In one stroke, it aims to address the stress in the farming sector, provide social security cover to the unorganised sector, and put more money in the hands of our tax-compliant middle class. The government must be applauded for presenting a holistic budget with an aim to boost Indiaâs consumption story while keeping a firm check on inflation.The budget unveiled a series of measures to address various facets of Indiaâs economy and was not limited by the fact that this was the last budget of a government before 2019 general elections. To my mind, reforms are a continuous process and governments can continue with such ideas and thoughts to take Indiaâs growth story forward.The farm package under âPradhan Mantri Kisan Samman Nidhiâ was the need of the hour to provide relief to small and marginal farmers in the country. The farmers have been battling several challenges, including drought in some pockets, rising input costs, erratic climate and lack of adequate remuneration for their output. The announcement to provide direct income support of ?6,000 per year for cultivable land of up to 2 hectares will provide assured supplemental income to the most vulnerable farmer families.Another significant takeaway is the social security net for the unorganised sector. Finance minister Piyush Goyal was spot on when he said half of Indiaâs GDP comes from the sweat and toil of 42 crore workers in the unorganised sector, working as street vendors, rickshaw pullers, construction workers, rag pickers, and domestic helpers. These critical cogs in Indiaâs economic wheel get no support from the formal economy. I wish to compliment Prime Minister Narendra Modi for arriving at a comprehensive social security cover for this segment of the society, where they will receive a pension of Rs 3,000 per month from the age of 60 and they need to contribute only Rs 100 per month till the age of 60 years.Beyond these immediate relief measures, the budget also drew a comprehensive outline and identified 10 core areas to build a New India by 2030. This vision perfectly complements the governmentâs mission to make India a $5-trillion economy in five years and a $10-trillion economy in eight years. The 10 dimensions range from building robust physical and social infrastructure for ease of living to expanding rural industrialisation, taking digital economy to all sectors, and lead the world in transport revolution through electric vehicles, renewable energy and energy storage devices. If future governments start to implement this vision with right policy measures, India will be firmly on track to be a developed nation in the coming years.However, it is critical that igniting the engines of growth on multiple fronts does not suffer from paucity of finances. Further, the government must ensure that the poor, the marginalised, and the rural economy are not left out even as the rest of the nation moves to the new orbit of development. Thus, social sector schemes must continue to help these sections of the society raise their standard of living.All this will require copious amounts of funds. It is here that the government must add an 11th dimension to its multi-pronged approach â" monetise what is below the ground.While our natural resources sector across metals and minerals hold tremendous potential, we cannot think of eradicating poverty if we import 85% of oil. We have to produce 50% of oil in this country. Same applies to anything below the ground, whether it is gold, coal, uranium or iron ore. An all-round development of Indiaâs natural resource sector will not only generate sufficient funds to boost various social sector programmes, but also generate a large number of jobs, create a vibrant and supporting ecosystem of processing units and SMEs, and usher in prosperity and quality life across the length and breadth of the country.It is high time the government focused more on under-theground exploration, not only to drive self-sufficiency and cutting dependence on imports but also to propel Indian economy towards the $10-trillion mark.

While the measures announced â" such as an assured income scheme, timely credit for cultivation and higher allocation for rural development â" are welcome, the budget did not have anything in it to push agri technologies that enable transparent price discovery and help farmers increase crop yields.Push to digital economyThe budget had some positive announcements to help accelerate Indiaâs transition to a robust digital economy. Over the next five years, it aims to create 1 lakh Digital Villages. It proposed that the tax department would process all I-T returns within 24 hours and issue refunds simultaneously. Going forward, all verification and assessment of income tax returns selected for scrutiny would be done electronically without any personal interface between taxpayers and tax officers. This is a progressive step as it will ensure privacy and objectivity, and make the department more assessee friendly.Social net for informal sectorThe proposal for pension to workers in Indiaâs vast informal sector â" Rs 3,000 per month from the age of 60 â" is welcome as it will provide a social security net for nearly 10 crore Indians.Tax boost for middle classThe budget sought to woo the middle class by offering a full income tax rebate for up to Rs5 lakh and hiking the standard deduction to Rs50,000 from Rs40,000. Higher disposable income thanks to these measures is expected to boost urban demand, which augurs well for overall economic revival.No new incentives for startupsWhile the budget did not have any new incentives to strengthen the startup ecosystem, the announcement of a national programme on artificial intelligence is a welcome move. It was disappointing to see that the sector did not receive any relief, such as a 10-year tax holiday for angel investors. While there were no specific measures to boost employment generation, it announced that the allocation for the national rural employment guarantee scheme would go up to Rs 60,000 crore.Healthcare, science & tech ignoredIt was disappointing to see the absence of any additional allocation for healthcare or incentives for science and technology. It also failed to announce GST exemption on cancer drugs â" an urgent need given the huge disease burden that India faces.Fiscal discipline maintainedThe government did well to balance the populist tone of the budget by signalling its commitment to stick to fiscal discipline. Overall, it was a budget that tried to address various stakeholder groups in the run up to the elections, without unveiling any big idea.

