- Finance Minister Piyush Goyal will present the Interim Budget in the Lok Sabha today that could virtually be a full-fledged budget of the Modi government ahead of the General elections in which tax sops for the middle class and the corporates could be expected along with a relief package to address agrarian distress and the stressed small scale industry sector.Goyal, who has been given charge of the finance portfolio in place of Arun Jaitley who is in the US for medical treatment, is widely expected to break tradition by going beyond a vote-on-account budget by showering sops in various categories.Normally, close to the general elections, an Interim Budget is presented mainly to seek a vote-on-account for four months to keep the wheels of official machinery running for ongoing programmes so that a new government could present a full budget.Minister without portfolio Arun Jaitley had already indicated that the Interim Budget may go "beyond the traditional " vote-on-account as tackling agricultural challenges "can't afford to wait".For the record, the government on Wednesday maintained that the budget will be called "Interim Budget 2019-20" after media reports described the coming exercise as a "General Budget".The income tax sops could include a rise in the threshold exemption limit for middle class tax payers, considered a big constituency of the BJP. The exemption threshold could go up from the present Rs. 2.5 lakh to Rs. 5 lakh per annum. The corporates have also been clamouring for reducing the peak rate from 30 to 25 per cent.The agriculture sector is set to receive good attention from the government after the recent election defeat of the BJP in the Hindi heartland states of Madhya Pradesh, Rajasthan and Chhattisgarh on the back of stress.Direct investment support upto Rs. 15,000 per hectare for small and marginal farmers on the lines of a mix of the Kalia scheme in Odisha and the Rythu Bandhu scheme in Telangana is widely expected to be announced in the budget along with interest-free loans and nominal premium on the crop insurance scheme.Another option is to look at reworking the Bhavantar scheme, implemented by the erstwhile BJP government in Madhya Pradesh, under which farmers are compensated for the gap between Minimum Support Price and the market price. Cold chain and provision logistics for famers will get a push to benefit them in marketing their produce.For the stressed micro, small and medium enterprises (MSME) sector, hit badly by the demonetisation decision of 2016 and GST implementation following that, the budget could contain incentives and easier flow of credit.There are concerns that the expected giveaways could lead to ballooning of the fiscal deficit, especially in the wake of the shortfall in tax collections, particularly GST revenue.This is expected to pose a major challenge to the government to meet its fiscal deficit target of 3.3 per cent of the GDP even as it has maintained that the shortfall would be made up by higher direct tax collections.The Goods and Services Tax (GST) revenue, which crossed the Rs 1 lakh crore mark only twice this year - in April and October - has remained largely subdued for the rest of the year and in the range of Rs 94,000 crore to Rs 97,000 crore per month against the annual GST collection target of Rs 13.48 lakh crore, which translates to a monthly average target of Rs 1.12 lakh crore."After the failed budget promise of enhanced procurement of crops through a revised Minimum Support Price (MSP) formula in 2018-19, announcements to be made on February 1, 2019 will be the last opportunity for the government to woo a larger section of society through an interim budget, as against a vote-on-account, by altering both taxes and outlays on schemes," said a report last week by JM Financial Institutional Securities.
- MUMBAI: Former ICICI Bank chief executive Chanda Kochhar has hired the services of securities law expert Somasekhar Sundaresan to launch a defence against charges that she violated the bankâs code of conduct and the clawback of financial benefits she is entitled to in her nine years at the bankâs helm.Sundaresan, an independent counsel and former head of the securities law and financial sector regulatory practice at J Sagar Associates, confirmed that he has been hired by Kochhar as her legal representative.âWe are yet to receive a copy of the Srikrishna report. Only after we receive a copy will we decide on our next course of action,â Sundaresan said.Lawyers said Kochhar has no choice but to file a civil suit in the matter to challenge the indictment by the Srikrishna Committee. The suit is likely to challenge the indictment based on the argument that Kochhar was not allowed to present her case to the committee. Kochhar did not reply to messages seeking comment.âKochhar has to take the legal route. There is no other option. She can challenge the committeeâs findings arguing that principles of natural justice were not followed and she was not heard adequately. Though the findings of the report are not out, it can be assumed that the committee has arrived at this verdict based on documents and evidence placed before it which cannot be challenged,â said KP Sreejith, managing partner at IndiaLaw, a Mumbai-based law firm.The Srikrishna Committee has found Kochhar to be in violation of the ICICI code of conduct in dealing with conflict of interest and fiduciary duties. It concluded that she lacked diligence with respect to annual disclosures as required by the bankâs internal policies. As a result, her services were terminated and existing and future entitlements revoked.Conflicts of interest include having an interest in a transaction involving the bank, receiving loans or guarantees of an obligation as a result of the position with the bank or directing business to a supplier owned or managed by, or which employs, a relative or friend, the bankâs internal document shows.Conflicts of interest by directors in the bank have to be disclosed to the group compliance officer who has to notify the bank boardâs governance & remuneration committee. In response to ETâs query ICICI Bank said, âThe chairman/managing director or other director who is directly or indirectly concerned or interested in any proposal would disclose the nature of his/her interest to the Board when any such proposal is discussed. He is required not to be present in the meeting unless his/her presence is required by the other directors for the purpose of eliciting information and the director so required to be present would abstain from voting on any such proposal.âHowever, some have questioned the bank boardâs handling of the whole issue pointing out that the board last year had given a clean chit to Kochhar in the same case.
