  • Prime Minister Narendra Modi today launched Ayushman Bharat, world's largest government-funded healthcare scheme in Jharkhand's capital Ranchi. With the roll out of the Centre's flagship scheme which has been renamed PM Jan Arogya Yojana (PMJAY), the Narendra Modi-led NDA government aims to provide healthcare facilities to over 10 crore families covering urban and rural poor. All NDA chief ministers launched the scheme from their respective states. The scheme will become operational from September 25 on the birth anniversary of Pandit Deendayal Upadhyay, Niti Aayog member V K Paul said.The ambitious scheme, the biggest health financing scheme in the world, offers an insurance cover of Rs 5 lakh, which will cover 10 crore poor families or almost 50 crore persons. In his Independence Day speech, Modi had announced that while the scheme would initially cover 10 crore poor families as per the socio-economic census of 2011, it will in the coming days also benefit the lower middle-class, middle-class and upper-middle class by way of jobs in the medical sector as new hospitals will open in Tier-2 and Tier-3 cities. The scheme can be a big game-changer for Modi as it comes about half a year before the next Lok Sabha elections. Below is a brief summary of the extent and importance of the scheme.Who will be the beneficiaries?The scheme is targeted at poor, deprived rural families and identified occupational categories of urban workers' families. So, if we were to go by the Socio-Economic Caste Census (SECC) 2011 data, 8.03 crore families in rural and 2.33 crore in urban areas will be entitled to be covered under these scheme, i.e., it will cover around 50 crore people. To ensure that nobody is left out (especially women, children and the elderly), there will be no cap on the family size and age under the AB-NHPS. The scheme will be cashless and paperless at public hospitals and empanelled private hospitals.How much will it cost?Ayushman Bharat may cost the exchequer around Rs 5,000 crore this year because of the time taken to rollout the scheme. The scheme will cost Rs 10,000 crore when its rolled out across India next year. While this year there are likely to be 8 crore beneficiaries, the target is to cover 10 crore by FY 20.In the first year, out of the total expenditure of Rs 5,000 crore, the central government may bear the burden of around Rs 3,000 crore which will increase to almost Rs 7,000 crore in FY20. The scheme aims to provide a benefit cover of Rs 5 lakh per family per year. It will subsume the existing Rashtriya Swasthya Bima Yojana (RSBY), launched in 2008 by the UPA government. According to international rating agency Moody's, Ayushman Bharat is credit positive for insurance companies as it will aide in higher premium growth. "The launch of universal health coverage is credit positive for the country's insurers because it will help grow health premiums and provide insurers with cross-selling and servicing opportunities," Moody's said in a report last month.How will it help Modi?The big-bang scheme is targeted at the rural and urban poor, the segment of voters crucial for Modi. While the BJP is already seen as a favourite of the middle class, Modi needs support of the poor voters to win the next elections. The universal health care schemeâ€"if implemented without any big hitchesâ€"can sway a large number of voters towards Modi. That's why it is being launched at such a grand scale. The government had asked cabinet ministers to head to their constituencies or their respective states today for simultaneous launch of the scheme. Top BJP leaders fanning out across India to launch the scheme underlines how important it is for Modi to introduce the scheme to the masses. At a time when cost of private health care is shooting up, a universal health insurance scheme is expected to be lapped up by the poor. The scheme can be an ingenious way for Modi to reach out to the poorest of the poor just before the next elections. Extreme outreachPerhaps, possible electoral benefits of the scheme is one reason behind its aggressive promotion by the government. All states were asked to set up kiosks at all empanelled hospitals with PM-JAY branding, cover such hospitals with publicity material like banners on the scheme, give uniforms to Arogya Mitras who will guide people about the scheme at hospital and distribute pamphlets to the incoming patients. The states were also asked to go for outdoor advertising for visibility and hold panchayats in villages. “We want to create a brand so that beneficiaries know where to go and whom to contact to get the services under PMJAY. The publicity, especially the audio and visual communication, helps in reaching the beneficiaries effectively,” said Indu Bhushan, the CEO of PMJAY, told ET a few days ago.