- Private equity firm Blackstone today bought Aadhar Housing Finance, affordable housing arm of Wadhawan Global for about Rs 2,700 crore, outbidding private-equity fund Baring Private Equity and Hero Fincorp. âBlackstone emerged as the winner for the affordable housing finance arm of Wadhawanâs Dewan Housing bidding the business at Rs 2,700 crore, which is three times the book,â said a source close to the development. The company was looking at this deal to free up capital and use the fund to ease liquidity pressure on Dewan Housing Finance. DHFL shares plunged 17.96% on Friday. The shares of DHFL has been under pressure after a news portal alleged that the company had diverted loans worth Rs 31,000 crore. The stock came under further pressure after reports about ministry of corporate affairs initiating probe on the allegations emerged. However, the company has denied receiving any letter from MCA initiating investigation, it has said that the allegations are made with mala fide intent to cause damage to the goodwill and reputation of the company. âThe board of DHFL considered and accorded approval to disinvest to BCP Topco VII, which is managed by private equity fund managed by Blackstone its entire shareholding held in Aadhar Housing Finance,â said DHFL in a statement. Wadhawan Global Capital, the holding company of DHFL owns 70%, International Finance Corp, the investment arm of World Bank around 17%, DHFL 9% and other minority shareholders hold the remaining 3-4%.Set up in 2011 after the merger of DHFL Vysya and Aadhar Housing Finance, Aadhar has operations in 13 states, including Uttar Pradesh, Madhya Pradesh, Chhattisgarh, Orissa, Jharkhand and Bihar.It provides loans to borrowers with incomes between Rs 60,000 and Rs 6 lakh a year. The average ticket size is about Rs 8 lakh. The company reported assets under management of Rs 7,966 crore as on March 31, 2018.In FY18, Aadhar Housing Finance saw a 52% jump in net profit to Rs 99.72 crore from Rs 63.98 crore a year ago.ICRA assigned an A1+ rating to the companyâs Rs 1,200-crore commercial paper in May.This is the second deal in the affordable housing space this year. In January, HDFC had sold its affordable housing subsidiary to Bandhan Bank. The potential conflict of interest with HDFCâs increasing focus in affordable housing segment was addressed by the deal. âConflict of interest was one of the coincidental benefits that we get that by virtue of merging with Bandhan, Bandhan Bank will be able to carry on the full platform of affordable housing loans,â Keki Mistry had said post merger of Gruh with Bandhan.

