The previous state government had spent around Rs 1,300 crore for the Maha Kumbh, which was held in 2013," state Finance Minister Rajesh Agarwal told PTI.The area of Kumbh Mela has also been doubled to 3,200 hectares as compared to 1,600 hectares in the previous melas.The Kumbh is a unique and massive gathering of both rural and urban population and also has a huge dispersal factor as people travel long distances across the country.In order to house this multitude, authorities have erected a mini-city of more than 4,000 tents. The city is being lit by installing over 40,000 LED lights, say local authorities.Overhauling of key infrastructure is being done, including upgrading nine railways stations and construction of a new airport terminal in Allahabad.The setting up of this new city in the huge Mela area involves 250 km roads and 22 pontoon bridges, which will make it the largest temporary city in the world.The Kumbh, a sacred Hindu pilgrimage, is thus expected to generate direct and indirect business activities, the fruits of which would hopefully benefit the economy not only of Uttar Pradesh, but that of India as a whole, the CII document says.The Kumbh at Sangam city Prayagraj, as Allahabad is now known, dates back to a hoary past, whose first mention of was made some 2,000 years ago by the Chinese traveler Hsuan Tsang who visited India during the reign on King Harshvardhana.Based on a complex astrological calculation, the alignment of the stars determines the time and place of the âKumbh' in one of the following four river-sites: Haridwar, Prayagraj, Nasik and Ujjain.It is a celebration of an ancient tradition â" a dip in the holy waters where the mythical Saraswati, Ganga and Yamuna meet.These riverside festivals and the city that springs up around them are attended by millions, making the âKumbh Mela' the largest religious gathering, perhaps the oldest, and the largest temporary city in the world.Learned seers believe that a dip in the waters would endow an individual with religious merit.Masses of devotees gather on the riverbank to attain spiritual enlightenment, some in the belief that doing so will lead them worldly success, others simply to purify their souls.The Kumbh Mela gets its worldwide reputation as a mega-event not only because of the sheer number of people who attend the fair but also for a widespread display of cultural traits of a nation, which is bound by ties of faith and traditions.Around 12 crore people are expected to visit the Kumbh between now and Maha Shivratri on March 4, when the Mela will come to a close on Maha Shivratri day.The first "Shahi Snan' (royal bath) of Kumbh on January 15 drew a record crowd of 2.25 devotees, said Uttar Pradesh Chief Minister Yogi Adityanath, who has been meticulously supervising minute details personally to make the event "Divya Kumbh, Bhavya Kumbh".

- Ten years ago, India was seen as a potential superpower, capable of combating the rise of China. Today China has risen so fast that it challenges the techno-military might of the US. India is too far behind to matter.The main reason is Indiaâs dismal educational system, producing unemployable college graduates and schoolchildren close to functional illiteracy. The latest Annual Status of Education Report reveals that barely 50% of children in Class 5 and 73% in Class 8 can read a Class 2 text. Only 44% of Class 8 children can do simple division. How can such a country become a superpower?Ten years ago, China was still exporting mainly labour-intensive items made in factories employing thousands of workers at low wages. India at the time had emerged as a formidable exporter of computer software, ahead of China in this high-tech area. It had also risen fast as a world-class exporter of generic drugs, small cars and refined petroleum products.Today, China has not just surged ahead of India but created hi-tech world champions, such as Huawei in 5G telecom, and BYD in batteries. China is the worldâs largest producer of solar cells, aluminium and steel. India meanwhile has not produced a single global champion or become a global power in a single new field in the last decade. Its eminence in generic drugs has been eroded by growing dependence on Chinese active drug ingredients. Indiaâs software industry is struggling.As columnist Gurcharan Das has pointed out, Chinaâs success owes much to its emphasis on meritocracy. Its high-quality educational system has driven relentlessly to catch up with the West, and now produces world-class academic output. China overtook the US in the number of published academic papers in 2016, though it lags well behind in quality. Chinaâs R&D spending is 2.1% of GDP, less than the USâs but higher than Europeâs average. Indiaâs R&D spending has stagnated at around 0.65% of GDP for two decades. It lacks not just money but quality scientists for research.BJP-leaning scientists at the recent Indian Science Congress claimed India had test-tube babies in the Mahabharata era (hence 100 Kauravas), and aircraft in the Ramayana era. One scientist rejected the theories of Einstein and Hawking, instead proposing âModi wavesâ, for which he wanted to get a Nobel Prize. If this is the direction in which politics pushes science, India has no future.In China, local bodies hire teachers on three-year contracts and sack them if their performance is poor. But in India, we have