Can govt save Rs 12k cr in the next oil bill?NEW DELHI: Prime Minister Narendra Modi today set a target to triple ethanol production in four years to help save Rs 12,000 crore in oil import bill by mixing the sugarcane extract in petrol as well as boost farm income.Speaking at a function here to mark World Biofuel Day, he said about Rs 10,000 crore is being invested in setting up 12 bio-refineries in the country that will produce fuel from crop stubble and residue as well as urban waste."Biofuels can help reduce import dependency on crude oil. They can contribute to a cleaner environment, generate additional income for farmers and create rural jobs," he said.Modi said fuel generated from sugarcane and crop residue not only gives additional income to farmers but also helps the environment by the safe disposal of farm stubble.The world's third largest oil consumer is dependent on imports to meet 81 per cent of its needs and substituting some of the fuel with biofuels will help cut import dependence.India started blending ethanol, produced as a by-product during the process of making sugar from sugarcane, in petrol during the first NDA regime in 2002. But the programme slowed almost to a grinding halt in the 10-year rule of Congress-led UPA.Modi said the programme to mix ethanol in petrol was revived when the BJP-led NDA came to power again in 2014."As a result of the efforts of the Centre, ethanol blending in petrol increased from 38 crore litres in the ethanol supply year 2013-14, to an estimated 141 crore litres in the ethanol supply year 2017-18," he said, adding this saved close to Rs 4,000 crore in oil import bill.The target, he said, is to raise ethanol production for doping in petrol to 450 crore litres in four years that will save Rs 12,000 crore in import bill.India spent nearly USD 88 billion (about Rs 5.9 lakh crore) on import of crude oil in 2017-18."Our target is to raise blending of ethanol in petrol to 10 per cent by 2022 and to 20 per cent by 2030," he said.Currently, petrol contains 3.8 per cent of ethanol.The bio-refineries being set up will generate about 1.5 lakh jobs in the entire value chain, he said.Also, the government approved the National Policy on Biofuels in June this year which seeks to produce fuel that can be doped in petrol and diesel from agriculture and municipal waste as well as crop residue, he said.Fuel is targeted to be produced from crop stubble, which otherwise is burnt every year causing pollution and erosion in soil's nutrient value. It can also be produced from damaged crops, he said, adding efforts are on to also generate fuel from urban waste as well as bovine excreta.He said bio-CNG generated from cow dung can be used as a fuel in transport vehicles to cut petrol and diesel consumption. "Biofuels have synergies with various government initiatives, including enhancing farmers' incomes, and Swachh Bharat," he said.Listing measures of the government on using environment-friendly fuel, he said recycled plastic is being used in road construction while electricity generated from solar panels is being extensively promoted.Besides, LED bulbs are replacing conventional lighting in railways and ports, he said.As many as 5 crore cooking gas LPG connections have been given to poor women households in the last two-and-half years to give them smokeless kitchens, helping improve their health and environment, he said.Modi said his government has raised minimum support price or MSP for 14 kharif (summer season) crops, fulfilling the promise of giving a rate that is 50 per cent more than the cost of production.Responding to critics that the increase was not commensurate with the promise, he said renowned agriculture scientist M S Swaminathan has in a recent article praised the government's steps to boost farm income.Also, the Fair and Remunerative Price (FRP) for sugarcane for 2018-19 crop year has been hiked by Rs 20 to Rs 275 per quintal and it now gives 80 per cent profit over the cost, he said."This enhanced rate will benefit crores of farmers," he said.The Prime Minister said schemes such as Jan Dhan, Van Dhan and Gobar Dhan are helping to transform the lives of the poor, the tribal population and the farmers.He said the transformative potential of biofuels can be realised only through the participation of students, teachers, scientists, entrepreneurs and the people.He urged everyone present to help take the benefits of biofuel to the rural areas.The Prime Minister also released a booklet on 'National Policy on Biofuels 2018'. He also launched the 'Proactive and Responsive Facilitation, by Interactive and Virtuous Environmental Single-window Hub' (PARIVESH), a web portal for speedy environment clearance of projects.