- The interim budget has reduced the uncertainty regarding NDA government coming back to power, Sunil Subramaniam, MD & CEO, Sundaram Mutual, tells ET Now. Edited excerpts: ET Now: There was something for all in this budget but from a market perspective, what would you say is the key takeaway because there is definitely that fillip to consumption and housing. He has given more money in your hands and of course direct benefits in case you want a second home?Sunil Subramaniam: From the market perspective, there are two things; in the medium term, earnings across all these sectors would get a boost because of the budget impact. There would be more income, more consumer durable purchases and but more importantly, the market had an uncertainty discount around the ability of BJP to come back to power. What this Budget has done in my mind is it has reduced that uncertainty factor and that premium.I expect overall valuations without that premium to actually lift the market because of the continuity factor. The government, over the last four years, has done a lot of work on infrastructure, roads and all of that but he needs to complete the work. There is an uncertainty in the market that if a different kind of government comes to power, they could roll back the reforms and that could prove to be a set-back for the economy. The mid-term election results had made the market apprehensive that Mr Modi may not be able to use this vote on account to get back some of the vote bank that he had lost.Piyush Goyal has done a brilliant job because he has addressed the unorganised labour segment which is poor. He has addressed the rural population and he has addressed the middle class through tax break. That should give confidence about the possibility of the NDA government coming back to power.ET Now: So you are saying that this budget speech has ensured that there will be a victory later this year?Sunil Subramaniam: That is a very strong statement. It has reduced the uncertainty. To say that they will win is not right because a large part of the population does not follow the budget. It has to be seen how this is communicated by the BJP at the hustings.ET Now: Who is to say that tomorrow Congress and its manifesto does not come out with promises as they have with the UBI? I do not know how it puts one in an advantageous position versus the other because promises will be made across the board in the runup to the elections. BJP used this forum to articulate their vision but other parties will come out with their pitch?Sunil Subramaniam: Yes you will but it is the credibility factor. The government had introduced a lot of pain through demonetisation. The very absence of those negatives from a budget perspective will be a help as also the fact that a government in power always has the capacity to start implementing. They have back dated the agri package from December 1, 2018 and so Rs 20,000 crore actually gets distributed in cash. That is hard cash and not a promise. That is one thing. Second, it is market perception and market plays on perception. See FIIs would also like to see continuity whether you and I like it or not.ET Now: Yes everyone likes consistencyâ¦.Sunil Subramaniam: Not just consistency, Mr Modi.ET Now: And market hates change.Sunil Subramaniam: Yes and they like Mr Modi. To the extent that they have an uncertainty premium around India and this is an election year. Let us say earlier they were 50% not sure, today they will be 60-70% sureâ¦ET Now: But will this certainty around policy consistency be associated only with Prime Minister Modi coming back or if the NDA comes back with another prime minister?Sunil Subramaniam: I think that is a million dollar question. From FII perspective, I would say Modi is important. I think clearly he has been the chief marketing officer of India Inc. You have to consider that continuity of Mr Modi is an important factor.ET Now: Now one event is behind us. We can already see the market absorbing that. How critical is it given that next week on Thursday you have the RBI policy. Will RBI now cut rates because the bond market is already reacting in a fashion and absorbing the budget outcome?Sunil Subramaniam: The bond market is factoring in the projected government expenditure increase and the financing. The RBI governor has multiple factors to take into account. So what does he take into account -- projected governmentâs borrowing programme, expected crude prices, expected food prices and their affect on inflation and the growth in the economy?The market had thought there would be a rate cut coming up in the RBI policy. What the market is saying now is that it is going to be a pause rather than cut because Mr Shaktikanta Das has to factor in this new fiscal math of borrowing. So what is he going to do? The market is uncertain but the commentary of the RBI, even without a rate cut will be tilted towards supportive. I expect the bond markets to bounce back.ET Now: There are clearly sops announced for autos, consumption will get a boost and banks are going to benefit from a couple of announcements. But the biggest fillip has come in for the down-and-out real estate sector. Do you think investors can now look at real estate from an investment perspective or is it at best a short-term trade?Sunil Subramaniam: A significant rerating will happen to the real estate sector because it has been on the receiving end of a lot of bad news like RERA) and the fact that affordable housing helped only those people with empty parcels of land.This Budget says that the government is looking positively at housing. This little bit of good news will bring cheer. I would say valuations will creep up but it would be very stock specific and not buying the real estate index. The second aspect of it is that ultimately financing is very critical. One of the things which is still negative from sector perspective is the absence of NFBCs, HFCs which are able to lend. While tier-1 NBFCs are doing alright, tier-2, tier-3 NBFCs have seen tightening of their yields in borrowing as well as unavailability of money. That also has to get freed up if the sector is to truly bounce back. Without financing, you cannot buy a house. Credit from NBFC sector has dried up because even part projects which they had released have stopped.ET Now: What is your closing comment?Sunil Subramaniam: The key positive take away from this is that the finance minister has done a very good job of addressing the vote bank and hence for me, the continuity of this governmentâs policies in is the biggest support to earnings growth.ET Now: What is the bad news?Sunil Subramaniam: The bad news is that fiscal math for the next year does not truly add up and they have completely cut out capex. The have kept fiscal deficit at 3.4%. When the proper budget comes and normal capex comes in, will 3.4% be sustainable? That is the grey area.