- MUMBAI: Future Group has tied up with American data mining firm Palantir Technologies, which will provide the countryâs biggest listed retailer with analyses of data on shoppersâ consumption and buying frequency patterns.Founded by PayPalâs Peter Thiel, Palantir Technologies earlier worked for the US National Security Agency, for the Pentagon and the CIA in Afghanistan and Iraq. Backed by the CIAâs not-for-profit venture capital firm, it generates about half its revenue from the US government but has other clients as well such as Fiat Chrysler Automobiles and Airbus.âThey will analyse customersâ data at an extremely micro level and such detailing will provide insights in customer trends and shopping habits,â said Kishore Biyani, CEO, Future Group. âThe technology tie-up is part of our data-to-business strategy called Tathastu, with an aim to get two crore members from stores across formats to spend Rs 1 lakh each per annum.âA 10-member team from Palantir Technologies is already stationed in India to help Future Group in data science and machine learning algorithms. Most consumer companies and retailers are relying on external data to gauge their sales and plan new launches.
- New Delhi: Telecom regulator Trai announced Thursday that all service providers have confirmed their readiness to migrate to the new tariff regime for broadcasting and cable services from Friday, and directed operators to ensure a smooth switchover without any inconvenience to TV viewers.While customer onboarding for cable services stands at about 62 per cent and for DTH at only 30 per cent, TRAI officials asserted that in case of the latter, the nature of the platform itself will ensure that the customer remains protected and does not face any disruption for the period the prepaid payment is valid. The services will continue till the next recharge for such customers."The multiple system operators have also assured us that they will allow some channels to be available to customers to avoid any inconvenience, and they will also actively pursue customers to exercise their choice,â Trai Secretary S K Gupta said.Trai, which held a meeting with broadcasters, distribution platform operators (DPOs) and other players on Thursday to review their preparations for the migration, said all operators have confirmed their preparedness to make the transition to the new framework from February 1.Trai has unveiled the new tariff order and regulatory regime for the broadcast and cable sector, which would pave the way for consumers to opt for channels they wish to view and pay only for them. It had said every channel should be offered a la carte, with a transparent display of rates on electronic programme guide.CALCUTTA HC VACATES STAY ON NEW TRAI TARIFF REGIMEThe Calcutta High Court, modifying its earlier stay order, on Thursday allowed Trai to bring into operation its new tariff regime and regulations for broadcast and cable sector from February 1. The TRAI had earlier planned implementation of the new regime from January 1, but later extended it by a month.Justice Arindam Sinha directed Local Cable Operators (LCOs) to enter into a revenue sharing agreement with Multi System Operators (MSOs) by February 8 either through negotiations or under an arrangement formulated by the Trai.Justice Sinha had on January 29 stayed implementation of the new tariff order and regulatory regime.
- Nifty futures rollovers to the February series were the lowest since August 2017 in percentage terms ahead of the interim budget on Friday. Traders unwound short positions in the index contracts, indicating they do not expect sharp downside in the February series.The Nifty ended up 1.7 earnings on the expiry day (Thursday) on short covering amid dovish commentary on rates from the US Federal Reserve, but the index ended the series with gain of just 0.5 earnings. Information technology companies, PSU banks and private sector lenders saw rollover of long positions into the February series while more of the short positions got rolled over in the metal sector.âNifty future has seen rollover of 61.84 earnings with roll cost of 0.23 earnings. Nifty future has seen the lowest percentage rollover in last 17 months since August 2017 as the index got stuck in a range and everyone is waiting for the Budget," said Chandan Taparia, derivative analyst at Motilal Oswal.Besides the Budget, the RBI policy on February 7 and the remaining earnings announcements for the December quarter will dictate trend in the February series.âShort positions have got cut this time, partially,â said Amit Gupta, head of derivatives at ICICIdirect.While analysts expect the index to trade with a positive bias in the series ahead, they do not expect a sharp upside either. The Nifty is seen facing immediate resistance at 11,000.In the Nifty options table for February, the maximum open interest build-up in Nifty call options is at 11,000; and among the put options, the highest concentration is at 10,700.âIf post the interim Budget outcome the index manages to decisively give breakout above 10,985, then the rally could extend to 11,176 and 11,333; while below 10,650-10,600 zones only bears could get grip which is a major support zone,â said Taparia.The 11,000 level for the Nifty has proven to be a decisive resistance in the near term and the range-bound situation may not change till the general elections, said Edelweiss Securities.Post April, there may be an upward trajectory in the Indian market, the brokerage said. 67779633 67733345