an army of unsackable teachers who do not teach half the time. A million teaching posts lie vacant and unfilled, with state governments preferring to spend money on freebies and projects yielding kickbacks. Desperate poor people are switching their children from free government schools to costly private schools, even though the latter frequently have unqualified staff.Cheating in exams is rife. When the BJP government in Uttar Pradesh enacted a tough anti-copying law in 1993, Mulayam Yadav became the only politician to lead a pro-cheating agitation. He argued that without cheating the backward castes would fail to compete with Brahmins! He abolished the anti-copying law on coming to power in 1994. Whither excellence?Narendra Modi has promised six new Indian IITs and seven IIMs. Alas, this will just create a thin upper crust, whose members will mostly end up with jobs abroad. It cannot remotely compensate for the lack of skills and productivity in the vast majority of Indians beneath this upper crust.China has decent colleges in almost all provinces. President Xi is determined to become world No 1 in technology and economic clout, and so aims to raise university teaching and research standards consistently. Deng Xiaoping decreed decades ago that China must send tens of thousands of students abroad every year, ignoring worries about a brain drain, convinced that many would return to enrich the country with world-class human capital. In 2008, China launched a Thousand Talents scheme to woo back top-quality overseas academics with world class facilities and salaries. This has greatly boosted human capital and buttressed Chinaâs hi-tech capabilities.By contrast the higher educational debate in India is dominated by the provision of quotas for sundry castes. State after state has moved in this direction, and the latest constitutional amendment aims at a new 10% quota in private as well as government colleges. No political party attaches any priority to merit or excellence. We have a lobby for every caste, but none for excellence. - PRAYAGRAJ (UP): The mega Kumbh Mela, which began on January 15 and will continue till March 4, is expected to generate a revenue of Rs 1.2 lakh crore for Uttar Pradesh, says apex industry body Confederation of Indian Industry.Although the Kumbh Mela is spiritual and religious in nature, the economic activities associated with it generate employment for over six lakh workers across various sectors, CII said in a report.The Uttar Pradesh government has allocated Rs 4,200 crore for the 50-day Kumbh Mela this time, which is over thrice the budget of the Maha Kumbh in 2013, making the mega pilgrimage perhaps the costliest ever.
- NEW DELHI: The National Company Law Appellate Tribunal has held that the lenders of defaulting companies can initiate corporate insolvency resolution process against corporate guarantors without invoking CIRP for the principal borrowers.A three member bench of the appellate tribunal in a judgement said that corporate guarantors are also financial debtors."We hold that it is not necessary to initiate Corporate Insolvency Resolution Process against the principal borrower before initiating 'Corporate Insolvency Resolution Process' against the corporate guarantors."Without initiating any CIRP against the principal borrower, it is always open to the financial creditor to initiate CIRP under Section 7 against the corporate guarantors, as the creditor is also the financial creditor' qua (being) corporate Guarantor," said NCLAT bench headed by Chairman Justice S J Mukhopadhaya.Section 7 of the Insolvency & Bankruptcy Code (IBC) empowers a financial creditor either by itself or jointly with other financial creditors to file insolvency plea against its corporate debtor before the NCLT (National Company Law Tribunal).It also allows the lenders to suggest name of person to act as the resolution professional of the company."The provision of the I&B Code do not bar a 'financial creditor' from initiating CIRP against the guarantor, who comes within the meaning of corporate debtor," said the NCLAT.NCLAT's direction came earlier this month over a batch of petitions filed against an order of the NCLT Kolkata bench, where it has allowed the insolvency plea filed by the state-owned Rural Electrification Corporation (REC) against Ferro Alloys Corporation.REC had sanctioned a loan aggregating Rs 517.90 crore to Facor Power in May, 2009. For that, a corporate guarantee agreement was signed with Ferro Alloys, which had later pledged 19.80 crore shares.Later, Facor Power defaulted on repayment of dues and its account was classified as non-performing asset (NPA).Following this, lenders invoked the corporate guarantee and asked Ferro Alloys to pay the amount, due and payable by Facor Power, amounting to Rs 564.63 crore as on September 30, 2015.The tribunal had on July 6, 2017 admitted the application filed by REC under Section 7 and this was challenged before NCLAT by Ferro Alloys.However, NCLAT dismissed the appeal and said that as guarantee was invoked by REC against Ferro Alloys and demand was raised, the latter became a corporate debtor of REC.The bench also observed that in its annual report for FY 2016-17, Ferro Alloys had shown Rs 517.90 crore payable to the financial creditor and it was clear that the firm admitted the debt and in absence of payment, it was default.