  • By Sreeram ChauliaThe letter from Pakistan’s Prime Minister Imran Khan to his Indian counterpart Narendra Modi proposing a resumption of the stalled bilateral dialogue process was a trial balloon doomed to fail from the outset.The Indian government took six days before making the letter (dated September 14) public, reflecting how wary New Delhi is of getting entangled in another vain peace effort when Islamabad has hardly allayed India’s serious security concerns. A brutal reminder that nothing has changed came on September 21 in the form of inhumane killings of three policemen in Jammu & Kashmir’s Shopian district by Pakistan-sponsored terrorists of the Hizb-ul-Mujahideen.An exasperated New Delhi sees no point in investing time and energy in cosmetic reconciliation with such a double-dealing state. Hence India’s condemnation of Pakistan’s “evil agenda” and Imran’s “true face”, and its cancellation of a ministerial meeting scheduled in New York for late September. The meeting was called off within one day of the announcement, revealing how low Pakistan’s credibility has sunk in Indian eyes.Notwithstanding Imran’s statement that he is “ready to discuss terrorism” with Modi, India wants concrete action instead of misleading talk on this sensitive matter. Cross-border infiltration bids by jihadists from Pakistan continue and civilian casualties in Kashmir from terrorist violence have been the highest in 2017, compared with the previous four years.Moreover, the legacy issues of lack of justice for Pakistani terrorist masterminds of the 2008 attacks in Mumbai and the absence of accountability for the 2016 Pathankot and Uri attacks have piled up into a collective cynicism in India that talking to Pakistan is equivalent to dignifying an incorrigible terrorist state.Modi’s expression of interest in bettering relations with Pakistan has stressed “constructive engagement”, a phrase that Imran is now rehashing. But thus far, India has experienced only destructive engagement from Pakistan’s military-intelligence complex. In such a backdrop, Imran’s overambitious vision of a SAARC summit in Islamabad which Modi would grace sounds disingenuous and preposterous.Apart from the mismatch between Pakistan’s words and deeds, India doubts the motive behind Imran’s missive to Modi. According to The New York Times, the Pakistani Army Chief General Qamar Bajwa had “quietly reached out to India” to resume peace talks months before Imran’s military-orchestrated election victory with the goal of mitigating intense international pressure that Islamabad has been facing for its nefarious behaviour.Cleaning up its image by extending an olive branch to India, and then using this “moderate” diplomatic turn to ease the harsh American cutoff of military aid and receive a $12 billion economic bailout from the International Monetary Fund (IMF), are the unstated objectives guiding Pakistan’s rhetorical eagerness for peace.Pakistan is in desperate economic straits and the military appears to be goading Imran to opportunistically play nice as a responsible actor before the international community out of duress rather than any liberal transformation in its foreign policy.Long-time watchers of the subcontinent can recall several earlier instances where the hidden “foreign hand” either directly or indirectly pushed Pakistan into rapprochement or compromise with India.Such externally induced openings ultimately collapsed under the weight of internal contradictions in Pakistan and the violent ground realities at the border. Boston University’s Jessica Stern has documented a widespread “jihad culture” in Pakistan. It is connected to the inbuilt Pakistani nationalist narrative that Kashmir must be freed from Indian “occupation” through a multi-faceted “freedom struggle”, leaving little room for sustainable peace with India.Routine invocations at international forums of India’s alleged human rights abuses in Kashmir by Pakistani officials are deeply internalised into their ideational system. Such verbal provocations worsen relations with India, but they rarely cease since abandoning the “Kashmir cause” is unthinkable for the body politic of Pakistan.Compounding these obstacles is the extreme imbalance in civil-military relations in Pakistan which is symbolised by Imran’s rise as Prime Minister. In 2015, when Modi flew to Lahore and embraced then prime minister Nawaz Sharif, there was a sense in New Delhi that Sharif genuinely wanted to break free from old mindsets and wished to set aside Kashmir to improve commercial and people-topeople links. Sharif’s ensuing political downfall and legal persecution were understood in New Delhi to be the handiwork of a Pakistani “deep state” that fears peace with India.With Imran, who is beholden to the military and is seen to be taking instructions from