  99. To get ahead, India must confront many more challenges. At a macro level, it must quickly improve both qualitatively (output efficiency of its research outfits) and quantitatively (R&D spend). On both counts India lags far behind other countries. Private sector must play a critical role.There are other issues that bureaucrats and scientists talk off the record. “We don’t have tolerance for failure. The audit question â€" why has a startup we funded failed â€" weighs on our minds,” says a senior bureaucrat in the DST. Many of the incubators are headed by professors and scientists who have no knowledge of how a startup ecosystem works.While labs like those of CSIR are being pushed to set up incubators, nurture startups and focus on commercial applications, there is an undercurrent of resistance. “You are asking someone used to driving a bus to drive a Ferrari. Objectives have changed but the people haven’t,” says the head of a DST-funded lab. Some have concerns about the over-emphasis on counting patents and commercial applications. “Not everything should be seen through that lens. Deep science, blue sky research, take time to show results,” says another director of a CSIR lab. The government has given generous funding to set up well-equipped labs, but not for its upkeep. “We have many such labs with fancy equipment but due to poor upkeep these are now museums of sorts,” says the director of a premier engineering college. Finally, while proactive states are getting ahead, the BIMARU states are lagging far behind.Nimble startups and bureaucratic governments are like chalk and cheese. But for India to build an innovation-driven economy, the two worlds must collide and collaborate. That’s the way the world does it. India is just getting started.Atal Innovation Mission (AIM)With a Rs 500 crore corpus, AIM, under NITI Aayog, is headed by a nonbureaucrat CEO; funding is open to private and government outfits and programmes are monitored real time on a digital dashboard.Atal Tinkering Lab (ATL) in schools: To instil innovation, 2,200 ATLs (each costing `20 lakh) have been set up; to cross 30,000 by 2021; It organises boot camps, challenges and tech fests.Atal Incubator Centres: 101 incubators are selected, with Rs 10 crore grant for each; of these, 30 are operational; headed by a CEO, each incubator will nurture over 25 startups every 18-24 months.Atal New India Challenge: Conducts challenges for ministries to find solutions to problems; in six months, it did 24 challenges for five ministries; winners â€" three for every challenge â€" gets Rs 1 crore to each to build a prototype.Government's push to R&D: Four way drive:Department of Science & Technology In five years, DST-funded incubators have doubled from 70 to 140 with 3,000 startups today.Funding for incubators up fivefold to `10 crore, and for startups has quadrupled to Rs 1 crore; under PRAYAS scheme, entrepreneurs now get Rs 10 lakh to convert idea into prototype.BIRACBiotech Industry Research Assistance Council or BIRAC was created in 2012 to support India’s biotech startups and boost industry-academia ties.31 bioscience incubators set up, and 10 are added annually; plans to have 50 incubators with 2,000 startups by 2020.In 2012, it rolled out BIG Fellows programme offering Rs 50 lakh to help convert great ideas into prototypes; 330 BIG fellows so far, adding 100 every year now.Proactively built a pool of 20 VCs and angels for biosciences startups; 60 BIRAC-funded startups have raised over $125 million funding from outside India.States’ ActionProactive states: Many states like Telangana, Karnataka, Maharashtra, Kerala, Goa, Chhattisgarh are setting up innovation cells to bring focus and thrust.Politically insulated: Smart states are creating independent outfits like Hyderabad’s T-Hub or Raipur’s 36Inc to build innovation ecosystem.Helpful hand: Policy sops include recasting tendering process and making government an easy and eager customer for startups.Niche focus: Each state is identifying a few key verticals to nurture its innovation ecosystem; Maharashtra is looking at auto, fintech, blockchain, etc.Stronger impact: While utilising central government schemes for startups, most states are topping it up with their own funds to amplify impact.

