Late rains have delayed harvesting. But farmers such as Lakhowal also say government subsidies wonât help. âIn my area, there are only about 1-2 machines to remove stubble per village. Renting them will add around `5,000 per acre to our paddy harvesting cost.â For the ban on stubble burning to be effective, he says, the central government should pay Rs 200 per quintal as compensation to farmers.âThe machines that clear stubble, such as rotavators, are very expensive,â says Lakhowal. âSince the centre and state announced subsidies on them, the manufacturers have hiked prices.âState government agencies continue to be hopeful their steps will tackle stubble burning and pollution this year. âWe are continuously monitoring the ambient air quality across Punjab,â says SS Marwaha, chairman of the state pollution control board. âSo far this year, we have got reports of less burning incidents from across Punjab. The state agriculture department is working with us. We are certain that over the next couple of weeks, there will be much less stubble burning.âThe state agriculture department and the Punjabi University, Patiala, have deployed 8,000 volunteers to check burning in villages and to educate farmers. Sarpanchs and farmers in 4,000 villages have already been sensitised, say officials.Today, more farmers are aware of the environmental risks of stubble burning, says BS Dhillon, the vice-chancellor of Punjab Agricultural University in Ludhiana. âWe have been trying very hard by campaigning in villages and training farmers. Though a change will not happen in one season, things will get better,â he adds.There is a long way to go before stubble burning is completely eliminated, says Tejpal Singh, general manager of Mansa-based power plant Viaton Energy, but this could be a better year than the previous one. The 10 MW thermal power plant he heads uses crop residue to generate power. âWe have a target to collect over 70,000 tonnes of paddy residue for our plant this year compared with 55,000 tonnes in 2017.â However, he warns, unless the issue of change in cropping pattern, with less dependency on paddy, is addressed, the problem will linger. Six power plants in the region used 4.5 lakh tonnes of paddy straw last year as raw material.Farmers in some villages seem to have realised the danger of crop burning. Ranvir Singh, an ex-serviceman who farms on two and a half acres in Karor village, Rohtak district, in Haryana, has not burnt stubble for the past couple of years. He is working with panchayat members in his village to spread awareness against the practice.It is undoubtedly an embarrassment for India when the capital and its adjoining areas are covered with grey smoke for weeks, as has happened in the recent past. Perhaps the pall of smoke will abate this year.
- A slew of factors is now nudging both Indian consumers and policymakers to rethink. Feedback Infra Chairman Vinayak Chatterjee says the new Metro Rail Policy with its thrust on creating a Unified Metropolitan Transport Authority that factors in multi-modal transport is a turning point for metro mobility. âUnlike China with infra overcapacity, in India demand precedes supply. India will have its own evolution curve,â says Amit Singh, cofounder, Shuttl, a bus-pool service. A slew of shared mobility providers â" Vogo Rentals, Yulu, Ola Pedal, Rapido and Bounce â" are entering the fray. Being price sensitive, Indians have a high propensity to experiment if price points are attractive, says Maini. Gre g Moranâs Zoomcar started in 2013 and today has 6,000 cars in 38 cities. People under 30 are its biggest customer segment. âItâs not about money but convenience and flexibility. For the young, experience is more important than ownership. We are growing well,â Moran says. Cab-hailing apps, too, are doing well â" from one million in 2015, Ola and Uber log 3.5 million daily rides today, according to industry analysts. âCars and cabs solve problems for barely 10% of Indiaâs commuters. Others have no options,â says Shuttlâs Singh. Shuttl, which started in 2015, today does 55,000 rides per day in Delhi and Kolkata with 1,000 buses and hopes to grow 10-fold and expand to 10 cities by 2020. Last-mile connectivity, the biggest bottleneck, is seeing new entrants from bike taxis to e-rickshaws. Scooter sharing startup Vogo rolled out its services in 2016, has 1,000 scooters and is present in Bengaluru and Hyderabad. By 2020, it hopes to have 500,000 vehicles doing a million rides a day. While India will still have millions for whom buying cars will remain aspirational, increasingly, for the welloff, upwardly mobile, the charm is waning. In the digital era, expect them to evince behavioural patterns of the West far earlier in the income/consumption curve. âMajor car MNCs are redefining their business around mobility rather than just selling cars,â says US-based Harvard Business School professor Willy Shih. Motown India might do well to factor this as part of their strategy for the subcontinent.