his Army Chief in composing messages to Modi, India has a personal credibility barrier.Whether or not Imran promises anything to India, leave alone delivering on it, depends on the whims of the Pakistani military â€" an institution which remains unreformed, unapologetic and perpetually geared up to protect Pakistan from “Indian hegemony”.Without a fundamental overhaul of Pakistan’s state apparatus, India does not foresee big shifts in bilateral ties toward a lasting settlement.The national mood in India is firmly against believing Pakistan at face value. With general elections approaching, Modi is cognisant of this public sentiment and cagey about entering yet another round of diplomacy with a neighbour whose purpose is hollow and whose essential makeup is unchanged.(Sreeram Chaulia is a professor and dean at the Jindal School of International)

The handmade porcelain figurines, costing anywhere from Rs 15000-25 lakh, have emerged popular in the gifting segment among HNIs and corporate bigwigs pushing India into the top league in the last one year.On a flying visit to Bengaluru, Lladro’s global CEO Ana Rodriguez Nogueiras told ET, “Japan is our number one market followed by the United States of America and Spain. India is the fourth significant market for Lladro now.”The Valencia-based brand entered India 13 years ago with limited edition sculptures of Hindu gods and classic pieces like cherubs and ballerinasCalling India an emerging economy, Nogueiras added, “A total of 7% of our revenue comes from India. We have been witnessing a 10% year-on-year growth.”At present, Lladro has eight boutiques across India. While Delhi and Mumbai are leading the pack, Bengaluru takes the third position for the 60-year-old brand.“Bengaluru is our test market in India. The IT city is home to many well-travelled double-income households who are becoming aware of luxury brands worldwide. We want to aggressively tap the techie population now,” said Nogueiras.The brand chose to launch first-ever porcelain jewellery line and home décor at their flagship store in Bengaluru this year. While the sculptures of Hindu god Ganesha have been selling exceptionally well, the brand is anticipating the response from the Indian market for their latest limited edition of 299 pieces of Lord Balaji for Rs 18 lakh each.
  • NEW DELHI: US-based chocolate maker Mars sees India as a key 'accelerate' market and is ramping up its distribution network in the country to tap the high growth potential, a senior company official said.The company, which has brands such as Snickers, Mars, Bounty, M&M, Double Mint, Boomer, Orbit, Galaxy and Twix in India, also plans to introduce one more brand in the next six to eight weeks to enhance its presence here."India is a key 'accelerate' market in Mars Wrigley Confectionery Asia, Australia, Middle East and Africa (AMEA)," Mars Wrigley Confectionery General Manager - India Andrew Leakey told PTI.The company is investing to strengthen its distribution network and is building a sustainable supply chain here to expand its reach beyond metros and some key cities. The company has "stronger growth ambitions" and is taking "a long term view" on the Indian market, he said.Presently, Mars Wrigley products are distributed through around 3,00,000 outlets and it is eyeing to take the number to over 5,00,000."With our continued focus on growth in the India market through our expanding distribution network, flexibility to scale as per demand, ongoing efforts to build sustainable supply chain and strong market potential, we anticipate one-fourth of our growth contribution for AMEA region, coming from India, over the next few years," he said.However, he declined to share revenue or other financial details.Last year, Mars Inc integrated its Mars Chocolate and Wrigley segments in India, creating Mars Wrigley Confectionery (MWC) to tap high growth potential here."We are taking a long term view over the business in India and the company is less concerned about the immediate paybacks," he said.Leakey said the company looks to introduce "products which are more relevant to the Indian market".The company has an innovation centre in Bengaluru which is helping it to localise some of the flavours here.Asked about growth, he said, "Confectionary market is growing with CAGR of 9 per cent in last 5 years and we are growing double than that and we would continue to grow at that rate."To expand its reach in the mass market, Mars has introduced a small Rs 10 pack of Snickers as in India around 80 per cent chocolates are sold in the Rs 10 price segment, he added."Since we have launched it, we have doubled our distribution of Snickers," he said.Mars has manufacturing plants in Pune, Baddi (Himachal Pradesh), Hyderabad and Bengaluru and has plans to expand capacity when the demand increases.
