In January, it came out with a restructuring scheme for loans to micro, small and medium enterprises (MSMEs).âWe are hopeful to see some announcement on PCA soon,â the finance ministry official said. The RBI has already agreed to extend the transition period for implementing the last tranche of 0.625% under the Capital Conservation Buffer (CCB), by one year up to March 31, 2020.

In an interview with ET's MC Govardhana Rangan and Joel Rebello, the former Bank of America executive lays down his priorities in building a conservative bank, with profitability as the central motif. Excerpts:You have been here for a couple of months now. Your estimate of the good, the bad, and the uglyâ¦I did not find anything ugly. I went through a macro review of large accounts which are BB and below and the impression I got is that represents our stress book. About 98% of our slippages have come from the stress book for the last couple of quarters. Our risk management and credit monitoring systems are working and whatever we are showing is what it is.Where does that lead you to?We want to move toward conservative provisioning policies. In retail, our provisioning norms are more conservative than what the RBI advises. Why are we not having similar conservative norms on the wholesale side so that the market gets the comfort that we are providing conservatively? It could mean that our recovery rates get better but it will provide comfort to shareholders that our policies are broadly conservative. May be, we could not afford that earlier but now we can and we should. I am not trying to throw the kitchen sink but trying to come out with a templated provisioning norm that is permanent and broadly formula driven. And once we do it, whatever happens, we have to recognise it.What is your diagnosis?The bank has been under pressure for a long period. When we started thinking about the strategy to get the growth mindset back again, everyone responded very well. There have been some pressures over the last couple of years because of the high provisioning and some operational issues. So, I think the bank was also waiting for someone to come and say that, yes, we have gone through a crisis, we are not completely out of it, but yes we can get our glory back. Because I had not taken over and there was an overlap period, I had the opportunity to meet a lot of people one to one in Axis and also time to reflect back on what can be done. Whatever strategy document we have outlined to the senior leadership of the bank has taken 90 days of hard work. We are quite clear on what we want to do. The confidence level is high.Growth, profitability and sustainability are your mantras now. But historically, achieving all three has been impossible and Axisâ own history shows that. How would you do that?First, we intend to achieve the growth and profitability without sacrificing any of the risk norms that we have decided in the recent past. We are not trying to achieve any growth or profitability by going down the credit risk path. We are very clear we have to continue to drive our risk management practices, get better at it and our credit standards have to remain where they are or get more conservative. It cannot get worse.Insurance was always the missing piece with Axis. Having run an insurance business, are you considering an insurance buyout?We have a great relationship with Max Life on the life insurance side and Tata AIG on the general side and we also have relations with Apollo Munich, and LIC, of course. Over the last couple of years, a number of insurance companies have approached us to take a large stake in their businesses and become a manufacturer. There is a value in being a manufacturer. If you want to be a long-term partner, commit ourselves into a company where we have a large equity stake, then we need to get some share for that as well. A number of options are on the table and we've been talking about that internally. In the undefined near-future, we'll look at it and close the deal in the next six to nine months and see the result of it.Is it the company (Max Life) you were looking to buy in your previous avatar at HDFC Life, but slipped away?Now that the transition is done, we want to assess all the options we have and take a call soon. No point sitting and doing nothing because anyway you are leaving money on the table. Maybe, next six to twelve months (are) tentative, but the deal has to be right because it will be an important deal and we want to do it the right way. We have a couple of options. What you're referring to is on the table. Let's see how it goes. That process, apart from talking to potential suitors, has to be approved by the board and signed off by various people including in some cases the regulator. It is always better to sign someone you know. If you look at our experience with all the three partners, it has been very good.Here in Axis, thereâs also the threat of a predator waiting to pounce. How do you deal with that?The best way to react to a predator is to focus on your business and do such a good job that the predator goes away because you become too expensive. Thatâs the message I am giving internally. If we donât too well enough, someone will come after us at some stage. We are a great franchise at the end of the day which will be valuable to anyone. So it is important that we do well and consistently so that the price of acquiring is so large that we can turn the tables and say rather than you acquiring us letâs talk the other way. Otherwise, yes we are quite large and potentially many people can think of acquiring us. But that is not something we should worry about. Letâs focus on the task before us. If we can keep executing well, thatâs something we donât have to worry about.You spoke about being conservative and at the same time profitable. How do you achieve that?The appointment of Deepak (Maheshwari) should testify that very clearly. He is a person with 40 years of experience. When he left HDFC Bank, he was the head of wholesale credit. In Federal Bank, he was head of the committee of directors which approved all the loans. He is a credit veteran and by making him report to me I am sending a very clear message in the bank that we are not going to dilute standards. Sustainability is also about our operational risks. We need to invest in technology in some areas where we are behind. The point is that it has to be better.Growth and profitabilityâ¦.On the growth and profitability side, our market share in the overall context is not very large like an SBI. Our credit growth is decent. Public sector banks are also restrained in terms of capital. Also only large NBFCs can lend now. All these things are happening so we can grow at a faster pace than the past very easily. We are not talking about some astronomical growth. If we grow at a faster pace and then keep driving our portfolio mix based on risk adjusted return on capital and continue to focus on costs, we can deliver both together.In the past five to six years, the chunky growth came from term loans that hardly moved recently. Where will the growth come from?While we are pivoting toward working capital loans, our share is still 35% and industry average is near 60%. So, we still have some way to get close to the average. Our retail book has grown 25% consistently for the last five years. The reason why retail has not done better is because 50% of our book has come from home loans and we have de-emphasised home loans for the last couple of years because the risks adjusted returns were not very good there and pricing was driven down to compensate for a bad credit cycle. We have created an ecosystem to capture that customer for some other product. So we believe that we can get the growth back in the home loan side, which will help us deliver retail growth.You hired Deepak and now there is talk about other hires also. All these hires have an HDFC Bank background. Are you creating an HDFC Bank here?Absolutely not. Our culture is different and we bring different strengths to the table. We have gone and looked at the talent around. Some of the names that people are speculating have left HDFC Bank quite some time back. Yes HDFC Bank is their foundation but donât forget that HDFC Bank is the leader in the retail side. From a cultural perspective, we do want to move to a process way of selling. Only if you have a defined sales process, you can get to be the best in class. HDFC Bank has done a very good job to ensure that sales process is institutionalised in the retail bank and across its businesses. We are not saying that we are replacing talent. We had to appoint the head of wholesale and coverage because they were not there. We moved Rajiv because he had done retail for a long time and he wanted to explore something else and he had been a markets guy; so, it made sense. We have to appoint the head of retail and we can look at internally and externally and have decided on something.