If the scale of the planned expansion at one shot raises question over the viability of new pumps, government officials and company executives say past experience has shown that not all the advertised pumps finally see the light of the day.“Several issues come up during the award of dealerships. Sometimes it is related to land, at other times it could be one or several of many other factors. So in effect, one can say 15,000-20,000 out of the total number advertised will come up at first,” a senior official told TOI.But even then it could mean investments of thousands of crores in the fuel retailing business and jobs for tens of thousands of people. New pumps also mean more business for equipment suppliers, transporters and tanker manufacturers.But existing dealers are opposed to such massive expansion as they don’t see much economic sense behind the move. “The average sale of existing outlets has dropped from 170 Kl (kilolitre) to 140, while costs rising and margins shrinking. Besides, what is the sense of adding petrol pumps when the government is talking of alternative fuels,” All India Petroleum Dealers Association president Ajay Bansal told TOI.He said it would have made sense if pumps were being added along the new highways. Other market watchers said such large-scale expansion by government fuel retailers would increase their market dominance, which is almost 90% now, and could force private companies to rethink expansion plan at a time when the government is trying to attract investments in the sector.According to government data, India has 62,585 petrol pumps, only 6,000 of which are run by private companies. The country’s fuel demand grew by over 5% to 205 million tonnes in 2017-18.Government retailers were not allowed to expand their network in the last four years as the government first planned to rework the official guideline and then decided to make way for new guidelines by the companies. The new guidelines follow the government reservation norms for disadvantaged sections of the society but give operational flexibility to companies in appointments.The new eligibility guidelines have scrapped the applicants’ fund requirements and relax rules on land ownership. Under the new rule, people with no land or a firm tie-up with landowner will also be allowed to apply for the dealership. Earlier applicants were required to possess Rs 25 lakh in bank deposits or other financial instruments for regular outlets and Rs 12 lakh for rural outlets, according to the previous policy.The winner among applicants will be picked by online draw of lots, after which the credentials will be verified subject to the candidate depositing 10% of the security deposit. Previously, the verification process was undertaken for all applicants and only eligible candidates participated in the draw of lots. The entire selection process will be done online.

  • Phanindra Sama, 38, was happy. The founder of redBus sold his startup in 2014, made good money and was busy doing things he always wanted to. Like studying psychology at Stanford University in the US. Learning about sustainable development in Sweden. And growing his philanthropic foundation Kakatiya Sandbox at his village Kakatiya in Telangana.Last year, Sama got an unexpected offer. The Telangana government wanted him to join as the state’s chief innovation officer. What was he supposed to do? There was no concrete project or measurable goal. The job was to build a culture of innovation. “How do you do that? I knew nothing about working with the government,” he recalls. He hesitated as he was busy mentoring and angel investing. He relented after six long months, won over by the government’s persistence, passion and seriousness.It has been an exciting year. “We are the youngest state. We want to build an innovation-driven economy,” says Sama. To get started, he leaned on his understanding of Teach for India fellows â€" youngsters who volunteer as full-time teachers to children from low-income communities â€" with whom he had interacted at a few gatherings. “You get self-motivated people who come with a mission and then you let them do their job,” he says. He now leads a team of six fellows from diverse background to nurture an innovation-driven culture.
  • Like Meraj Faheem, a serial entrepreneur, who joined as a fellow to build entrepreneurial capacity. Using his experience and global networks, he organises hackathons and boot camps. For example, he conducts a 13-week boot camp with Venture BaseCamp on product development. “Until last year, we had 50 students. Now we have trebled, with a few international students as well,” says Faheem. His boot camp costs $5,000, as opposed to $30,000 upwards in the West.The Telangana government is setting up a slew of innovation-focused outfits, including TSIC or Telangana State Innovation Cell, T-Hub, TWorks (Asia’s largest hardware incubator), WE Hub (for women entrepreneur) and T-Catalyst. With 40 incubators, 19 of them funded by the DST (Department of Science and Technology), it is trying to set up both new startup hubs and improve the existing ones. Clubs, on a range of topics from AI to IoT, have been formed. “Besides WhatsApp groups, T-Catalyst organises meets and events to create accidental collision, which is so necessary for an entrepreneurial culture,” says Sama.
