industry, however, wants a deeper engagement this time. Nisha Biswal, president of USIndia Business Council, told ET the body was willing to work with the Indian government to find solutions to the government’s concerns without imposing unnecessary and burdensome regulations.“We are concerned that recent draft policies under discussion would call for forced localisation and other measures that restrict data flows. These policies, if adopted, will neither enhance privacy nor security, and will ultimately reduce trade, investment, and technology exchange between our nations,” said Biswal. Main concerns raised by the industry include provisions which make it compulsory for ecommerce firms to store in India all data generated by local users, restrictions on bulk purchase of branded goods such as electronic products (especially mobile phones), white goods, branded fashion by relatedparty sellers and prohibition of competitive prices and discounts.

  • The Modi Government is believed to be in favour of the Reserve Bank of India's decision to not let Rana Kapoor stay on as MD & CEO of Yes Bank, ET Now learns from sources. What's more, contrary to popular belief, the RBI in its official communication to the Yes Bank board did cite specific reasons for not letting Rana Kapoor continue in his current post beyond January 31, 2019.ET Now learns from informed sources the RBI cited as many as three reasons and they are: "Weak compliance culture in Yes Bank", "Weak Governance In Yes Bank" and "Wrong asset Qualification"And with these three missives from the RBI, the Yes Bank board finds itself in a quandary: Can founder and promoter Rana Kapoor stay on as a board member when the RBI has concluded he is not a fit CEO? ET Now learns the board at its next meeting on September 25 is likely to seek a legal opinion on just that.A closer reading of Yes Bank's Articles Of Association reveals Rana Kapoor under Article 121 cannot be retired from the Board. Also as per Artcle 110, Rana Kapoor has the right to nominate up to 3 directors, provided he secures the approval from his estranged sister-in-law Madhu Kapur for these appointments. Even though the Yes Bank Articles Of Association may seem to be in favour of Rana Kapoor, they are all subject to RBI approval. And sources say the Central Bank is unlikely to allow him to continue on the Board. Rana Kapoor, meanwhile, is believed to be considering legal recourse and is in conversation with lawyers to move Court against RBI. Coming back to the upcoming Board Meeting, ET Now learns the pros and cons will be discussed of an internal vs external CEO, though prime facie an external candidate does seem like a more plausible choice. The Board is also expected to start moving forward on setting up a selection committee to find Yes Bank's next CEO and even appoint a head hunter for the same.
  • By Mukesh MalhotraOver the last two decades, China has been the hardware base of the world, while India has been the software base. With the new Samsung factory coming in, will India turn the tide and become the world’s hardware capital? The South Korean giant’s mobile phone factory at Noida will be the largest in the world, and close to 30% of the handsets made there will be exported. What does this signify for India? Can India overtake China in manufacturing supremacy? What should the government do to maintain the momentum? The coming of the Samsung factory might do to electronics manufacturing what Maruti did to the auto industry in the 1990s. When Maruti came in collaboration with Suzuki, the industry suddenly saw disruption. Suzuki brought scientific manufacturing techniques. And, the auto manufacturing industry here went on an upward trajectory. According to a study by Deloitte, India is expected to jump six ranks to No. 5 in the 2020 Predicted Manufacturing Competitiveness. Interestingly, India’s manufacturing labour cost in 2015 stood at $1.72/hour compared to $37.96/hour for US. Even China’s cost is almost double that of India. The Indian government has set an aggressive target of increasing the manufacturing share to 25% of GDP by 2025. What are the strategies that will get us there? For India, this could also be a start of Industrial Revolution 4.0. The convergence has already started between digital and manufacturing. If we see some industries, it is already visible in Internet of Things, sensors, robotics, predictive analytics, etc. The cost of production can come down heavily with the help of 3D printing and automated real-time processes in manufacturing. The UK, Australia and UAE giveincentives, tax credits and grants for investing in this technology. The government can replicate best practices from these countries to improve India’s ranking on competitiveness. Incentives for export of electronic goods will also help. The government’s phased manufacturing programme is trying to move electronics manufacturing from semiknocked down (SKD) to completely knocked down (CKD) kits. This would mean more components getting imported than semi-assembled parts and more jobs. But moving from SKD to CKD alone is not enough. The scale of manufacturing in India needs to be increased, but that cannot happen by catering to the domestic market alone. Companies need to be able to tap global markets, for which India needs a strong policy that provides incentives for export of electronics goods. This will create the scale that will attract FDI into the country from global electronics component manufacturers and create jobs. This is what happened in auto manufacturing as well. The ease of doing business could probably be the most important factor in making India a hub for manufacturing. India moved to the 100th spot in the World Bank’s Ease of Doing Business global rankings due to sustained business reforms. But global investors won’t put in the investments just looking at the overall ranking. They will look at each parameter and every state’s ranking on the input parameters anddo their own due diligence. The cost of logistics is also an important concern for foreign investors and for Indian companies. As per a World Bank report, the cost of transporting 1tonne of freight over 1km works out to Rs 2.28 by road, Rs 1.41by rail and Rs 1.19 for waterways. Using ports in a big way can help India lower logistics costs substantially. The saving could be about $50 billion if logistics costs are brought down from 14% to 9% of India’s GDP, according to an Assocham report. This will make domestic goods more competitive in global markets. The other areas where the government could focus on is enforcing contracts. India ranks still ranks 164 amongst 190 countries on enforcing contracts, according to the World Bank. On an average, it takes almost four years for a dispute to be resolved in India compared to less than six months in Singapore. If India has to win this battle for global manufacturing supremacy, it has to focus on these areas. Only then it can drive innovation and cost competitiveness and be attractive to global companies. Having large scale manufacturing plants in India where the domestic market could swallow large percentage of manufactured goods could be a double advantage for global corporations. And incentives for exports could be the icing on the cake. The author is founder & CEO of a startup
  • NEW DELHI: Foreign firms that were left out in the initial round of discussions on the ecommerce policy have approached the government, requesting they too be consulted by the committee of secretaries reviewing the draft rules. The government had earlier invited ecommerce and Internet companies with Indian-led promoters to be part of the task force that deliberated on the draft policy released in July, and kept the foreign players out. The committee of secretaries held its first meeting last week. Industry bodies such as US-India Strategic Partnership Forum (USISPF) have sent formal representations to the ministry of commerce and industry to be included in drafting of the ecommerce bill. USISPF chief executive Mukesh Aghi told ET that ecommerce companies that were global or funded by foreign institutional capital were central to growth of the sector.
  • BENGALURU: Google Pay, the payments offering from technology giant Google, has updated its privacy policies by elaborating on how exactly it uses or can use payments data of its Indian users. The update, which started reflecting on its website late Thursday, comes in the wake of payments firm Paytm revealing a letter it wrote to the National Payments Corporation of India, stating that Google could be misusing this data of Indians. Google had refuted the claim and the updated policy further clarified it. “Your UPI Transaction Data will not be used for any monetisation purpose (eg. for advertisements) by any entity other than Google,” read the updated policy. Google said it might be sharing UPI transaction data, but that is with banks, merchants and third-party service providers only to aid in the seamless flow of the transaction.In the previous version of its privacy settings, Google said it, along with group companies, could use the personal information for promotional purposes, sending information about products and services of third parties as well as Google’s own group companies. Those lines have since been removed. Google said the terms of language of its privacy policy would be amended in a way to reflect the fact that Google Pay only shared data which “may be required for the purpose of processing transactions or providing Google Pay Services with our authorised partners”.Industry experts ETspoke to said some form of payments data needed to be shared with third-party entities to allow the transaction to flow. Also, perhaps the details around the extent of data sharing can only be decided once the government passes a law on data privacy, they said.