- Will the former ICICI Bank chief executive Chanda Kochhar have to repay the lender about Rs 350 crore due to the bankâs invocation of the termination clause? Back-of-the-envelope calculations by ET showed that Kochhar may have received up to Rs 343 crore in employee stock options (ESOPs) issued since FY09 and about Rs 10 crore as cash bonus.Data collated by ET from the bankâs annual reports showed that 94 lakh shares were issued to Kochhar between FY09 and FY18, the period for which the bank has sought a claw-back of all dues and stock options. But it is not clear yet how many of those options had been exercised and vested, and how many are yet to vest.Between FY09 and FY18, Kochhar received shares in all the years except in 2009, the bankâs annual reports showed. Based on Wednesdayâs closing price of Rs 365 per share, the value of Kochhar's accumulated ESOPs awarded in the period aggregates to Rs 343 crore. To be sure, the total value of the shares assumes that she has taken the entire stock allocated in the ESOPs.
- MUMBAI: Indiaâs second largest private lender ICICI Bank has decided to scrap designations at senior management level to inspire more efficient teamwork by making the processes less hierarchical, officials said.Designations at the bank will now be indicative of the function or the job that a person is expected to perform. Executives at the senior management level will have the job title of âheadâ followed by their function or department, they said.Grades such as assistant general manager, deputy general manager, senior general manager, and general manager will be removed from the title and will be used only for internal annual appraisals for increase in salary and allowances.âWe are taking a fresh look at our structures, processes and systems, and we are moving to role-based designations at the senior management level,â a bank spokesperson said in an email response. âThese role-based designations are being aligned with appropriate decision-making powers so that we can respond to market opportunities in a faster manner.âKRamkumar, former executive director and head of human resources at ICICI Bank, said, âICICI is possibly trying to align itself to the new generation and positioning the organisation for the next 5-6 years. Organisations move to role-based designations from level/grade- based designations when they want to move away from hierarchical thinking to functional thinking focusing on the accountability of the role.âHR experts said the challenge is to have the culture to pull it off.âThat could be the conceptual anchor for such a moveâ¦but the question is whether you have the culture to pull it off and that is the challenge,â said Ramkumar, founder of Leadership Centre, that works in leadership consulting and research. âMy guess is ICICI will manage to make it work.â
- New Delhi: The government may not push for changes in board-level committees of the Reserve Bank of India after the recent thaw in relationship between the two, said a senior government official.The government had made a case for expansion and more active participation in the Board for Financial Supervision (BFS) and the Committee of the Central Board (CCB), the two important committees where there is no government representation.âSince under the previous regime the communication lines were virtually closed, we had sought such representation to raise our concerns. Now, things have changed,â the above quoted finance ministry official said, adding that the turnaround in the relationship is visible with RBI governor Shaktikanta Das attending the recent meeting with state-run lenders held by the finance ministry.Relations between the regulator and the government had deteriorated before Urjit Patel resigned as RBI governor on December 10, 2018. The government appointed former bureaucrat Shaktikanta Das, who then took charge on December 12.According to a finance ministry official, the government has also moderated its stance on relaxation of the prompt corrective action (PCA) framework and is agreeable to only performing lenders being given some relief.RBI, after its central board meeting in November 2018, had said: âWith regard to banks under PCA, it was decided that the matter will be examined by the Board for Financial Supervision (BFS) of RBIâ.There has been no announcement so far on any changes to PCA.âThe RBI is in agreement that there is a need to support prudential lending. Around 2-3 banks should come out of PCA by the end of this fiscal,â the above quoted finance ministry official added.