This move has come weeks after the Bharatiya Janata Party's defeat in the Assembly elections in Madhya Pradesh, Chhattisgarh and Rajasthan and months before a challenging General Election.The Opposition is questioning the timing and the intent of the government. With the government having failed in employment-generation and India seeing years of jobless growth, jobs have become a national priority and an election issue.Has the government done enough to fill existing government vacancies? One of the world's largest employers is the Indian Railways and even they have failed on the job front. A Right to Information query the Indian Railways reveals a dismal picture with the Railways too.When asked for a breakdown of number of people retiring and the number of job opportunities generated over the last decade, the data was disturbing. The results show that that from 2008 to 2018, not even in a single year, did more people get jobs than the number of employees who retired. Eight years ago, in 2008-9, total No of Railway Employees was 13,86,011, which translates into the number of employees coming down by 77,688 in 8 years. According to the Railways, as on 01.09.2018, 2,66,790 (Provisional) of Group C and erstwhile Group D posts are vacant over zonal Rlys. - New Delhi: Reliance Industries has asked its partner Niko Resources to withdraw from eastern offshore KG-D6 gas block over default in payments for field development cost, but the Canadian firm has sought to stall the move by invoking arbitration, the companies said.Niko, which defaulted on payment of loans to its lenders, has been unsuccessful in seeking a possible buyer for its 10 per cent stake in Bay of Bengal block KG-D6 or securing financing for its share of the USD 5-6 billion R-Cluster, Satellite Cluster and MJ development projects in the block.In its third quarter earning statement last week, RIL stated that N?iko "defaulted on Cash Calls and accordingly default notice was issued as per the provision of Joint Operating Agreement (JOA)"."Since Niko did not cure the default within the default period, RIL and BP issued notice to Niko for withdrawal from Production Sharing Contract (PSC) and JOA and assign the participating interest to RIL and BP," RIL said. "In response to the notice, NIKO has served notice of Arbitration."Reliance is the operator of KG-D6 block with 60 per cent stake and UK's BP plc has 30 per cent interest.Niko, in a corporate update, said that it has on December 17, 2018 "received a notice from the non-defaulting parties requiring the subsidiary to withdraw from the KG-D6 PSC and JOA".The company said it was evaluating its legal options regarding the notice.Niko decided not to pay a KG-D6 Block cash call that was due in early October, 2018. This led to Reliance slapping a default notice under the production sharing contract (PSC).Under the terms of the joint operating agreement (JOA) between the participating interest holders in the D6 PSC, during the continuance of a default, the defaulting party shall not have a right to its share of revenue (which shall vest in and be the property of the non-defaulting parties who have paid to cover the amount in default).In addition, if the defaulting party does not cure a default within 60 days of the default notice, the non-defaulting parties have the option to require the defaulting party to withdraw from the D6 PSC and JOA.Niko had previously withdrawn from eastern offshore NEC-25 block due to cash crunch. Its 10 per cent interest was assigned to Reliance and BP. Subsequent to that, Reliance now holds 66.6 per cent interest in NEC-25 and BP the remaining 33.37 per cent.Niko said it has asked its lenders for a loan to fund its KG-D6 Block expenditures. "None of the Lenders is under any obligation to provide this loan facility and, to date, none of the Lenders have offered to provide this loan facility," it said.
- New Delhi: Infosys has hired over 7,600 staff in the US - more than three-fourth of its target of recruiting 10,000 American workers - and said it is making recruitment from local schools a "sustained effort" in its largest market. "...we have pretty much done 7,600-plus. We have opened five hubs now, we have announced six of them and we have opened five of them and we have hired 2,000 plus school grads - campus hires," Infosys President and Deputy Chief Operating Officer Ravi Kumar said in a recent investor call. He added that the company is "on track on localisation". North America is the largest market for Infosys accounting for 60.4 per cent of the topline, followed by Europe (24.2 per cent), rest of the world (12.8 per cent) and India (2.6 per cent) at the end of December 2018 quarter. The Bengaluru-based company reported 20.3 per cent increase in revenue from operations at Rs 21,400 crore in the said quarter. In May 2017, Infosys had announced that it will set up four technology and innovation hubs and hire about 10,000 locals in the US over a two-year period. Infosys CEO Salil Parekh, who took over the top job last year, has outlined 'localisation', along with strategic investments and enhancing company's digital capabilities as key areas of this three-year strategic plan. The strategy outlined focussed on stabilising the company's business in 2018-19, building momentum the next year, followed by acceleration in 2020-21. Kumar explained that Infosys has recruited from campuses, trained them, and then moved them into live projects. "This is a sustained effort, and as a part of our operating model, we would like to continue hiring in the US from schools, building a training infrastructure around it and then actually building a natural pyramid onsite as well. So, this is a sustained effort. It is going to continue as we go forward," he said. Infosys had announced setting up of technology and innovation hubs in Indianapolis (Indiana), Raleigh (North Carolina), Hartford (Connecticut), and Phoenix (Arizona). It is also establishing a design and innovation hub in Providence, Rhode Island. Infosys, like many of its peers, has been ramping local hiring in key markets like the US, the UK and Australia to tackle increasing scrutiny around work visas by various governments. In November last year, Infosys said it will set up three innovation hubs in Australia and create 1,200 jobs in the country by 2020 - a move that will enable Infosys to co-create and co-innovate alongside clients, academia and government to accelerate innovation as well as upskill talent in emerging technologies and solutions.