Singh Brothers directed to disclose foreign accountsFormer Fortis Healthcare promoters Malvinder and Shivinder Singh have been restrained from operating their bank accounts in India and Singapore for the moment as the Delhi High Court wants to understand whether they will be able to satisfy a Rs3,500-crore arbitration award against them.The Singhs, personally present at the high court on Friday, were questioned on the bank accounts and properties they held in India and abroad. This is the first time the brothers have made an appearance at the Indian court since Daiichi Sankyo initiated the arbitration award enforcement proceedings against them in 2016. Justice Rajiv Shakdher, currently hearing the case, suggested the brothers should declare themselves insolvent if they were unable to pay Daiichi's award, but that their assets could not be kept away from the court in this matter. The court will hear this case next on September 5.“If they don’t have the money, why don’t they declare themselves insolvent? Either they have the money or they don’t have the money,” Justice Shakdher told the Singhs’ counsel on Friday.In the meantime, the judge has not passed any orders to block an upcoming extraordinary general meeting (EGM) on August 13 for Fortis shareholders to approve a proposed deal between the hospital chain and Malaysian healthcare group IHH. Daiichi had sought to stall this EGM claiming that its second proposal to de-promoterise the Singhs would “cut the umbilical cord” tying the brothers to Fortis Healthcare and would leave the Japanese firm “with nothing”.The court directed the Singhs to disclose details of bank accounts held in India and outside the country, including statements of these accounts from April 2016 till present. The brothers will also have to disclose any property held in India and abroad.Apart from this, the Singhs’ holding companies RHC Holding Pvt Ltd and Oscar Investments Ltd, have also been directed to place on record bank statements for the same period.Malvinder Singh has been directed not to finalise any sale or transaction related to an apartment he had bought in Singapore, for which he had taken a loan from DBS bank. Singh was in the process of finalising a sale of this property as he is unable to pay the EMI.The court has directed him to produce the apartment’s title document as well as the gift deed for a sculpture, valued at over Rs7 crore, that he had gifted to his daughter last year.Any additional bank accounts previously not disclosed would also have to be disclosed, according to the judge.During the proceedings on Friday, Shivinder Singh told court that an inherited property in India had already been encumbered and was sold for around Rs 185 crore to pay back IndiaBulls.He also told court that the Singh family had “nothing” to do with Religare Health Trust in Singapore, which holds 12-14 assets that Fortis Healthcare plans to buy back following its Rs4,000-crore deal with IHH. Daiichi had argued that the brothers held stake in the foreign trust, but Singh clarified that the family was not receiving any benefits from this trust since he and his brother were de-promoterised as shareholders.He further added that the family “never” held any stake in Prius Commercial Real Estate Pvt Ltd after Daiichi raised issue with the brothers’ reported talks to sell six commercial properties held by the company to Black Rock for a consideration of Rs 1,000 crore.His stake in Fortis Healthcare are “as good as nothing now” and the shares he held in the company were already transferred towards part payment of Daiichi’s award, he said.The Singhs’ “extensive” negotiations with “motivated” buyers to secure a deal for their controlling stake in Fortis over the last year had been “thwarted” by Daiichi’s constant interventions at court, according to the brothers’ reply at court.The brothers’ controlling stake in Fortis was diminished following an order by the Supreme Court in February this year that allowed banks to invoke and sell Fortis shares pledged to them, argued their counsel, Amit Sibal. “We were trying to avoid a fire sale,” he said. “At every stage, we were trying a stake sale,” he added.However, Justice Shakdher also questioned the counsel over why they did not disclose the existence of a top-up agreement that was linked to the brothers shares in Fortis pledged to different banks when they had disclosed the value of their unencumbered assets to court last year.While the brothers did not divest unencumbered shares following their disclosure, the top up agreement allowed banks to encumber more shares if the value of Fortis’ stock dropped below a certain threshold, explained Sibal. “How can you file an affidavit that only speaks half-truth?” Justice Shakdher asked.During the last hearing on August 1, the court had summoned the brothers in order to understand the assurances that they had given last year to ensure that sufficient funds would be available to satisfy Daiichi's award.Justice Shakdher had told the Singhs' counsel that "somebody" would have to "cough up" Daiichi's money or "go behind bars".

IndiGo to use cash 'wisely' amid uncertainties in aviation sectorIndiGo's parent InterGlobe Aviation today said it would utilise cash "wisely" and weather the current storm in the aviation sector even as it indicated that hiking airfares could become counter productive.No-frills airline IndiGo is the country's largest carrier with nearly 41 per cent market share.At InterGlobe's annual general meeting today, the company's Chief Financial Officer Rohit Philip said it is cautious from the financial perspective in "using cash wisely" as he sought to allay shareholders apprehensions about the prevailing scenario in the airline industry."We also want to be cautious with our cash balance given that uncertainty in the economic environment. You always have to preserve cash in this business, we are obviously very cautious from the financial perspective in using our cash wisely," he said.The aviation industry is grappling with multiple headwinds, including high fuel prices and low fares amid intense competition.The company's Co-Founder Rahul Bhatia harped on the low structure model and "cash in bank" to grow and sustain in the industry, fearing any move to raise fares would prove counterproductive.According to him, it is inconceivable that an entity other than the one which has the lowest cost structure and the strongest balance sheet would prevail."For us to start to raise fares, I think that would be counterproductive to what we are trying to do... whatever is happening in the market, I think we have been intelligent about keeping cash in the company and to weather the storm that is currently in play," he said.InterGlobe reported a 97 per cent fall at Rs 27.79 crore in the three months ended June -- the biggest-ever drop since getting listed in 2015.InterGlobe's senior executive Gregory Taylor said the trend in the Indian market has been contrary to the worldwide market. In India, fares on tickets booked 15 days prior to departure are going down "significantly".This is due to competition among airlines to get their seats filled. "Our view is that this is not sustainable", he said.IndiGo has placed orders for 430 A320 neo planes to be delivered over a 10-year period.

The aircraft with these engines are safe to fly," he added.Speaking at the company's annual general meeting here, he said, "when you hear an aircraft is grounded means it is a planned action to put an aircraft out of service to change an engine because we know some engines are to be exchanged after certain period of time"."This is a process well established," he said against the backdrop of the airline grounding six aircraft since July due to P&W engine issues.At present, IndiGo has a fleet of more than 170 aircraft, including 40 A320 neo planes.During February and March this year, 14 planes -- 11 of IndiGo and three of GoAir -- were taken out of operations due to P&W engine issues on the directions of the aviation regulator after a series of mid-air shut downs were reported by the two carriers.In the 2017 June quarter, IndiGo grounded nine A320 neo planes due to engine issues.