This is not like the beginning of a bear market and what has fallen could fall more! If 60% fall does not constitute a bear market, I do not know what is. The dichotomy here is that the broad market is extremely oversold and in a fundamentally bear market, the price is gone completely, but the index does not tell you any such story. The idea is to leave the index out, look at fundamental bottom-up stock picking and you will find that the baby and the bath water have been thrown out together. It is possible to generate a lot of alpha by being stock specific. I will take that point slightly forward. Ignore the index but look at small and midcap stocks. That is what any investor should do. But the charm of mid and smallcap stocks is already over because liquidity will not come back in hurry there⦠But businesses that earn cash flows will and valuations will hold. So in the short run, you may be getting 3 times EV/EBITDA or 2 times EV/EBITDA. It is going to stay. Businesses that survive this will actually give you the same. Markets have a short memory. Tomorrow, if FII flows reverse and liquidity is back, they will obviously not just stay in the front lines but also expand their scope of purchase and if that happens, why should you believe that some of these midcap stocks cannot double and treble from here and still be 20-30% off their peaks? The bears are insisting that emerging markets have fallen but developed markets have not fallen yet. The leadership in FAANG stocks is getting shaken up and they can come down a long way because US has had a 10-year bull market. Is there merit in considering that when US markets start correcting, it is going to add more downside here? I would say the other way around. I keep going back to this. The broad market has corrected, make no mistake about it. Stocks have fallen 60-70-80%. Whether that constitutes a bear market move or a bull market correction of a high order is semantics. The reality is there are multiple stocks that are down 60-70-80% and you need to take a look at those and evaluate them for what they are. If the business is going to die, it is a different story but if those companies are going to continue producing numbers, maybe growth will slow down but many of them, quoting at 12 and 15 times EV/EBITDA multiples, are now at between 3 and 5. The reversion back to an 8-10 will happen. I have no doubt that money making had become easier over the last several years but the reality is money making is never meant to be that easy where people just forgot everything else, left industry and put in money assuming that the portfolio will grow. The market does not owe anything to you to continue growing your portfolio forever. So, the first takeaway is if your portfolio has fallen less than the broad market, one way is to stress test your portfolio. The other way is to put in some money in smaller quantities but hold it for longer periods of time. Let me try and generate returns through that. I do not believe that you are going to get a dart board competition where you literally throw anything and are going to have the stock go up 30% or 50%. Those days are over and you will have stocks in your portfolio that get crushed and those that will outperform. But as a whole, you need to be a stock picker today. Currently, the narrative is centred around liquidity. After six weeks, it will be centred around state elections and next year, it would be centred around general elections. Should we just ignore all the noise? Okay, let us put it differently. Let us say you know these factors, what are you going to do? Are you going to sell down your portfolio and walk away? Ideally you should not? History tells you that when uncertainty is on the horizon, markets may react but at the end of the day the market wisdom is already there in the prices. That is the nature of the beast, forward looking⦠A lot has already happened. If you believe that the markets are now suddenly going to say that liquidity is getting tight, let us move in NBFCs -- 50-60-70% . I am not moving up from these levels indicates that the market is sensing something much worse than what we have all put together. At one level, I would actually argue that much more than what we are aware of has been built into the price but because prices are as attractive as they are, we should be out there shopping. You are not a trader and so you will not go short. But other way of having a bearish view is that you raise your cash levels. Are you fully committed to this market or do you agree with Mr Rakesh Jhunjhunwala who always says that in India you can find a buffet, there are so many things which you can buy? In a market like this, you will always find your cash short. From a personal perspective, I am about 30% in cash. Why is that? I always keep between 15% and 20% cash in any case. I am never 100% invested. I have raised that to 30% and in the next three-six months, I will probably come down to only 10% level because I will be redeploying all of this because the opportunities are huge. We need to see that the impact of liquidity affecting businesses is not very clear in the first week of that. As we meet more NBFC and other managements, the transmission of credit is just not happening. Banks are getting refinanced. How does that move to an intermediate lender like the NBFC and a final consumer is not very clear. Right now, I cannot see that transmission taking place. I am nervous only from that perspective but when I see prices, I get a feeling that a lot of it is baked in. We spoke about the benefits of index investing a couple of quarters ago and that is the way the world is moving. And it has played out. You just said ignore the index right now. What are you trying to imply? I said for those who are not in the market, passive investing by putting money in the index would actually benefit it because a lot of changes that took place of which we were not even aware of in terms of mutual fund classification, etc, has helped. It is not that I was prescient, but I just felt that a passive investment strategy at that time was making sense because markets were running away. At that point in time, individual investors were better served not putting money into individual stocks which they have no idea about and it was better to do it through the index. Today, the way I see it is you may want to expand that to say some midcap portfolios, some diversified and maybe even put some money into debt funds. That is the way moving forward because debt returns cannot be sustained of these levels. A lot of foreign money will come into capture 74 rupees to a dollar and 8 plus per cent on the long bond.