  • And what are the results? It may be a tad early to measure how successful it is but here’s a gauge. Some of the global giants, from Amazon to Uber, have announced setting up their biggest campuses in Hyderabad in recent years. Srinivas Kollipara, founder, T-Hub, says that so far, principal secretaries from 21 states have visited Telangana to learn best practices. He himself is working closely with governments in Maharashtra, Goa, Odisha, Chhattisgarh and Assam. “We should be doing something right,” says Kollipara, a smile lighting up his face.The buzz around Startup India has waned. To many, it feels like another high-decibel campaign losing steam. Heading into election season, the NDA government is predictably busy and distracted with more urgent matters. But under the radar, away from the headlines and far beyond the reaches of the central government, what is encouraging is that states and cities are evolving their own version of Startup India campaign. Building on the Centre’s thrust, and funding, they are now crafting their own strategies.
  • An intense race is unfolding. Andhra Pradesh Chief Minister N Chandrababu Naidu is trying hard to replicate IT hub Hyderabad’s success there. Karnataka, ahead of the curve, is trying hard to maintain its lead. Economically developed Maharashtra has set up Maharashtra State Innovation Society. Haryana, once a flourishing BPO and KPO hub, is belatedly waking up. From Kerala and Goa to Chhattisgarh, Odisha and Assam, more and more states are betting big on startups and innovation. Private organisations (incubators and colleges) and individuals (investors and entrepreneurs) are giving a momentum to this wave. “What is most transformative is that besides the Centre’s top/down approach, states, cities and institutions are building a bottoms-up movement, demanding things from us,” says K Vijayaraghavan, principal scientific advisor to the prime minister.The Big RaceBureaucrats in states echo what Vijayaraghavan is saying. “We are known for Naxal attacks. We want to be the startup state,” says Alex Paul Menon, CEO, Chhattisgarh Infotech Promotion Society. Rich in mineral ore, most of its industries are primary or secondary in nature with little processing. “Despite all our efforts, New Raipur is not growing well. With no local jobs, our youth are migrating. We want to create an innovation-led growth,” he adds. The state has set up a team of 15-plus members, wants to build centres of excellence in mining and IoT and has a Rs 100 crore fund-offunds to support startups. An independent entity, 36Inc, headed by a CEO will help entrepreneurs and build a startup ecosystem here. A startup can get as seed fund Rs 50 lakh with zero interest for three years.
  • In Kerala, the state government is pushing innovation agenda at two levels. Expose the young â€" in schools and colleges â€" to new technologies. Its programme has been rolled out in 216 institutions. Since June 2017, there is a monthly idea day where students submit innovative ideas. Of the 2,800 ideas submitted, 500 have been cleared and are being developed for the next stage. Its innovators’ programme â€" where the smartest students are mentored to solve problems â€" is directly monitored by the chief minister’s office. Imperial College London is helping to rollout and monitor the programme. “We may not be great at ecommerce but we are trying to leverage our strengths in other areas,” says Saji Gopinath, CEO, Kerala Startup Mission.
  • Kerala Startup Mission has six incubators and is focusing on sectors like space, biotech, agriculture and electronics. It, too, has set up a Rs 100 crore fund-of-funds for startups.“Located next to Delhi, we didn’t have to market ourselves for a long time. Things fell in our lap,” says Rajiv Gulati, head, Hartron Innovation & Startup Hub. Bang on the Delhi-Haryana border, it is building the Hartron innovation hub on an abandoned government building that will have an incubator, common service centre and a centre of excellence on IoT with Nasscom 10,000 Startups and IAMAI as knowledge partner. With 37 startups already, it recently got a nod for a UN Tech Innovation Lab. The plan is to link Hartron with academic institutions.