- As part of its effort to give greater chance to foreign workers who have received higher education from the US, the Trump administration on Wednesday formally announced a new rule related to the filing of H-1B visas, asserting that it is more efficient, effective and helps in attracting best talent in the US.The final rule reverses the order by which US Citizenship and Immigration Services (USCIS) selects H-1B petitions under the regular cap and the advanced degree exemption.Among other things, it introduces an electronic registration requirement for petitioners seeking to file H-1B cap-subject petitions.To be published in the Federal Register on Thursday, the new rule will go into effect on April 1, though the electronic registration requirement will be suspended for the fiscal year (FY) 2020 cap season, USCIS said.âThese simple and smart changes are a positive benefit for employers, the foreign workers they seek to employ, and the agency's adjudicators, helping the H-1B visa programme work better,â said USCIS Director Francis Cissna.Early this month, President Donald Trump said that he wants to bring in changes in the H-1B visa systems so that holders of these visas can stay in the country and accelerate their path to citizenship.The H-1B visa, popular among Indian IT professionals, is a non-immigrant visa that allows US companies to employ foreign workers in speciality occupations that require theoretical or technical expertise.The new registration system, once implemented, will lower overall costs for employers and increase government efficiency, he said.Cissna said USCIS is also furthering Trump's goal of improving the immigration system by making a simple adjustment to the H-1B cap selection process.âAs a result, US employers seeking to employ foreign workers with a US master's or higher degree will have a greater chance of selection in the H-1B lottery in years of excess demand for new H-1B visas,â Cissna saidEffective from April 1, USCIS will first select H-1B petitions (or registrations, once the registration requirement is implemented) submitted on behalf of all beneficiaries, including those that may be eligible for the advanced degree exemption.Thereafter USCIS will select from the remaining eligible petitions, a number projected to reach the advanced degree exemption.Changing the order in which USCIS counts these allocations will likely increase the number of petitions for beneficiaries with a master's or higher degree from a US institution of higher education to be selected under the H-1B numerical allocations, a media statement said.Specifically, the change will result in an estimated increase of up to 16 percent (or 5,340 workers) in the number of selected petitions for H-1B beneficiaries with a master's degree or higher from a US institution of higher education.USCIS will begin accepting H-1B cap petitions for fiscal 2020 on April 1, 2019. The reverse selection order will apply to petitions filed for the FY 2020 H-1B cap season.Based on the feedback, USCIS said it has decided to suspend the electronic registration requirement for the fiscal 2020 cap season to complete user testing and ensure the system and process are fully functional.Once implemented, the electronic registration requirement will require petitioners seeking to file H-1B cap petitions, including those that may be eligible for the advanced degree exemption, to first electronically register with USCIS during a designated registration period.Only those whose registrations are selected will be eligible to file an H-1B cap-subject petition. USCIS expects that the electronic registration requirement, once implemented, will reduce overall costs for petitioners and create a more efficient and cost-effective H-1B cap petition process for USCIS and petitioners, according to an official statement.
- New Delhi: Diversified group RJ Corp-owned Varun Beverages (VBL) is set to acquire PepsiCoâs company-owned bottling, sales and distribution operations in South and West India for its carbonated drinks business and the announcement is expected within this week itself, a top official directly aware of the developments said. This will give the BSE-listed VBL national franchise ownership of the New York-based PepsiCoâs India bottling operations. VBL is already the franchise partner for PepsiCoâs bottling operations in the North and East and accounts for over 51% of its India sales volume.âThe details of the deal have been finalised; senior managers are going to key cities to meet employees and brief them about the change in franchising. A few regulatory approvals are pending and the announcement to employees about the franchising is expected very shortly,â this official said.ET had reported in its January 14 edition that PepsiCo and RJ Corp are in advanced talks for the same.The maker of soft drink brands Pepsi and Mountain Dew has been divesting its bottling operations globally to operate asset-light businesses across world markets. The transaction will involve largescale transfers of employees and assets.âClose to 200 employees across functions and levels have quit over the past 12-15 months, the company hasnât been able to attract much top-tier talent and carbonated soft drinks as a category has lost resilience,â this official said.The size of the deal is expected to be anywhere between Rs 2,400 and Rs 2,700 crore which is more than RJ Corp had paid in 2014 for PepsiCoâs bottling operations in the North and East. The business is about 130 million cases of carbonated soft drinks plus water, the official quoted above said. PepsiCo will continue to own the brand name and sell concentrates to franchisees, while sales and distribution will be operated by the franchisees.The $1.6-billion RJ Corp, among PepsiCoâs top three bottlers globally, has been associated with the beverage and snack maker since close to three decades. Its businesses include franchisee operations for Yum Restaurants-owned Pizza Hut and KFC and Coca-Cola-owned coffee chain Costa Coffee â" both are operated under RJ Corpâs other group company Devyani International (DIL). Besides, DIL runs its own Cream Bell brand of dairy products and grocery retail chain JMart.

Without these gains, the benchmark indices would have probably been in a bear market. The Sensex and the Nifty have lost 1.2 per cent and 3.6 per cent, respectively, since February 1 compared to 17.46 per cent fall in the MSCI Emerging Market Index.
