  • NEW DELHI: Alarmed by a nearly four-fold rise in GST compensation to states for June-July, the Finance Ministry is crafting a strategy to shore up tax revenues and engaging with states to identify issues hindering their collections. Finance Secretary Hasmukh Adhia has started meeting with GST officers, both from central and state tax departments, in the state capitals to understand issues plaguing the GST collections. There has been a spike in the bi-monthly GST compensation paid to the states by the Centre. The Centre paid Rs 14,930 crore to compensate states for revenue loss incurred in June and July, a nearly four-fold jump compared to Rs 3,899 crore paid for the months of April and May. "A strategy is to be devised to shore up GST revenues. The amount of compensation to be paid to each state varies every month and there is no set pattern," an official told . The reason for increased compensation also varied from state to state. For instance, in one of the cases, a state saw a huge outgo on account of VAT refund following a court verdict, the official added. A discussion to shore up revenues has already happened with four states-- Punjab, Himachal Pradesh, Puducherry and Jammu & Kashmir, while a dialogue with Bihar and Uttarakhand is slated to take place later this month. The official said that one of the options being considered is stepping up anti-evasion measures with a focus on top 30 taxpayers, but added that the Centre will ensure that the fix to the problem will not be intrusive on businesses. "Data analytics will be put to use to examine the profile of top 30 taxpayers to study their tax payment pre and post GST implementation," the official added. The Finance Ministry has targeted monthly GST collections to be Rs 1 lakh crore for this fiscal, but the actual mop up has fallen short of the target month after month. The sole exception was the month of April in which the numbers exceeded Rs 1 lakh crore. The collections stood at Rs 94,016 crore in May, Rs 95,610 crore in June, Rs 96,483 crore in July and Rs 93,960 crore in August. The Centre had agreed to compensate the states for revenue loss on account of GST implementation for a period of five years. The loss of revenue to a state is calculated based on the difference between the actual realisation to a state under GST regime and the tax revenue it would have got under the old indirect tax regime after considering a 14 per cent increase over the base year of 2015-16. In 2017-18, the Centre had released Rs 41,147 crore to the states as GST compensation to ensure that the revenue of the states is protected at the level of 14 per cent over the base year tax collection in 2015-16. The revenue gap of each state is coming down since July and the average revenue gap of all states for last financial year was around 17 per cent, according to the finance ministry. Under GST, a cess is levied on luxury, demerit and sin goods over and above the highest tax rate of 28 per cent and the proceeds are utilised to compensate states for revenue loss. On an average, about Rs 8,000 crore is collected every month from this cess.
  • MUMBAI: Only a third in India are regularly saving for their retirement while just 33 per cent of working-age respondents globally are putting anything aside for their later life, according to a report. The lack of saving is likely linked to low knowledge of how much money is needed in retirement, as well as many prioritising their immediate financial situation over planning for their older years, according to HSBC's the 'Future of Retirement: Bridging the Gap' report. "For many, retirement is thankfully no longer a short period tacked on to the end of our life. It can be a long and very fulfilling part of a person's life. But with that, our needs at 65 can be very different from our needs at 75 or 85, with very different financial implications," HSBC India head of retail banking and wealth management Ramakrishnan S said. The research for this report was carried out online by Ipsos on behalf of HSBC among 16,000 adults in 16 markets, including Australia, Argentina, Canada, China, Malaysia, Mexico, Singapore, Taiwan, France, Hong Kong, India, Indonesia, Turkey, UAE, UK and USA. It revealed that only 19 per cent of working age people are saving for future nursing or care home fees. This is despite half (51 per cent) respondents claiming to be concerned about affording residential care when in retirement, it added. Meanwhile, the report found that over half of working-age people (56 per cent) are living on a day-to-day basis financially, while a further 53 per cent only save for short-term goals. Almost half (45 per cent) also admit they prefer spending on enjoying today rather than saving for tomorrow, it added. The lack of saving may also be linked to many people not considering their older years as 'retirement' at all, with over two-thirds of working-age people (69 per cent) expecting to continue working to some extent and more than half (54 per cent) hoping to start a business or new venture, it said. When it comes to knowing the amount of money they will need in retirement, almost two-thirds (65 per cent) of working-age respondents said they were aware of the cost of typical residential home fees. Also, the report revealed that this is leading a generally positive view of retirement across the globe. Most working-age people are looking forward to greater freedom away from the nine-to-five (76 per cent), taking up new hobbies and interests (72 per cent) and getting fit (68 per cent), it added.
  • NEW DELHI: Google has advocated free flow of cross border data as the country is mulling to bring about data localisation in its data protection framework."Free flow of data across borders -- with a focus on user privacy and security -- will encourage startups to innovate and expand globally and encourage global companies to contribute to India's digital economy," Google CEO Sundar Pichai said in a letter to Union IT Minister Ravi Shankar Prasad. In a letter thanking Prasad for his visit to the Google's Mountain View campus last month, the Indian-born chief of the Internet giant Pichai said the company shares the vision of creating a truly 'Digital India' and Google remains firmly committed to being part of the India growth story. "The Google team in India will be touch with your office to follow up on some of the specific topics we discussed during our meeting."The recent report and the draft Bill on data protection submitted by the Srikrishna committee last month suggested that every data fiduciary in India shall ensure the storage of at least one serving copy of personal data on a server or data centre located in India. It also stated that the government can notify some categories of personal data as critical personal data that have to be stored in a server or data centre located only in India.Prasad also said recently that he has conveyed to companies like Amazon to check unbridled cross-border migration of data without consent of users. This particular recommendation has met with criticism from various quarters especially American technology company groupings.Meanwhile, the government has extended till September 30 the deadline for public feedback on the draft personal data protection Bill. It had earlier set September 10 as the deadline for public comments. ET had reported earlier that the government plans to present the Bill in the Parliament by December this year.