  • Across states, a recurring theme is government wanting to be an enabler and customer. Most states are altering tendering policy to make it startup friendly. And, like Haryana, they are opening up government departments to flag problems and find solutions. CivilCops, cofounded by Ashish Sharma, first got funded and recognised by the Dubai government’s smart city programme. They are now based in the Hartron facility. Through AI voice and chat platforms, the social intelligence startup is helping governments build decentralised, automated and faster grievance management systems for civic complaints, from water to power. “We already have five projects from the government,” Sharma says.Bet on InnovationThere are multiple reasons why both the Centre and states are pushing the startup/innovation agenda. One, there is a realisation that a robust economy in the 21st century ought to be premised on innovation. Two, jobs today have deep political implications in a young country with millions of job seekers. With large corporates no longer creating many jobs, startups are the only hope for politicians worried about jobless growth. Three, competitive politics (for instance, Andhra Pradesh vs Telangana) is pushing chief ministers to get into the race. Finally, the Central government’s thrust and funds for R&D and startup mission are acting as a catalyst for states.
  • The Centre has been a good role model, too. Many of its schemes â€" like fund of funds â€" are being replicated by states. The move by the Department of Science and Technology (DST) and the Biotech Industry Research Assistance Council (BIRAC) to set up high-end shared labs is finding many takers. Like the Centre, states too are offering generous grants to incubators, including private ones. Setting up independent, empowered entities like Atal Innovation Mission (AIM) and BIRAC, headed by CEOs, too, is becoming popular.Public-private partnership is a big theme that is playing out across states. 91 SpringBoard, a company that builds coworking hubs for startups, has 20 facilities with 1,000 startups and got Rs 10 crore government grant from AIM. “It brought instant credibility and quality growth,” says Pranay Gupta, cofounder. It now averages 200 monthly events. Since they are on the government radar, they get global platforms and delegates (recently from New Zealand). “What’s impressive is that they are professional and business-like rather than bureaucratic. They are very conscious of where they bring value,” he says.
  • The government is hiring private sector executives in key positions. Persistent Systems’ Abhay Jere is the chief innovation officer in the Ministry of Human Resource Development. Ramanan Ramanathan, head of Atal Innovation Mission, came from TCS. “The fact that I have a free hand and can make a huge difference is a big factor,” says Manish Diwan, an ex-Ranbaxy executive, who joined BIRAC as head, strategic partnership and entrepreneurship development, last year.Keenly aware of its problems, the Centre is trying to fix some of them. For example, historically, research (DST and CSIR labs) and university education operated in distinct silos. There is a big thrust now to build bridges between the two. “A lot of the academic discovery stays on the shelf. We want to translate it into technology to serve industry needs,” says Taslimarif Saiyed, director, Centre for Cellular and Molecular Platforms (C-CAMP).Agrees Premnath Venugopalan, head of NCL Innovations, which has a focus on biosciences startups: “In the past two-three years, the thrust on entrepreneurship has increased. Nurturing startups is one of our big objectives.”Adds Harkesh Mittal, head, National Science and Technology Entrepreneurship Development Board, Department of Science and Technology: “IT is the easiest to start. We are focusing on deep science-based startups that have a long gestation period (5-10 years) and where the private sector interest is weak.”Poyni Bhat, CEO, SINE, an incubator at IITBombay, conducts startup challenges to solve problems flagged by government. Most recently there was one on defence.In a democracy, political regime change is a big worry. A good startup ecosystem takes two decades to build while governments change every five years. “The only way to do this is by building politically insulated policy and independent and empowered institutions like T-Hub,” says Kollipara. Other states like Chhattisgarh are nodding as they follow this model.If so much is happening, why aren’t we feeling the change? Three big reasons. While it’s a good start, these changes take time to percolate. Innovation-led startups have a longer gestation period (5-10 years) and need patience. Success stories are still very few.
  • NEW DELHI: State-run fuel retailers will kick off the expansion of their retail network for the first time in four years by seeking applications on Sunday for petrol pump dealerships in altogether 65,000 locations across the country, except in election-bound states.Sunday’s announcement seeking dealership applications will cover 75-80% of the total locations where the companies intend to set up petrol pumps. Dealerships in states under the poll code will be announced after the elections.The announcement follows a signal from the oil ministry to the public sector fuel retailers and is well-timed to turn into a bonanza from the ruling NDA ahead of the general election, though the outlets are to be set up over the next three years.
